怎样修改英版航海通告

怎样修改航海通告一、什么是航海通告？自己回去看教科书去二、怎么接收航海通告？航海通告是由UKHO（英国水道测量部）发行，据我所知可通过以下三种方法接收最新一期的航海通告 a)由船公司安排代理或船舶供应商直接送到船上。（目前大多数公司的做法） b)由船上安装经过UKHO认可的航海通告专用软件如NAVACO，VOYAGER等通过Email或卫星以附件的形式接收。 c)自己去UKHO 的官网（https://www.wendangku.net/doc/41785802.html,/msi）下载最新的通告（免费的，前提是自己的电脑上得装有Adobe Acrobat Reader这个阅读软件。）以上几种接收方式中a是最慢的，按船舶的靠港频率有时候经常会2个月收一次，一次就收7到8期通告。b是最快的，但这种方式并没有普及，仅仅有少部分公司使用。c仅仅是方便自己工作，因为可以得到航海通告的电子版，可以利用ADOBE RADER的查找功能整理自己需要的数据。但是描图纸(TRACING)下载是要收费滴。三、航海通告的内容是什么？基本上每一期的航海通告是由两大部分组成，即航海通告（一本书），和一包包含通告内容的绘图纸(TRACING)，无论通过以上哪种方式接收，内容都是一样的。当然有的公司比较抠门，不提供第二部分（这世界上总会这样或者那样的极品）。我们主要介绍第一部分，即航海通告。封面：以下就是航海通告的封面，基本上每期通告的封面都一样的，除了我画红圈的两个地方。封面的左上角我画了红圈的地方 Notices 5375-5457/13本期通告是包含了13年第5375号通告到13年第5457号通告 T & P Notices in Force本期通告包含了最新的有效临时通告信息 Updates to Sailing Directions in Force本期通告包含了所有Sailing Direction 的改正信息 Current Nautical Publications（最新的航海出版物版本信息，可以查到船上的航海出版物有没有过期）Cumulative List for Admiralty List of Radio Signals（本期通告包含了所有Admiralty List of Radio Signals的改正信息）需要注意的是 5375-5457/13 是每期通告都会有的，

航海通告的改正

航海通告的改正英版航海通告固定在每周四出版（其资料更新截至上一周的周六，即航海通告印刷的日期），每年出版 51期或52期（一般来说圣诞节期间的那期通告会因过节而不出版）。航海通告汇集了最新的水道测量部门发布的全部航海通告，能够提供对所有英版海图及其他航海图书的改正资料，并重新印刷无线电航海警告及其他变迁资料。英版航海通告中还提供了重印的澳大利亚和新西兰的航海通告，以供改正重印的澳大利亚和新西兰的海图。英版航海通告按每年发布的时间顺序，连续编号，通告号码用* 号标注的，表示该通告来源于原始资料。航海通告的内容一、主要内容 1. 封面每期航海通告封面的显著位置印有本期通告的期数和出版日期，下面是各部分内容的索引，然后是对新发现的危险物、助航设施的改变或英版出版物的缺点的报告要求及通信方式，最后是版权声明。封面上较为常用的是左上角的内容，注明了本期通告的起止号数，月末通告还注明了本期通告内有至今有效的临时通告和预告号码总清单以及修改航路指南的通告号码清单，季末通告还注明了本期通告内有最新的图书清单。 2. 注释及出版物信息（Ⅰ Explanatory Notes. Publications List）注释：包括海图及位置、临时通告和预告、原始资料、灯标、无线电信号、航路指南及航警的简单注释；出版物信息：包括出版物新版及作废信息。 3. 航海通告正文（Ⅱ Admiralty Notice to Mariners. 航海图书资料管理规定 Nautical Books/Information Management Regulations 1.目的Objective 本规定旨在确保船舶能及时获得所需的各类航海图书资料，并保持其最新有效。 This regulations is for the purpose of making sure the ships can get all kinds of necessary nautical books and documents, and keep all the information updated. 2.适用范围Scope of Application 适用于船舶航海图书资料管理。 It is for ship’s nautical book and document management . 3.职责Obligation 3.1.安监部是船舶航海图书资料的管理部门，负责各类航海图书资料的订购、发放，并对本部门保存海图进行改正。 Safety Supervision Department, the ships nautical books and documents control section, is responsible for ordering and providing each kind of nautical books and documents, besides, carry on the correction of nautical charts preserved. 3.2.二副负责船上航海图书资料的管理。 Second officer is responsible for the management of the nautical books and document on board. 4.航海图书资料的订购和领用 Ordering and usage of the nautical books and documents 4.1.航海图书资料的订购Nautical books/informations ordering 4.1.1.安监部应在每年年底前拟制船舶各类航海图书资料的订购和发放计划并实施；代管船舶可由船东自己订购、发放，并报安监部备案。 At the end of each year, Safety Supervision Department should make a plan for ordering and distributing nautical books and documents and make it implemented; to the chartering ship, all of such things should be done by the original ship owners, and report to the safety supervision department and make a record. 4.1.2.在航海技术管理过程中及通过对各类航海图书及参考资料信息的评审，如认为需要的航海图书资料，安监部订购、下发,并填写信息传递记录表。 In the process of navigation technology management and through various types of nautical books and reference materials review, such as the need for extra nautical books, the Safety Supervision Department could give an order and distribution, and complete information transfer records form. 4.1.3.船舶根据航线情况，临时提出所需必要的航海图书资料，应由二副提出经船长核准，报安监部经理批准。如船舶在外港口，船舶可通过单边带、电话等一切有效手段报安监部经理同意由当地代理或二副亲自购买，购买后报安监部。 Based on sailing conditions of the ship, if need for extra and necessary nautical documents temporarily, applied to captain for approval by second officer and then report to the manager of the safety supervision department for approval. Admiralty Notices To Mariners（英版航海通告） I Guidance Notes 须知（指南） Admiralty Notices to Mariners, Weekly Editions, contain information which enables the mariner to keep his charts and books published by the UKHO up-to-date for the latest reports received. In addition to all Admiralty Notices, they include all New Zealand chart updating Notices, and selected Temporary and Preliminary ones. 海图作业管理规定 1. 概述海图管理与作业是船舶航行的一项基础工作，船舶应参考交通部制订的《海图作业试行规则》加以规范。 2. 海图改正要点 2.1《航海通告》的改正:二副收到《航海通告》后，根据本船的船存海图清单，将需要改正的通告好登记在海图小改正记录簿上。改正完毕后，在海图左下角小改正处将改正年份和通告号数注明备查。与本航次有关的《航海通告》，必须在开航前改正完毕; 2.2《航海警告》的改正:航行中值班人员收到航海警告后，对直接有碍航行安全的应即用铅笔在值班中使用的相关海图上进行改正，同时报告船长，并列入航行交班内容。二副负责改正到有关海图上，同时在海图左下角小改正处附近注明备查。船长、驾驶员通常应阅读签署《航海警告》; 2.3海图改正注意事项: A. 不论海图的比例尺大小，常用与否，一律都应按《航海通告》上指定的图号改正; B. 改正海图时填入的内容，注意不要掩盖图上其它的符号和水深; C. 《航海通告》需用不褪色的红墨水笔进行改正，字迹应端正清晰，内容正确完整，并按规定的图式符号和缩写进行改正; D. 《航海通告》须同时改正几张海图时，应先改正急用的海图，然后按顺序改正; E. 《航海通告》改正以后，用红黑水笔在“航海通告”上将改正内容勾去，然后按顺序归档长期妥善保存，不要遗失，备日后查阅;

F. 《航海通告》中规定剪贴改正部分，应及时按规定剪贴到指定的海图上，以保证其正确性。 H、新领海图在启用前，必须将《航海通告》、《航海警告》改正到最新后才能使用。 I、电子海图不能代替纸质海图，配备电子海图的船舶仍需按照本规定进行及时改正。 3. 海图的作业要点: 3.1开航前，根据航线，二副应将本航次所需的海图按使用顺序放妥在最上层的图桌抽屉内备用。 3.2航行中，驾驶人员应经常定位，海图作业要能反映出航行的整个过程，特别是转向时，要进行定位和海图作业。 3.3海图作业前，要确认航行无危险;不可长时间在海图室进行作业。 3.4海图在海图桌上放置要正确，以防经纬度误用。移动平行尺要平稳，防止出现角度偏差。 3.5正确使用海图作业符号，书写工整，不应在海图上打草稿，保持作业整洁。 3.6作业时必须使用2B软性铅笔进行书写，不得使用其他型号铅笔。 3.7航次结束后才能擦去作业内容，如发生海事，要保存所作业的海图，直到海事处理结束，才能擦去作业内容。

英版航海通告t&p的改正

英版《航海通告》中T&P Notice 的改正韓景明英版《航海通告》中，可分為永久性海圖改正通告和臨時性通告和預告。臨時性通告(Temporary Notice)用於僅僅在限定的一段時間內有效的海圖改正資料。預告(Preliminary Notice)用於以下幾種情況：1有必要提早告知航海者，且施工作業將在短期內進行(如港口擴建)或有關改正資料已經收到，但因太複雜或涉及面太廣而無法儘快發佈永久性改正通告的海圖改正資料。 2改正資料需要進一步核實，核實後將頒佈永久性改正通告，應提前發行預告。 3由於工程是有進度和時間的，永久性改正通告只能在施工結束後頒佈，可提前發行預告。有些船舶駕駛員在改正海圖時，只對永久性改正通告進行改正，而忽視了對臨時性通告及預告(T＆P Notice)的改正，有的只是簡單地把它們從《通告》中裁下裝訂在一起，很不規範。記得2000年5月份，永泰輪在澳大利亞Newcastle港接受PSC檢查時，檢查官詢問了我是怎樣對T＆P Notice進行改正的?並要求出示記錄。由此可見，對T＆P Notice的改正應該重視，並且要做好記錄。首先，當收到《航海通告》後，把後面的T＆P Notice裁下，並按照《航海通告》第六頁GEOGROPHICAL INDEX(地理索引)分類歸檔，分成

26個區。然後根據通告號碼後面的標題，歸到相應區域內存檔，如：3736(T) 101 CHINA—Yellow sea－lianyun Gang……應歸入第十四區CHINA SEA WITH ITS WEST SHORE CHINA。最後，依照每月發行的T＆P Notice in force(至該期《航海通告》發行之日起仍然有效的臨時性通告和預告)，將仍然有效的T＆P Notice保存下來，已經作廢的T＆P Notice可以刪除。這樣就可以保持每個海區內的T＆P Notice更新到最新的《航海通告》，通常我們只將本年度內的T＆P Notice歸類存檔就可以了。因為本年度之前仍有效的T＆P Notice可以在英版《航海通告年度總結》(Annual Summary of Admiralty Notices to Mariners)中查取。在改正海圖中，當遇到T＆P Notice時，可到該海圖對應的海區中查取該T＆P Notice是否仍然有效。若無效可不必進行改正，若仍然有效則用鉛筆將通告內容改正在海圖上，並做好登記。返回上一篇←←||→→下一篇

航海通告&改正一·Section I -Explanatory Notes and Publications List Section I ：每周印制新出版物list包含：本周出版的新图与新书; 本周出版新版图与新版书; 即将出版的海图；本周作废（Withdrawn）的海图和图书。这些信息的变更须要更改到NP131（每年12月5日首周出版）上，具体涉及： a. 海图边界的插入、删除、修正；在对页需要相对应插入、删除海图图号、标题。（NP131末页海图编号索引Numerical index 也须改正）; b. 图书版本信息更改也同上述步骤类似（仅和ASD相关，其余图书每年出版）。 c. NP131每年1月修订再版，该书的改正应根据周版《航海通告》中SECTION I &SECTION II the Miscellanneous Correction Notice 开头部分进行改正？ d. 每年新版NP131只更新到8月30日末周。所以8月30～12月5日期间的改正要根据新版的附录（ADDENDUM） Section IA：每月印制 1.列出上个月被取消的的T &P（相对应的在NP247《Annual Summary of Notice to Marines Part I》删除） 2.按26个地区列出之前印制（各年度）的T &P ，现今仍有效的LIST.
