公元前221年,秦始皇统一六国,建立了专制主义中央集权的政治体制,成为其后2019多年历代封建王朝所选择的基本模式。秦汉400多年间,中国创造出在世界上居领先地位的高度发展的经济、文化和科学技术。丝绸之路使中国文化播射到中亚,并越过地中海到达古罗马的王廷。当476年西罗马帝国灭亡、欧洲进入“黑暗的中世纪”时,中国正是中央行政体制由三公九卿制向三省六部制转化的阶段,封建政治体制日臻完善,它和经济、文化发展一样,在当时的世界上,处于遥遥领先的地位,一直延续到17世纪40年代,相当于我国的明朝末年。

1640年,英国爆发了资产阶级革命,在其后的100多年中,欧美各国在资产阶级领导下,相继建立起近代资产阶级的政治制度,确立了代议制,但是在中国,清王朝却把封建君主专制政体发展到登峰造极的地步。到1840年,中国传统的弓箭长矛,终于抵挡不住西方资产阶级的战舰大炮,败下阵来。

材料1929年1月,毛泽东、朱德率领红四军主力向赣南、闽西地区挺进,揭开了开创中央革命根据地的序幕。在此前后,蛟洋、赣西南、闽西等革命根据地,先后建立了蛟洋农民银行、江西工农银行、闽西工农银行等金融组织。这些金融组织各自发行了货币,货币的流通使用有特定的范围,货币发行有充足的准备金,纸币可随时兑换银元,币值比较稳定。1932年,中华苏维埃共和国国家银行正式营业,7月发行纸币和银元,在中央革命根据地内统一流通。纸币上多设计有马克思、列宁头像,或有“全世界无产阶级联合起来”等口号。临时中央政府加强货币管理,保障币值基本稳定。1933年9月后,由于第五次反“围剿”和王明的“左”倾错误,中央革命根据地财政经济极度困难,国家银行大量发行纸币,导致币值贬值。临时中央政府采取了一系列措施稳定币值,但终因革命形势急转直下,无法扭转通货膨胀的局面。1934年10月后,国家银行发行的货币逐渐退出了流通领域。
