天津港的历史最早可以上溯到汉代，自唐代以来形成海港，1860年对外开埠。建国后经过三年恢复性建设，天津新港于1952年10月17日重新开港通航。

The history of Tianjin Port could be traced back to Han Dynasty. It emerged as a sea port in Tang Dynasty and opened as a commercial port in 1860. After the founding of the P.R.C, it was made a restoring construction for three years and reopened on Oct. 17, 1952.

天津港是世界等级最高的人工深水港，位于海河入海口，处于京津城市带和环渤海经济圈的交汇点上，是首都北京和天津市的海上门户、我国北方重要的对外贸易口岸，是连接东北亚与中西亚的纽带。天津港现有水陆域面积近260平方公里，陆域面积72平方公里，规划到2010年港口陆域总面积达100平方公里。目前，天津港主航道长35公里，水深—19.5米，25万吨级船舶可自由进出港，30万吨级船舶可乘潮进出港。天津港共拥有各类泊位134个，岸线总长2.8万米，其中万吨级以上泊位81个。

Tianjin Port is the largest artificial port in China. It locates at the estuary of Haihe River and the cross point of Beijing-Tianjin city band and Bohai Rim economic circle. It is the sea gate of Beijing and Tianjin, the important international trade port in northern China and the link to connect Northeast Asia and Central and West Asia. Tianjin Port covers water and land area nearly 260 km2, in which land area is 72km2. By Year 2010, it will be planned to cover total land area of 100 km2. At present, the main navigation channel is 35 km long with water depth of -19.5m, which is available for ship of 250,000 tons to enter and leave port freely and ship of 300,000 tons with high tide. There are totally 134 various berths in Tianjin Port, including 81 berths over 10,000 tons. The total quay length is 28,000 m.

Tianjin Port has wide economic hinterland, including: Beijing, Tianjin, Hebei, Shanxi, Inner Mongolia, Shaanxi, Gansu, Qinghai, Xinjiang, Ningxia and part of Liaoning, Henan, Shandong and Sichuan. The area is almost 5 million km2, accounting for 52％of total Chinese area. Furthermore, it possesses strong economic radiant power. Presently, approximately 70% of the cargo throughput and more than 50% of the import and export cargo value via the port come from the provinces outside Tianjin.

天津港对外联系广泛，与日本、韩国、美国、荷兰等国家的12个港口建立了友好港关系，同世界上110多个国家和地区的500多个港口有贸易往来，每月航班400余班，直达世界各地港口。

Tianjin Port has broad international connection. Sister port relations have been established with 12 foreign ports in Japan, Korea, USA and the Netherlands, etc. The port has trade relation with more than 500 ports in over 110 countries and regions. Every month there are about 400 scheduled vessels connecting with the main ports in America, Europe and Asia, etc.

天津港主要分为北疆、南疆、东疆、海河四大港区。北疆以集装箱和件杂货作业为主，南疆以液体散货和干散货作业为主，海河港区以小型船舶作业为主，正在建设中的东疆港区规划面积30平方公里，其中10平方公里将建成中国规模最大、开放度最高的保税港区。规划建设中的临港产业区将成为以发展重装备制造为主的天津港的另一个功能区。

Tianjin Port mainly consists of four port areas, i.e. North Port, South Port, Haihe and East Port. North Port is mainly engaged in the operation

of containers and general cargo. South Port focuses on liquid bulk cargo and dry bulk cargo. Haihe port area is mostly for the operation of small-scale ships. East Port in construction has layout area of 30 km2, of which 10 km2 will be built into a bonded port area with largest scale and highest openness extent in China. The Tianjin Port Industrial Zone will be developed into another function area of Tianjin Port focusing on the development of heavy equipment manufacture.

Possessing the specialized terminals respectively for containers, iron ore, coal, petrochemical products, general cargo, ro-ro, bulk grain, bulk fertilizer and international passenger terminal, Tianjin Port is one of the coastal ports with the most complete functions in China. The Tianjin International Trade & Shipping Service Center is the largest “one stop service” shipping service center and digital port in China at present with the overall service integrating customs clearance, inspection, port service, settlement, information service, consultation service, and so on. Tianjin International Trade & Shipping Service Area in construction will integrate trade service, market operation, information distribution, talent exchange and business relaxation, which will form shipping concentrated area.

新世纪以来，天津港货物吞吐量快速增长，2001年突破1亿吨，2004年突破2亿吨，2007年突破3亿吨；2009年，天津港完成货物吞吐量3.8亿吨，位居世界港口第五位；完成集装箱吞吐量870万标准箱，排名世界港口第十一位。

The cargo throughput of Tianjin Port increased rapidly in the new century. The total throughput reached 100 million tons in 2001, 200 million tons in 2004, and 300 million tons in 2007; in 2009, the cargo throughput was 380 million tons, ranking the fifth among all the ports in the world; the container throughput reached 8.7 million TEU, which has enabled it to rank No. 11 in the world.

By 2010, the cargo throughput of Tianjin Port will exceed 400 million tons and container throughput reaches 10 million TEU. The port class will reach 300,000 tonnages. 建设中的天津港东疆港区位于天津港东北部，东至渤海湾海域，南至天津港新港主航道，西至集装箱物流中心陆域及规划反“F”港池，北临永定新河口南治导线，为浅海滩涂人工围海造陆形成的三面环海半岛式港区。港区南北长约10公里，东西宽3公里，总面积约30平方公里。

Located at northeast in Tianjin Port, Tianjin Port East in construction extends to Bohai Bay area to its east; main navigation channel to its south; container logistics center land and layout inverse “F” port basin to its west; main southward control line of Yongdingxin River estuary to its north. Therefore, it is a peninsular style port area, formed with man-made ocean land on shallow ocean mudflat and there are three directions embraced by ocean. Covering total area about 30 km2, the port area has about 10 km length from south to north and 3 km width from east to west.

东疆港区是天津港的重要组成部分，它的开发建设设想始于上世纪80年代，1987年被纳入天津港总体规划，获交通部、市政府联合批准。2004年4月，交通部、市政府在对天津港总体规划修编的批复中进一步予以了明确。2007年1月，天津市政府对《天津港东疆港区总体规划》做出正式批复。

As an integral part of Tianjin Port, the construction idea of Tianjin Port East firstly came out in 1980’s. In 1987, it was listed into the general layout of Tianjin Port and obtained the joint approval by Ministry of Communications of China and Tianjin municipal government. In April 2004, the approval by the above two competent organs on amended general layout of Tianjin Port made the relevant confirmation. In January 2007, Tianjin municipal government gave the formal approval on “The General Layout of Tianjin Port East”.

按照规划，东疆港区分为码头作业区、物流加工区、港口综合配套服务区“三大区域”，具备集装箱码头装卸、集装箱物流加工、商务贸易、生活居住、休闲旅游“五大功能”。码头作业区位于港区西部，将为天津港增加7公里深水集装箱码头岸线，可全天候接卸世界上最先进的集装箱船舶，满足未来10－15年天津港集装箱发展的需要。物流加工区位于港区中部，利用临港优势，可为国内外物流企业提供方便快捷的全程物流服务。港口综合配套服务区位于港区东部，包括居住区、商业商务区、旅游休闲度假区和邮轮码头区，可为东疆港区工作人员和来港办事人员提供办公、生活、商务、休闲等服务。

According to the layout, Tianji Port East consists of “three major zones”: terminal operation zone, logistics processing zone and port comprehensive auxiliary service zone, which can integrate “five major functions” of container terminal load-and-unload, container logistic processing, business & trade, living residence and traveling & relaxation. Situated at west of the port area, the terminal operation zone will increase deepwater container quay waterfront of 7 km, that can not only operate

for the most advanced container ships in the world around the clock, but also meet the development demand of Tianjin Port container business in 10-15 years. Located at middle part of the port area and by taking the advantage of being close to port, logistics processing zone can offer convenient, rapid and overall logistic service to Chinese and foreign logistic enterprises. 根据滨海新区开发开放的总体需要和东疆港区独特的地理环境和区位优势，天津市委市政府审时度势，提出了将东疆港区辟建为保税港区的设想。2006年5月26日，国务院《关于推进天津滨海新区开发开放有关问题的意见》明确指出：“推动天津滨海新区进一步扩大开放，设立天津东疆保税港区。”2006年 8月31日，国务院关于设立天津东疆保税港区的批复正式下发。

In accordance with the general demand of development and opening

up of Binhai New Area as well as the unique geographic environment and regional advantage of Tianjin Port East, Tianjin Municipal Party Committee and municipal government farsightedly put forward the idea of building Tianjin Port East into a bonded port area. On May 26, 2006, the State Council definitely pointed out “promoting further opening up of Tianjin Binhai New Area and establishing Tianjin Port East Bonded Port Area”in “The Opinions on the Issues Relevant to Promoting Development and Opening up of Tianjin Binhai New Area”. On August 31, 2006, the State Council officially approved the establishment of Tianjin Port East Bonded Port Area.

天津东疆保税港区规划面积10平方公里，包括物流加工区和码头作业区的一部分，将重点发展国际中转、国际配送、国际采购、国际转口贸易和出口加工等业务，实现货物、资金、人才自由流进流出，建成后将成为我国规模最大、开放度最高的保税港区，成为规划科学、功能完备、设施先进、政策宽松、监管有效、服务便捷、环境优美的现代化、国际化、智能化世纪港岛，成为中国北方国际航运中心和国际物流中心的核心经济功能区，综合配套改革的试验区、滨海新区开发开放的重要标志区。2007年12月11日，包括6个集装箱泊位、物流加工区、海关监管及口岸办公设施等约4平方公里已经建成投入使用，实现东疆保税港区首期封关运作。截至2009年底，东疆保税港区累计完成集装箱吞吐量突破200万标准箱，进驻企业已达230余家。

According to the layout, Tianjin Port East Bonded Port Area will cover an area of 10 km2. The logistics processing zone and part of terminal operation zone will mainly develop international transit, distribution, purchase, entrepot trade, export processing and other business so as to realize the free flow of cargo, capital and talents. After construction completion, it will become the bonded port area with the largest scale and highest opening extent in China; become a modernized,

internationalized and intellectualized century harbor island with scientific layout, complete functions, advanced facilities, favorable policies, effective supervision, convenient service and graceful environment. It will be built into a core economic function area of international shipping and logistics center in Northern China, an experiment area for reform of comprehensive auxiliary facilities, and an important symbol area for the development and opening up of Binhai New Area. On December 11, 2007, the area of 4 km2 including 6 container berths, logistics processing zone, customs supervision and port office facilities was put into operation, which successfully realized the completion and use of the first phase in Tianjin Port East Bonded Port Area. Till the end of 2009, 2 million TEU of containers have been transported in the East Bonded Port Area, and about 230 companies have established business here.
