地方政府有效引导网络舆论思考

摘要：网络舆论的日益发展和兴起给地方政府带来了新的挑战和考验，网络舆论引导成为地方政府面临的新课题。尽管地方政府非常重视网络舆论引导，但在重视程度和引导效果方面依然存在差距，普遍存在网络舆论引导效果不彰的问题。因此，不断增强地方政府网络舆论引导性的有效性是各级地方政府亟待解决的问题。

The Reflection of Local Government Effectively Guide the Network Public Opinion

Abstract： With the development of network public opinion and the rise of network public opinion to the local government has brought new challenges and tests， the network public opinion guide to become a new task faced by the local government. Despite the local government attaches great importance to the network public opinion guidance， but there is still a gap in terms of importance and guidance effect， common problems of network public opinion does not have the desired effect， increasing the effectiveness of local government leading network public opinion is an urgent problem in the local governments at all levels.

随着互联网技术的飞速发展，以即时通讯、博客、微博、播客、社交网站、视频网站为代表的新兴网络社交平台日新月异。互联网日益成为网民利益表达、情感宣泄、思想碰撞的新渠道，成为各种社会观念和思想意识的显示器和晴雨表，网络舆论应运而生。网络舆论不仅深刻改变着地方政府的执政环境和舆论格局，而且显示出巨大的社会影响力，网络舆论引导日益受到地方政府的重视。然而，地方政府网络舆论引导的实际效果却不尽如人意，普遍缺乏有效性。如何有效引导网络舆论，更好地发挥网络舆论的建设性作用，最大限度消解其负面影响已经成为新时期地方政府必须面对的新课题。
