[摘要] 目的分析事业单位改革对公益类事业单位的影响和对策。方法通过SWOT法分析事业单位改革的影响，通过文献综述梳理相关对策。结果事业单位改革对于公益一类和二类

事业单位的影响不同。结论公益类事业单位应正确应对改革的优势、劣势、机会和风险，敢

于抓住机遇，避开风险，勇于创新。

[Abstract] Objective To analyze the effect of reform of public institutions on the public service institutions and strategies. Methods The effect of reform of public institutions was analyzed by the SWOT method， and the related strategies were combed by the review of available literatures. Results The effect of reform of public institutions on the first-class and second-class public institutions was different. Conclusion The public service institutions should accurately cope with the advantages， disadvantages， opportunities and risks of reform， catch the opportunities， avoid the risks and have the courage for making innovations.

2012年，我国共有事业单位130万个，从业人员约3 000万人。无论是机构数还是从业人员数，都是仅次于企业的第二大法人组织。其中，教育事业单位占人员总数的50%；卫生事业单位占人员总数的15%；文化事业单位约占4%；科研事业单位约占2.4%[1]。事业单位设置

不按照市场经济规律的要求，而只是考虑政府本部门的特殊需要，造成了机构的重复设置。由于事业单位实行财政供给制，常常是只管事业投入，不管产出和效果，长此以往国家财政不堪重负，“人头费”使得财政捉襟见肘[2]。

改革开放以来，随着经济体制改革的推进，事业单位改革一直在积极稳妥地进行。党的十一届三中全会至今，事业单位改革大体上经历了4个阶段，这里不再赘述。该文试从事业单位分类改革、人事制度改革和工资制度改革三方面，说明公益类事业单位在不同情况下所面临的优势、劣势、机会和风险，并对相关对策进行总结梳理。
