中新天津生态城绿色建筑管理探索与实践
0 引言
近年来，在科学发展观的指导下，伴随可持续发展理念的传播，我国城市建设领域掀起了一场生态城市建设热潮。中新天津生态城(以下简称“生态城”)是中国和新加坡两国政府为了应对气候变化，节约资源能源，保护生态环境所进行的探索与尝试，也是世界上第一个政府间合作开发的生态城市。生态城规划面积30 km 2，规划人口35万人，计划利用10~15年时间建成。从2008年落户天津滨海新区以来，生态城历经6年开发建设，目前，8 km 2起步区已经基本建成。绿色建筑作为生态城市建设的重要内容，已经成为我国建筑领域的主要发展方向。生态城指标体系和
总体规划规定，生态城内绿色建筑的比例为100%。为了保障这一目标的实现，生态城在没有成熟经验可循的前提下，经过自身的探索与实践，初步建立了一套绿色建筑管理体系。
1 我国绿色建筑管理体系发展现状
1.1 我国绿色建筑管理发展历程
与发达国家相比，我国绿色建筑的发展起步较晚。国家标准GB/T 50378—2006《绿色建筑评价标准》颁布于2006年，而真正开始绿色建筑评价则是起步于2008年。考虑到国内不同区域经济发展水平不同，而绿色建筑作为新生事物其发展需要一个过程，因此，国家标准一直以来是采取自愿的方式进行推广。在这种情况下，我国绿色建筑的数量增长较为缓慢。

摘要：总结了我国绿色建筑管理的现状，分析了目前管理模式存在的问题。介绍了中新天津生态城开
展绿色建筑实践的背景、过程和取得的成绩，阐明了生态城绿色建筑管理体系构建的原则和方法，重点介绍了生态城绿色建筑管理体系中各个组成部分(法规政策、技术标准、管理流程、产品准入)的实践经验和具体做法。生态城通过5年的探索实践，初步建立了一套适合自身特点的绿色建筑管理体系。希望通过对该管理体系的介绍，为我国其他城市开展绿色建筑实践、提高绿色建筑质量提供参考。

Exploration and Practice about Green Building Management in
Sino-Singapore Tianjin Eco-city

Abstract ：This paper summarizes the development status of China ’s green building management,and analyzes the problems existing in current management mode.It introduces the background,procedures and achievements of the green building practices in Sino-Singapore Tianjin Eco-city,expounds the principles and methods of green building management system establishment,focus on practical experience and practice in each part of eco -city green building management system,for example laws,regulations and policies,technical standards,management processes,product access,etc.Through exploration,it takes Sino-Singapore Tianjin Eco-city five years to construct a suitable management system,which meets their own development needs.Through the introduction about the management system,this paper will be helpful for other cities in China to develop green building,and improve the quality of green building.
