不平衡报价识别方法系统设计

摘要：不平衡报价是工程量清单计价模式中常用的投标报价策略，严重的不平衡报价会造成业主的超支，还不利于行业的发展。为了帮助业主有效识别承包商的不平衡报价，本文设计了一个系统，即通过构建工程量清单项目单价数据库，从单价数据库中统计出清单项目社会平均价格水平，称为不平衡报价的评价基点。运用不平衡度的数学模型，最终得出某个投标书的综合不平衡度。

Abstract： Unbalanced bidding is a commonly used bidding strategy in the evaluating model of quantities bill， and the serious unbalanced bidding will cause the owners' over-expenditure， and is not conducive to the development of the industry. In order to help the owners to effectively identify the unbalanced bidding of the contractor， this paper designs a system that by constructing the unit database of quantities bill， the social average price level will be listed， called unbalanced bidding evaluation basis. By using the mathematical model of the unbalanced degree， we can get the comprehensive unbalanced degree of a tender.

0 引言

不平衡单价是投标人在投标过程中最常采用的一种方法。适当的不平衡报价也是承包商降低财务成本的措施，有利于项目管理；但严重不平衡报价则对项目管理产生反作用，侵害招标人的利益，导致低价中标，高价结算，增大招标人的财务负担或工程量变更、设计变更后调整费用的不正常。现阶段，虽然许多专家学者提出了许多控制不平衡报价的策略深化设计，例如减少设计模糊地带，提高招标图纸设计质量；重视工程量清单的编制；加强商务标的评审工作；优化合同管理，签订严密的承包合同；严格控制工程变更等，但这些方法集中在定性方面，并不能有效地防范承包商的不平衡报价。本文在各类研究成果的基础上，大胆构想，设计了一个识别不平衡报价的系统，为有效识别不平衡报价，提供了一种定量的计算方法。
