Messages can be sent across the land by means of the electric telegraph; but you cannot put up a line of telegraph posts across the sea. Messages can be sent across the ocean by radio or by cable. The cable lies on the sea bottom and it has to have very good insulation(绝缘). If any part of it is weak, the water will get through and stop all signals.

The first cable under the sea was between England and France. It was laid in 1851. In 1857 engineers tried to lay a cable across the Atlantic Ocean, but they met a lot of difficulties. Halfway across the Atlantic the cable broke, and the ship that was laying it had to return.

Kelvin advised that another cable ought to be laid. It was made ready, and put on board a big ship. Kelvin and his friends

16

traveled with it and after many days of hard work, they reached America without breaking the cable. Kelvin himself sent the first message by cable from America to Britain. Unfortunately only 732 messages were sent through this cable before it broke.

Passage D

Do you remember the time when people were a little nicer and gentler with each other? I certainly do. And I feel that much of the world has somehow gotten away from that. Too often I see people rushing into elevators without giving those inside a chance out first’ or never saying “Thank you” when others hold the door open for them. We get lazy. An d in our laziness’ we

19

think that something’ like a simple “Thank You” doesn’t really matter. But it can matter very much. No matter how nicely we dress’ or how beautifully we decorate(装饰)our home’ we can’ t be truly elegant (优雅的)without good manners because elegance and good manners always go hand in hand. In fact’ I think of the good manners as a sort of hidden beauty secret. Haven’ t you noticed that the kindest people seem to keep getting prettier? It’ s funny how that happens. But it does. For example’ the long-lost art of saying “Thank You” is like wearing a little makeup(化妆)or making sure your hair is neat. Getting into the habit of saying “Thank You” can make you feel better about yourself. Good manners add to your image while an angry face makes the best- dressed person look ugly.

What Are They Driving At? Recently, some top U. S. economic officials argue that the RMB yuan is undervalued vis-à-vis the U. S. dollar. Therefore, it is time for the yuan to appreciate. The basis for their argument is that China has accumulated about $350 billion in foreign-currency reserves and over $122 billion in U. S. government bonds. China has, it that sense, become one of the biggest creditors to the United States, which has given China an upper hand over the United States. It is not difficult to understand why the United States has such a worry. It was not too long ago that the Japanese were made the scapegoat of the Amerians. They were accused of taking American jobs. The the Mexicans were accused. Now they have found another accusation, saying that the Chineses are not fair – they go about exporting to the U.S. by taking advantage of a cheap yuan which means lower unit costs of Chinese goods. Such being the case, higher priced American goods are not selling well, and inventories build up at U. S. factories, and the result is layoffs or, even worse, plant closings. Therefore, it is agued that China’s economic policies are responsible for the job losses in the U.S.. An argument of this kind can hardly hold water. American consumers either buy Chinese low priced goods or go elsewhere to buy them at higher prices. Since purchases of Chinese goods can save money, it means the Americans can make more purchases of the more capital or knowledge intensive goods manufactured in the United States. The fact of the matter is that the cheap Chinese-made exports into the United States can actually increase the real income of American consumers. It is obvious that the U. S. was making a left-handed complaint for ulterior puposes by harping on the “undervalued” RMB.
