Mr. Cham: I’m very pleased that you are interested. Recently the two-way trade and investment activities between China and India have grown from strength to strength. But we still have a sense that the majority of Chinese investors don’t know much about our country or our market potential. That’s the reason why we are so much obliged to be here to attend this investment promotion session. So what do you want to know first? //
王先生：情况是这样的。我来自中国南方的一个渔业大省，想在印度投资兴办一个鱼粉加工厂。我看到古吉拉特邦位于印度的沿海的地区，海洋资源非常丰富。并且海产品加工制造也在你们的推介项目中，相信各项基础设施也应该已基本完善。所以我首先想大致了解下当地海产的价格水平。//
Mr. Cham: You are very wise to consider Gujarat as a location for setting up a fishmeal plant. Gujarat is the most industrialized state in the Republic of India. Due to religious reasons, 90% of the people in Gujarat are strict vegetarian except a small number of Muslims. Therefore, prices for marine products in Gujarat are incredibly low while at the same time the seafood is superb in
quality and abundant in supply. //
王先生：生产原料是没问题了，那么劳动力成本如何呢？比如当地一个工人平均月工资是多少？//
Mr. Cham: The labor costs are generally low with a very reasonable wage structure. A skilled worker is paid around 2000 rupees a month. //
王先生：印度政府对外商投资有哪些优惠的税收政策和激励机制呢？//
Mr. Cham: Our government has made many preferential policies and tax incentives to encourage more foreign investors to start their businesses in India. For instance, a manufacturing and processing plant built with foreign investment is given a 5-year income tax break, and all foreign-funded plants located in the development zones are exempt from income tax for 10 years. //
王先生：我明白了，看来在吸引外资方面，印度政府确实做了很多工作。新厂开建前，我们需要从中国引进生产设备。我至少需要在中国订购两台生产线。引进这些生产线需要缴税吗？//
Mr. Cham: Y ou don’t need to worry about that. According to our country’s tax policies, foreign investors are exempt from import duty for 100% of such items as building materials, production equipment, machinery, raw materials and spare parts.//
