Good evening, my honorable judges, chairman, fellow debaters ladies and gentlemen. I’m the priminister of proposition.

Today, we’ll talk about whether Chinese compulsory education should be extended to 12 years. This issue, since raised in the NPC and CPPCC, has become a hot educational topic among the public. We firmly believe that, with the smooth implement of 9-year compulsory education policy, and our country’s fast and stable economic growth, our country could be in accord with countries like America and push forward 12-year compulsory education.

So what does the extension mean, ladies and gentlemen? It has two major impacts. The first is relieving the pressure of the high school’s high tuition. As we all know, every year there are hundreds of thousands of student s’dream being broken just because of the tuition. And the extension of education will might make their dream come true. The second impact is that compulsory high school education promotes the quality and depth of education while popularizing the higher education.

And next, based on these two impacts, I’d like to illustrate the urgent of the extension of 12-year education from following parts.

Above all, the extension of education time helps to bridge the “three dimensional rural issue”. The three dimensional rural issue refers to three core problems of agriculture, rural area and peasantry, with regard to working engagement, residential area and subject identity. We can find that this three core problems actually and essentially lie in the intelligence problem and intelligence problem equals with educational problem. That’s to say, if more rural students can master profounder knowledge, control their life more sanely, by getting extra three-year high school education, they can bring more technology and capital to rural area, alleviating three dimensional issue. Besides “the three dimensional rural issue” has a close bearing with the social stability and country flourishes. For this matter, we attach very importance to the extension.

Secondly, it adds to the next generation’s property of knowledge. I’ll give two points on that. Firstly, as popularizing education problem exists mainly in rural area and rural area has a large population that accounts for nearly 50% of total population. So extending the education year in this area will bring about magnificent influence. In addition, Premier Wen once noted, in his college time, there are more students from rural area than from urban society, and rural students often works harder than others. It is thus clear that rural students has the ability to do well in their course and they worth the chance to receive higher education.

Thirdly, extending education year improves the allotment of labor resources. As you know that high school education links up elementary school with higher education. On the one hand, it expands students’ knowledge and improves personal and professional skills. On the other hand, it broaden students’ horizon, acting as a light house guiding youth fighting for their future. So suppose compulsory education to extend to 12 years , we’ll see more young people find their desirable position, tailored to their ability, solving the current problem that large number of workers with lowtech scratching out with their life.

Last but not least, with the popularizing of 12-year compulsory education, students can get an easier access to high school education resources. Besides, with more high school resources, there would be less pressure in elementary education, thus promoting quality-oriented education.

Accounting for the above matters, our part firmly believe that China should extend

compulsory education to 12 years. But obstacles can’t be avoided, it may take years to realize that goal, China just should make full efforts on that.
