甘肃省临夏州民营经济发展存在的差距及对策分析(一) 一、临夏州民营经济发展存在显著差距 1.民营经济产业组织落后，无法取得规模效应和聚集效应。首先，民营企业经营规模普遍偏小，无法取得规模经济效应，效益低下，抵御市场或经营风险的能力低下，影响了企业做大做强。从企业资本规模来看，2005年底，全州民营企业户均注册资金为9.14万元，不足10万元；户均投资为10.68万元，投资百万元以上的企业72户，投资50万至100万元的企业128户。而全国2005年注册私营企业户均注册资金为14 2.6万元，是临夏州民营企业的15.6倍以上；注册资本在1000万元以上的私营企业数达到10.5万户，占2.44%，这一比重在临夏州是零。2005年临夏州民营企业户均增加值接近6.59万元，户均销售收入24.32万元。而2005年全国民营企业和私营企业户均工业增加值分别为1177万元和1000万元，是临夏州民营企业的40倍左右；全国民营企业和私营企业户均销售收入分别为4492万元和3735万元，是临夏州民营企业的100倍以上。重点民营企业总计40户，所占比重不到千分之二，规模以上的民营企业所占比重更小。2005年临夏州民营企业户均上缴税金不足5000元，产值税金率只有1%，而全国私营企业户均上缴税金达485万元，产值税金率在10%以上。其次，主导产业不突出，民营经济产业组织及区域品牌分散，无法形成行业合力和区域竞争力。全州工业总产值与生产总值之比中，除了永靖县工业总产值与生产总值的比为1.5∶1之外，其他各县（市）比值在0.1∶1～0.8∶1之间，全州民营工业发展仍处于低水平、小规模、作坊式的低层次发展状态，支柱产业尚未形成。全州只有1个企业集团，许多民营企业业主思想保守，小富即安，走分散、作坊式经营的老路子，不愿走联合经营、集群发展的路子。政府扶持和社会认可的区域品牌多达几十种，品牌效应被分散弱化。而发达地区民营企业的快速健康的发展，与介于企业和市场之间的产业组织形式—产业集群密切相关。比如，温州打火机产业集群，形成了集群竞争优势，培育出了五大打火机品牌，产品从国内市场走向了国际市场的同时，以低成本优势吸引国际大公司到温州定牌生产，融入到国际大公司生产网络中。 2.民营企业发展环境滞后，无法实现促进民营经济发展的政策效应。临夏市政府在改革开放初期比周围地区率先出台政策措施鼓励民营经济成长，一系列的大力发展和积极引导民营经济发展的政策措施，消除了体制性障碍，但政策效应不明显。主要原因有：其一，政法环境不完善。相关的法制与管理体系不健全，政出多门，企业负担过重等问题依然存在，政府的正确引导、信息提供、搭建平台等服务工作不到位，一些民营企业总感到在本地区发展压力太大；其二，地理位置偏僻，自然环境恶劣。临夏州大部分地区属温带半干旱气候，境内无铁路运输、空运、海运及货栈等物流条件，只能依靠公路运输，交通运输方式单一，交通运输的便捷性和有效性不足，不利于区域内外资源的流通。其三，制度改革滞后。俗话所说“南有福州，北有河州”，就是指回族人民群众和福州人一样历来就有经商做买卖的传统和经营才干。早在20世纪90年代初，温州民营经济就进入了快速健康发展阶段，现在已进入了集团化上市、国际化、第三次创业等阶段。温州民营经济是在市场取向改革条件下，选择诱致型制度变迁安排，激活被旧体制束缚的经济活力，以民间自主性创新为主要动力，采取渐进式的增量改革方式，很大程度上回避了传统计划体制的惯性及其利益结构的刚性，降低了实施成本和磨擦成本，比社会主义计划体制内直接面对利益集团既得利益的改革磨擦要小得多，构筑了一种比全国其他区域产权效率更高的“体制落差”优势。今天的临夏州民营经济发展不尽人意的主要原因之一在于，在市场化改革初期和非均衡发展的背景下，东部地区的民营企业抓住消费品生产商机，享受到了政策效益的最佳时机；西部地区一直在计划经济体制下运行，无法回避计划体制的惯性及其利益结构的刚性，回族人民群众历来就有的经商才干受到了长期的计划经济体制运行的“磨损”，在消费品生产、流通、服务等方面的经营才干无法发挥作用。其四，经济发展落后，居民需求规模和档次偏低，无法对地方民营经济发展产生强
