家庭政策视角下的失能老人养老服务研究*

【摘要】【摘要】人口老龄化趋势下，家庭规模小型化使得家庭养老的保障能力弱化，失能老人养老成为家庭的重担，这使得失能老人养老服务的家庭政策提上日程。然而，失能老人对养老需求迫切的同时，家庭政策却存在政策空白，并因“政策悖论”导致政策支持功能差等诸多问题。因此，只有建立以家庭整体作为政策实施对象的失能老人养老服务家庭政策，整合全社会的养老资源，提供普惠性福利及生产性投资，才能使失能老人享受更优质的照护服务。

【Abstract】With the population aging going on，the miniaturization of family size weakens endowment capability，especially adding burdens to the families with disabled elderly.Thus，the family policy about the endowment service of disabled elderly should be put on the agenda. But at the urgent time， there are a lot of problems with family policy，such as policy vacuum，the poor support due to "policy paradox" etc. Therefore，it’s important for our country to estab lish and perfect the family policy regarding the family as the policy object，integrate the endowment resources of the whole society and eventually，provide disabled elderly with a good pension environment and quality
