英语翻译证书考试等级

由教育部考试中心和北京外国语大学联手推出的英语翻译资格证书考试分英语口译和笔译两种。

口译和笔译证书各分三个等级，共六种资格认证考试。

初级英语翻译资格证书（口译）：通过该级证书考试的考生，能够承担一般性会谈或外宾日常生活的口译工作。

初级英语翻译资格证书（笔译）：通过该级证书考试的考生，能够就一般难度的材料进行英汉互译，能够胜任一般性文件或商务等方面材料的翻译工作。

中级英语翻译资格证书（口译）：通过该级证书考试的考生，能够承担一般性正式会议、技术或商务谈判，以及外事活动的口译工作。

中级英语翻译资格证书（笔译）：通过该级证书考试的考生，能够就普通英汉原文材料进行互译，能够胜任一般性国际会议文件、科技或经贸等材料的翻译工作。

高级英语翻译资格证书（口译）：通过该级证书考试的考生，能够担任国际会议的口译或同声传译工作，能够承担政府部门高级口译工作。

高级英语翻译资格证书（笔译）：通过该级证书考试的考生，能够担任大型国际会议文件及各种专业性文件的翻译、译审及定稿工作，能够承担政府部门高级笔译工作。

笔译形式

笔译考试形式级别分初级笔译、中级笔译、高级笔译。初级笔译考试内容分英译汉和汉译英两种题型。各分两节，第一节为单句翻译，给出10个句子，要求考生将其译成汉（英）语。第二节给出1篇250字左右的英（汉）文章，要求考生将其译成汉（英）。题量各11道题，分值各50分，总计

100分，时间为3小时。中级笔译考试内容分英译汉和汉译英两种题型，各给出两篇英（汉）语文章、每篇250词左右，要求考生将其译成汉（英）语。题量各为两道，分值各100分，总计200分，时间为4小时。高级笔译考试内容分英译汉和汉译英两种题型，各分两节，第一节都是必做题，给出1篇400词左右的英（汉）语文章要求考生将其译成汉（英）语，第二节为选做题，给出3篇英（汉）语文章，每篇各400词左右，要求考生选择两篇译成汉（英）语，题量各3道题，分值各150分，总计300分，时间为6小时。

口译形式

口译考试形式分初级口译、中级口译，高级口译。初级口译包括四部分，第一部分英译汉，5个单句，共10分。第二部分汉译英，5个单句，共10分。第三部分英译汉，1个对话约250个词，共40分。第四部分汉译英，1个对话，约250个词，共40分。总计100分，时间为30分钟。中级口译包括四部分，第一部分是英译汉，1个对话约250—300个词，共20分。第二部分汉译英，1个对话约250—300词，共20分。第三部分英译汉，1篇短文300词左右，交替传译，共30分。第四部分是汉译英，1篇短文300词左右，交替传译，共30分，总计100分，时间为40分钟。高级口译分四部分，第一部分是英译汉，1篇400词左右的短文，交替传译，共20分。第二部分是汉译英，1篇400字左右的短文，共20分。第三部分是英译汉，1篇600词左右的短文，同声传译，共30分。第四部分是汉译英，1篇600字左右的短文，同声传译，共30分。总计100分，时间为50分钟。

考生须知

考试时间：全国英语翻译证书考试每年举行两次，分别于每年5月和10月举行。

考试地点：全国英语翻译证书考试在全国各主要城市均设有考点。考生与当地考点联系报名事宜。报名手册上附有各地考点的联系地址和电话。报考手续：报名时请带个人身份证，交两张一寸免冠照片和20元报名费（含资料费）。成绩与证书：考试成绩在考试结束一个月之后通知考生。无

论笔译还是口译，只有成绩达到满分的70%以上（含70%）才能获得证书，成绩在90%以上（含90%），证书上注明"优秀"二字。

近日记者获悉，由国家人事部统一规划，中国外文局组织实施的全国翻译专业资格考试，将于12月6日至7日在北京、上海、广州三地同时进行首次试点考试。而就在几个月前，教育部也相应推出了外语翻译资格证书。于是，全国翻译专业资格证书与全国外语翻译证书就构成了目前我国翻译

行业的认证体系。这两大权威翻译证书虽然都为翻译从业人员提供了能力等级标准，都将笔译、口译作为两大考核内容，但在某些方面，这两大翻译证书还是各有侧重的

■相同的认证级别

据了解，这两个证书都分为三个等级，但是叫法是有所不同的。由国家人事部颁发的全国翻译专业资格证书称为：一级、二级、三级。由教育部颁发的全国外语翻译证书称为：初级、中级、高级。一级（高级）口译、笔译翻译要具有较为丰富的科学文化知识和较高的双语互译能力，能胜任

范围较广、难度较大的翻译工作，能够解决翻译工作中的疑难问题，能够担任重要国际会议的口译或译文定稿工作。二级（中级）口译、笔译翻译要具有一定的科学文化知识和良好的双语互译能力，能胜任一定范围、一定难度的翻译工作。三级（初级）口译、笔译翻译要具有基本的科学文

■相同的适合人群

在采访中记者了解到，不同的两个证书适合考生考取的级别是相同的，相关负责人提醒说，不同的人群要选择好考试语种、级别，如最简单的三级（初级）考试就适合一些非外语专业本科毕业、通过大学英语六级考试或外语大专毕业生水平，并具备一定的口笔译实践经验；而二级（中级）

却适合非外语专业研究生毕业或外语专业本科毕业生水平，并具备3至5年的翻译实践经验；要考取一级（高级）证书应该是最为困难的，它要具备8至10年的翻译实践经验，是某语种双语互译方面的专家。鉴于此，非英语专业的大学本科毕业生，最好从三级（初级）考起。通过初级口译或

初级笔译者，可承担一般性会谈的口译工作或一般性材料的翻译工作。

不同之处

■全国翻译专业资格证书直接与职称相挂钩

据中国外文局全国翻译资格考试中心负责人翟煜林介绍，中国外文局组织实施翻译专业资格证书与职称挂钩。建立这个翻译人员资格考试制度后，翻译和助理翻译专业职务不再通过评审，而是由二、三级口译和笔译替代，从而改变了过去以单一评审模式对翻译人才进行评价的方式。它与职

称挂钩，因此是从事专业翻译工作者获得职称的必经途径。而且全国翻译专业资格证书要求的专业性比较强，所以更适合以后从事英语方面的专业人士考取。

■外语翻译资格证书完全社会化

这个早在2001年就由北京外国语大学中国外语教育研究中心推出的中国首个翻译资格认证考试，是为社会上的翻译从业人员和在校大学生提供的翻译资格和权威认证。发展至今，已被很多机构、翻译从业者和英语爱好者所接受。在今年第二次考试中，参加者就已经突破了1500人，预计这一

■两证来自于不同的背景

多年来我国翻译界存在着一个从助理翻译、翻译、副译审到译审的完整的翻译职称评审和晋级制度，这一职称评审制度是与高校教职、研究院所的研究职称和出版部门的编辑职称制度相对应的，它在一定程度上曾确立了翻译行业的职业归属感和对专业独立性的自信，却并没有成为一种有广

泛社会认可度与社会适用性的职业资格评价体系，翻译专业资格证书就是在这样的背景下产生的。而对于北外来说，随着对外交往、国际合作的日益增多，对具有一定水平的专职翻译人员的需求、培养也突显其重要性。为了适应社会对翻译人员的需求，同时使该项考试更加完善、更为规范

，教育部考试中心和北京外国语大学经过协商，合作举办该项考试，并将该项考试更名为全国外语翻译证书考试。

■考试难易程度要求不同

有很多人都关注这两个考试的难易程度，由于全国翻译专业资格证书刚刚落实，还没有进行过考试，所以要做比较还要等考试之后再做结论。但是，通过记者了解，这两个考试要求的英语单词量却存在偏差，记者对这两个考试资格证书做了以下比较：全国翻译专业资格证书三级笔译部分：

英译汉要求600个单词；交替传译要求300个单词。而对于全国外语翻译证书来说，要求

初级笔译考试英译汉掌握250个单词；口译考试要求400个单词左右；交替传译要求掌握250个词左右。全国翻译专业资格证书二级笔译部分：英译汉要求800个单词；口译要求1000个单词。对于全国外语翻

译证书来说中级笔译要求300个单词；口译英译汉要求500个单词左右。据考试中心介绍，由于这个考试刚刚出台，所以这次考试也就免去了一级考试的进行，下次如有增加还请关注。从要求掌握单词的数量看，全国翻译专业资格考试要比全国外语翻译考试难度更大一些。

比较之后的反思

全国外语翻译证书也好，全国翻译专业资格证书也罢，不论是横比还是竖比，两证之间的确是各有千秋，比不出孰优孰劣。但值得提醒的是：

人事部颁发的全国翻译资格考试与职称挂钩为应聘提供了很多方便，但是由于刚刚起步相对缺乏经验。而全国外语翻译证书虽然称得上是"老字号"有经验，但是有新的推广必然要受到影响。那么这两个证书到底是为了适应市场需求，还是想争夺市场上这个美味可口的大蛋糕？这个我们不

去过多的研究，拿到一个适合自己的"含金量"高的证书才是最为关键的。
