摘要习主席从实现“强军梦”的战略高度，提出了“依法治军从严治军是强军之基”的重要

论断。新形势下深入推进基层部队依法治军从严治军，本文从五个方面进行了阐述：以党委（支部）为核心，促进依法决策；以干部骨干为主体，强化法治信仰；以法律法规为准绳，严格刚性落实；以保障打赢为宗旨，健全法律援助；以官兵反馈为镜子，完善监督奖惩。

Thinking on Further Promoting Grass-roots Army Military Law Strictly

Abstract President Xi from the strategic height of "dream of a strong army" proposed "army strictly is the important thesis of the base of a strong army". Under the new situation to further promote the grassroots army strictly， this paper from five aspects are described： the to the party committees （Branch） as the core， promote law based decision-making； to backbone cadres as the main body， strengthen the belief in the rule of law； according to laws and regulations as the criterion， strict rigid implementation of； to protect the win for the purpose of perfecting legal aid；to officers and men of the feedback as a mirror， perfecting the supervision and punishment.

习主席鲜明指出依法治军从严治军是强军之基，这充分体现了依法治军从严治军是实现强军目标的战略基础。习主席的这一科学论断为新形势下基层部队正规化、法治化建设指明了发展方向。基层是国防和军队正规化建设的基础，是战斗力生成的基石，一支现代化的军队必然是法治军队。随着改革强军步伐深入推进和战斗力生成模式深刻转变，必须深入推进基层部队法治化建设。笔者在针对新形势下深入推进基层部队依法治军从严治军要着力抓好的五个方面进行了探讨：
