生态文明体制改革总体方案对国家公园体制构建的启示

Integrated Reform Plan for Promoting Ecological Progress and its Enlightment to the Establishment of China's National Park System

摘要：《生态文明体制改革总体方案》在国家战略层面，对生态文明领域各项改革机制的重大问题提出顶层设计方案，对国家公园体制的构建具有重要的指导意义。通过对《方案》的研读，反思国家自然文化遗产资源保护利用现状，从3个层面获得启示：确立资源价值的核心，以资源有价为观念基础，以资源价值核算为制度基础；把握资源结构与权属两个重点；强化管理运营的4个支撑。这有助于以国家生态文明体制改革为契机，在正确的资源价值观的框架下，逐步构建起适应中国国情的国家公园体制。

Abstract: Integrated Reform Plan for Promoting Ecological Progress, proposed the top-level design method for key issues of reform mechanisms in Ecological Civilization at the layer of national strategy. It is of important guiding significance to the establishment of China's national park system. By interpreting the Integrated Reform Plan, and reflecting the current protection and utilization situation of national natural and cultural heritages, this paper discusses the implications for the establishment of China's national park system from three aspects: establishing resource value as the core with the ideological foundation of resource being valuable and the institutional foundation of resource value accounting; taking resource structure and property rights as the emphases; enhancing four supporting systems of resource management. These will help to take the opportunity of promoting ecological progress to establish China's national park system, which is applicable to national situation under the correct values.

１　前言

1916年美国国家公园管理局正式成立，标志着美国国家公园体制的形成，如今恰是期颐之年。致力于各国自然文化遗产资源实现有效保护与永续利用的国家公园理念与制度，受到国际社会的高度认同，并获得世界范围的广泛实践。根据世界自然保护联盟IUCN统计，至2014年全球共建立国家公园5 219个[1]。

中国作为自然与文化遗产资源的大国，在不断检视资源保护与管理机制的基础上，在

2013年公布的《中共中央关于全面深化改革若干重大问题的决定》中，明确提出以“建立国家公园体制”为目标与契机，实现对国家自然与文化遗产资源的有效保护与持续利用。从2014年开始，国家发改委等13部委先后联合或单独通过《建立国家公园体制试点方案》、《国家公园体制试点区试点实施方案》以及《建立国家公园体制试点2015年工作要点》等一系列文件，以推动国家公园体制构建的理论研究与实践探索。2015年9月21日，中共中央、
