在社会物质极大丰富、生活水平快速提升、经济高速发展的今天，孕妇却需要找黄牛托关系才能在医院建档检查，很多社会人被潜规则绑架——感觉不遵从潜规则就要吃亏，甚至办不成任何事。由此可见，潜规则这一难题已经威胁国之根本、动摇社会之根基，突破潜规则问题已经时不我待。那么如何破解潜规则难题?关键就在于要消除潜规则滋生的土壤。

破除潜规则，需政府加大治理力度。党的十八大以来，通过反腐倡廉、反四风、落实八项规定、深化改革和推进依法治国等，潜规则得到了抑制。但还没有完全根除，“冰冻三尺非一日之寒”，造成潜规则的原因有浅层次的因素，也有深层次的矛盾;既有历史的沉淀，也有新形势下产生的新问题，主要更可以归结为：“政府的手伸得太长”，没有与现代社会相应的制度体系。因此，政府要进一步简政放权、全面深化改革、全面推进依法治国，带头守法、遵守契约、制定公平的规则，实现从根本上破除潜规则。

破除潜规则，需市场完善规则。纵观我国经济发展史，各时期都有一定程度上的潜规则案例浮出水面。例如，个别企业

用工业盐冒充食盐、用硫酸铝钾的泡打粉制作包子皮、用甲醛浸泡毛肚等，这些事实告诉我们，在当今社会有很多人在违反规则中实现自身利益，短期里看到别人获利，但是长期对每个人都是一种伤害。对此，市场需要完善，形成良好的市场秩序，让诚实劳动、勇于创新者获利，让突破规则底线的人受到严惩，彻底破除潜规则。

破除潜规则，需个人提升诚信意识。现代社会本质是建立在诚信之上，对抗潜规则最大的优势就是诚信。在美国，每个人只有一个社会安全码，如果不按规则行事，则会记录在案，对他今后生活的各方面都会形成制约。这样的制度让很多人在规则边缘警示自己要遵守规则。因此要通过网络、媒体、社会教育等多方面的载体进行诚信故事、诚信必要性等的宣传，让人们发自内心的约束自己，使诚信成为行为习惯，让潜规则无处遁形。
