古人云：
“志不立，如无舵之舟，无衔之马，飘荡奔逸，终亦何所底乎？”没有舵的船，没有缰绳的马，飘荡放纵，终究迷茫，而我们人呢？志不立，更迷茫。所以远航，当立志为先。人生寥寥数十载，慌神而过，我们没有太多的时间和精力，得有个明确的目标。打得江山更要守得住江山，这个朝代才能兴盛，才能流芳百世。徒有志向，没有才学也无法让我们的人生获得升华。才从何来，由博学而成。都说很多大学生大一不知干什么，大二知道了干嘛不想干，大三想干了却没时间，再等到大四有时间却毕业了。我不知道这是哪些前辈的大学生活，但作为后辈，这样的日子我可不敢恭维。试问又有谁愿意惶惶终日而无所得呢？我想这样的内心定是不痛快的，在座的各位肯定也不想有这么一番经历，既然时光无情，那就让我们耗去岁月，换回学识。
我想我的内心是不大喜欢读书的，但不得不承认读书成了博学地不二法门。而且我曾经质疑读书是否有用，我高中的校长却这样跟我说，他说：
书其实不苦，它是甜的，只是我们读的书还不够多，才无法运用自如而尝到书的“甜头”。
价值的产生在于我们是否愿意更好的安排自己的时间，而不是随波逐流。在此，希望每一位同学，也包括我，都能在最短的时间内明白自己内心所向，为自己寻得一航标，乘风远航，待到多年后再回首，无愧于这一段匆匆岁月。

我与江西省玉山县县委、县政府签订了一份异地安置拆迁协议，协议签定后房子就被他们拆了，没想到丝毫没有得到履行，一栋几百万房子变成连擦屁股都没用一纸协议书。经艰难维权引起了上级领导和有关部门重视，江西上饶市委成立了领导小组，给县里定了匡匡，之后全省通报督办，我与县委、县政府达成了口头变更协议，我解放中路138号地段评估价是每平米三万多元，变更到博士大道评估价是毎平一万元，104平米置换104平米地段差二百多万元再加上安置过度费和停业损失不补钱再给两直地基作为补偿。没想到我做了这么大让步就是没有行贿送礼还是得不到履行，反而在领导变动期间被枉法终结。我书面向上级有关领导和部门反映交办下来压着不办，中央巡视组交办下也不办，省委巡视组交办下来还是不办。无奈之下，今年二月份到北京有关部门投诉，三月三日被江西省上饶市信访局长期住北京截访组截到，把我交给北京市黑保安，羁押在京e一26162黑保安车上，受尽了折磨，又抢手机又抢身份证不给要弄死我，人权、宪法被践踏，这是严重违法犯罪。

合伙期间经营一直处于赢利状态，但由于合伙经营由段新利牵头，且段新利作为企业法定代表人独揽企业财务大权，其私欲不断膨
胀，存在大量损害公司利益的违法行为。我多次提出退伙要求，并要求在退伙前对合伙财产进行核算，但段新利和杜志峰只同意对小部分合伙财产核算确认，且拒绝我了解公司的经营状况及查看财务账薄。经初步估计，我们合伙经营期间的石家庄博科特包装有限公司净资产，若核算后应当退还我财产份额。
我认为，段新利和杜志峰故意隐瞒公司的财务状况及提供虚假的财务资料，已对我造成八万余元的严重经济损失，应以违规披露、不披露重要信息罪追究二人的刑事责任。
另外，段新利和杜志峰故意编造公司亏损的事实，背着我将公司库存及公司固定资产私自卖掉，并将所卖公司财产的所得非法占为己有，严重侵害了公司的利益，应以职务侵占罪追究其法律责任。
根据以上事实和理由，被申请人的行为触犯了《刑法》的第一百六十一条和第二百七十一条的规定，请予以立案查处。

荣步公司的股权转让给申请人后，李良聪以及其实际控制的香港荣步国际有限公司不仅不履行协助申请人变更相关股权登记、证照等义务，反而捏造证照遗失等事实，并隐瞒了其股权已经全部转让的真相，向企业登记机关申请补照并骗取了相关的证照和公章，接着李良聪又以同样的方法向相关部门骗取了关于荣步公司的其他证照和印章后李良聪多次以荣步公司和荣步公司法定代表人的名义分别与宁夏恒
昌顺贸易有限公司、重庆市九龙坡区科园三街139号附52号的任大明发生投资业务往来，致使荣步公司申请人实际经营和管理的荣步公司名下的账号以及厂房被多次冻结、查封，特别是李良聪201X年8与7日非法以荣步公司的名义向企业登记主管机关申请企业清算的行为，导致了申请人和荣步公司经营陷入了绝境，正常的经营也无法开展，严重侵害了申请人和其实际经营的荣步公司的合法权益。
李良聪在荣步公司的股权相关证照、印章已经实际交付的情况下，伪造了证照遗失的虚假事实，隐瞒了股权已实际转让并且交付的事实真相，利用骗取到的荣步公司的证照，对外公然以荣步公司的名义从事经营、变更申请等实体活动，实际上也非法获取了本不该属于他的利益，其行为具有明显的商业欺诈，是现今社会“三打两建”的打击对象，是诚信的社会主义国家所不能容忍的，其行为符合诈骗罪的构成要件，申请人认为李良聪犯罪主观故意明显，也有实际存在的犯罪事实且非法获取了利益，其行为具有明显的社会危害性，触犯了《刑法》第二百六十六条的规定，犯有诈骗罪。
综上所述，为了维护申请人的合法权益，申请人特请求贵局对李良聪涉嫌诈骗的行为依法予以刑事立案侦查。

除上述犯罪行为外，在201X年11月11日，黄某为骗取我司人民币48万元，故意以两张不能兑现的工商银行《业务委托书》【具体记载的信息为：

农村信用合作社《支票》复印件）。然而，我司后来才发现《业务委托书》中的付款人中山市东凤镇祥有茶叶商行的实际经营者为黄某（商行的地址与黄某承包分公司的地址是相一致的），更令我司吃惊的是：
中山市东凤镇祥有茶叶商行在201X年12月5日（即黄某携款潜逃的当日）已被被注销（附：
xx市红盾信息网查询的xxxxxxxx商行的登记信息资料）。种种事实表明，黄某处心积虑签发无资金保证的汇票、本票，并故意在委托付款的时间前把中山市东凤镇祥有茶叶商行注销，其根本目的就是骗取我司的财物，且骗取我司的金额达到人民币48万元之巨。虽然我司现在尚未实际支付该款项，但上述收取上述两张支票的第三人已明确告知我司要通过法律途径要求我司支付上述两张支票所记载的支票金额。根据《刑法》第一百九十四条的规定，黄某的行为已构成票据诈骗罪。
201X年12月19日，我司委托律师在市房管局查询黄某房产及土地资料时发现，黄某于201X年12月8日（即失去与黄某联系后的第三天）将仅有的一套房产抵押用于借款￥100万元，这更足以显示黄某潜逃的可能性。
综上所述，黄某的种种行为已表明其从一开始就以非法占有以及骗取我司财物的目的而承包我司的分公司，其行为已触犯刑法，分别构成职务侵占罪以及票据诈骗罪；另一方面，据了解：
除我司外，黄某还以各种手段骗取其他人大量钱财，其主观的恶性以及社会危害性极其严重。故此，为维护我司的合法权益以及避免更多的受害人上当受骗，申请人根据相关法律的规定，于201X年12
月16日请求公安部门对黄某予以刑事立案侦查，依法追究其刑事责任。但时至今日，公安机关仍未进行立案。无奈之下，我司只得向贵院提出立案申请，恳请贵院予以受理。
