Juvenile delinquency

According to the definition ,juvenile delinquency means people between 14 and 25 commit a crime .This concept is classified by ages in criminology.(1)

The spokesman from the Ministry of Public Security said the ratio of the

number of people under 25 who conduct crimes decreased by 4.1% in

2006,(2)although the ratio of juvenile delinquency has lessen,it is still a serious problem .And there are many reasons leading to juvenile delinquency.

Internet may be to blame.WangXiao,a member of CPPCC(Chinese People’s Political Consultative Conference)appeal to us to attach importance to teenagers’network environment(3).From the data of the study of juvenile delinquency,more than 80% of junvenile delinquency is relevant to the Internet.Internet is easy to make juvenile addictive and contain something like violence which is not fit for students.And spending too much time on the Internet is a waste of time and money,which can lead to crime. .In February 12th in Pingdu,Three teenagers commit robberies constantly.They had used up all the money in the Internet bar,so they choose this mean to “earn” money.(4)

Family can be the second reason to make teenagers commit crimes. There is a saying that parennts are the first teachers of the children.(8) Because of parents’low degree of education,they only use violence to educate children.And it can influence all their life. Their parents may divorce early and they disregard children’s education,which make them develop objectionable habits.In December 21th 2013,teacher’s office in Yangzhou was broken into and 3000 yuan was lost and several personal computers.3 days latter ,2 teenagers were arrested by the police.They don’t like studying and parents are migrant workers.So they don’t get proper education and don’t know robbery is illegal. And they use this mean to get pocket money(5).

The third reason is from school.Many schools only aspire the enrollment rate and look down upon teenagers’ quality and character’s development.They may overlook some students only because of their disappointing grades,which makes them have no interests in schools or even drop off from school.In September 14th a Grade 12 student killed his class teacher because he took the student’s mobile phone away.Teachers just ignored students’ need of mobile phones and made this principle by himself.(6)So educators should think for themselves.

Above all, juvenile delinquency is caused by teenagers themselves. Teenagers are not maturation enough to control their behavior and emotion. They may not know whether this affair is legal and when they commit a crime they never consider the consequence and influence.

According to the data of Chinese study of juvenile delinquency,70 percents of the crime was conducted by juvenile. And juvenile delinquency has become the 3rd largest problems in the world after the environment and drug(7).So this problem grab a large population’s attention and waited to be solved.
