Development In Chongqing
Abstract:Cross-border E-commerce has a great effect on Chongqing’Foreign Trade Development.Now,In the context of Internet banking, Cross-border e-commerce has become the best way to international cross-border trade.In this paper,We study the impact of electronic commerce on the Chongqing Foreign Trade,indicate the problems of Cross-border e-commerce and point recommendations for the
Cross-border e-commerce’ future development.

一、Introduction
Chongqing as an important municipality,In the light of recently published Chongqing’ Cross-border export merchandise data,cross-border electricity supplier transaction amounted to $ 50 million, accounting for 55% of Chongqing’ cross-border electricity supplier exports.Besides, Yuzhong District, Long Gong course and dragon network withdrew the "Camel plan" in the last year,aiming to use of "Camel plan" encouraged a Chongqing local cross-border trade and business e-commerce
brands.So,we need to pay our attentions to the cross-border e-commerce’development, and analyze the effect of cross-border e-commerce on
foreign trade. Simultaneously,the studying of this subject plays a positive role in guiding Chongqing’ cross-border electricity development and foreign trade’ expending.
In the 21st century，Based on the internet,E-commerce has got rapidly development.At the same time,According to Cross-border E-commerce’paperless, low cost and convenient, Cross-border E-commerce has been the preferred way to the internet transaction.
Currently,the researches related to Chongqing region’ cross-border
e-commerce are till relatively rare.Almost all the scholars from the whole country’ view to discuss the cross-border e-commerce.Ma Xiaowei (2013) pointed out that opportunities and challenges exit in our cross-border
e-commerce development,we should gap the development opportunities; In addition, Hu Jianbo (2014) selected China's largest e-commerce platform----Alibaba as the object in his study,he indicated Alibaba’current situation and provide a good guide template for other e-commerce plates. Besides, Yang Jianzhen and Wang Shuang (2015) use questionnaire in their investigates, analyze the international aspects of electronic payment, electronic customs and e-commerce network marketing skills and approaches. However, most of these studies is from the country's point, ignoring the regional differences. Especially as this mountain city of Chongqing municipality, China's important window and freight, whose cross-border e-commerce will have a more profound
impact on their foreign trade. At present, most scholars have not set foot in the field, So, this paper id depending on the geographical divide influence to research the impact of cross-border e-commerce upon the foreign trade development in Chongqing.
二、Development statues
According to the Wind database display and the questionnaire that we designed in this paper, we know that Chongqing’cross-border e-commerce experienced a rapid development progress, just as the questionnaire displays, at the fist, little people know the cross-border e-commerce,let alone choose cross-border e-commerce as the settlement, from the data, we can get almost 12% people in Chongqing using cross-border e-commerce when they buy something in the internet .However, along with the internet’development, we can see a great development,now, there are about 92.54% people in Chongqing using the cross-border e-commerce.
Meanwhile, most of the people,They do not think the cross-border e-commerce unsafe, they receive the convenient of the cross-border e-commerce, at the same time, using the cross-border e-commerce can help people reduce partly time.So,cross-border e-commerce is become the mainly settlement for the most people in Chongqing.
However,part people still can not receive cross-border e-commerce as a
new consume way, they prefer the traditional consume way, they do not interest in the cross-border e-commerce,at the same time, they do not want to have a good knowledge of cross-border e-commerce.
All in all, cross-border e-commerce’development meet some difficulties and challenges, we should find the problems that the cross-border e-commerce meet during its development,at the same time,in order to develop the whole city’s economic, we should gap the chance to develop the cross-border e-commerce.
三、Problems
According to recent reports,we know the cross-border e-commerce’s development is well,some specialists even predicted that China will be the giant electricity supplier.However,cross-border e-commerce is in its infancy in our county,There are still many areas need to constantly improve.Now,the main problems are security mechanisms inadequate, information infrastructure, laws and regulations imperfect and the public awareness of cross-border e-commerce is still relatively weak, and so on. （一）Inadequate security mechanisms
Cross-border E-commerce has the characters of convenient procedures, lower transaction costs,so that the foreign trade enterprises widely accepted this way as transaction settlement.Although cross-border
e-commerce brings convenience to our production and living,also brings new security risks to our transaction.On the Internet platform, we can buy tangible or intangible goods,while for intangible commodities,the consumers may not receive this intangible commodity, or received the goods are not agreed with the products in the contract after the trading activities.In addition, cross-border e-commerce paperless operation can reduce our transaction costs, but this convenience may cause the Tampering contract,which bring great harm to the dealers.Besides,the transactions relying on the internet can not he security of transactions, etc., These are the most prominent problem restricting cross-border e-commerce development in Chongqing.
（二）Unsound information infrastructure
In China,we first introduced the internet is in 1994,nowadays,cross-border e-commerce relying on the internet has experienced a rapid development. although China has been in the major capital cities established a comprehensive Internet system, Chongqing Internet penetration status of the city is not so good, in Chongqing,some rural areas have not received the internet,on the average, most people in the rural areas have not a good know knowledge of the internet ,let alone the cross-border e-commerce. All of the phenomena mean that we should promote the construction of the infrastructure of the Internet. Only by
this way, can we boost the development of the cross-border e-commerce and the foreign trade.
According to the Wind’ database display, we know the research of the e-commerce infrastructure and development expenditure accounting for 0.82% in Chongqing’GDP. Obviously, we get that the proportion is relatively small, which means that there are large expansion capacity for the e-commerce infrastructure, so we have to increase the disbursement in the e-commerce infrastructure. All in all, We need take some actions to change this situation,increase the construction of the information infrastructure,promote the use rate of the internet.Which can lay a solid foundation for the cross-border e-commerce.
（三）Imperfectly laws and regulations
With the progress of the marketing, cross-border e-commerce as a new trading mode has been gradually accepted by the foreign companies. However, the laws and regulations for the cross-border e-commerce are not complete. Which has a great impact on the whole county’s cross-border e-commerce development. Although the countries have signed a series of regulations, such as "electronic signature Uniform Rules", "electronic signature law", "electronic authentication service management approach"., these laws and regulations are far from perfect, because these laws and regulations can not guarantee the customers’ and
the business communities’ interests in the progress of transaction.
In the current economic situation, these laws and regulations are far from guarantees the market’s security,that is meaning that the whole county need relevant laws and regulations to guide the situation. If we have some laws to form the development of the cross-border e-commerce, the people who use the plate will be safe and reassurance, that is, Only under the control of relevant laws and regulations, the cross-border e-commerce can be better, more standardized development.
（四）Weakly public awareness
In the recent years, cross-border e-commerce has got a rapidly development. As for the Chongqing, cross-border e-commerce has been the most people’ way of deal, while in the light of the database display, the use group of cross-border e-commerce is a highly educated population, young group of high position, which to some extent explains that the for the residents, general level of understanding of the cross-border electricity supplier is not high, the most of the residents do not have a good knowledge of the cross-border e-commerce.In Chongqing, they almost choose the traditional consumption patterns,otherwise, most of the elderly are preferred to traditional shopping habits, they almost pay little attention to the new consumption patterns.
From the above analysis, we can know that public awareness for the
cross-border e-commerce is inadequate, especially the elderly, they Generally consider that the new consumption patterns exist a great risk. If they make use of the cross-border e-commerce, they have a strong possibility to lost their money or suffer other losses. So, in order to avoid the losses, they will never make use of cross-border e-commerce. Based on this, the cross-border e-commerce has not been general applied. For the purpose of spreading the use of cross-border e-commerce, we should promote the awareness of cross-border e-commerce.
四、Suggestions
According to our analysis, we can get that there are s series problems in the development of the cross-border e-commerce, but we also can get that we can take some measures to improve the current situation. So, in order to promote the development of cross-border e-commerce, improve the competitiveness of cross-border e-commerce, we can from the following way to robust the development of the cross-border e-commerce,that is, robust security mechanism, improve information infrastructure condition, improve cross-border e-commerce laws and regulations as well as the promote the public’cognitive for the cross-border e-commerce.
（一）Robust security mechanism
From the perspective of payments, we announce the robust the security mechanism, we need study the security technology, ensure the payment plate’stable, cut back the all kinds of risks, Prevent network security incidents, keep secret for all kinds of information, and prevent customers information leakage etc.Under the control of security mechanism, we can ensure the information’ safety, decrease all kinds of the risks in the progress of the trading, guarantee the transactions to be faster and more convenient.
From the other views, such as the third payment plates, we should promote the third payment plates’development, since cross-border payment can be paid through a third party payment, moreover, a third party payment an greatly reduce the risks of cross-border payments, increase the safety factor of cross-border payment. So, we should pay our attention to the establish of the security mechanism, Only in this way, can we ensure the healthy development of the cross-border e-commerce. （二）Improve information infrastructure condition
In order to promote the development of cross-border e-commerce, Chongqing can focus their attention on the building of the information infrastructure. Information infrastructure can lay the foundation for the development of Chongqing’ cross-border e-commerce.At the same time,
Chongqing can make use of the municipalities condition, focus on building covering global route network, expand cross-border payments market share, open up cross-border e-commerce international logistics channel, and thus can be established in Chongqing as the center of cross-border e-commerce center.
At this stage, Chongqing can co-ordinate all aspects of resources, in order to stimulate the development of a comprehensive and balanced Chongqing manufacturing, industry, and services. Chongqing can build more third party storage facilities in the main part, which can effectively save costs, improve storage efficiency, and in this way can better promote consumer acceptance, improve the visibility of Chongqing’ foreign trade in consumer groups inside.
（三）Improve cross-border e-commerce laws and regulations Chongqing can begin to establish a third party credit intermediary system, we can use the third party credit intermediary system to make reasonable estimate for the small business’s capital, the quality of their products.All in all, For those companies who defaults without any reasons, will be punished. While for those companies who have good credibility should receive appropriate incentives. Only we can do like this, can we promote the use of cross-border e-commerce’in the foreign trading.
At the same time, we should start from the plate to strengthen the
constraints, ensure the quantity of the products in the plate,meanwhile, we should do everything that we can do to prevent counterfeiting, and to safeguard the credibility of the platform itself.Improving cross-border e-commerce laws and regulations about the cross-border e-commerce can guide the economic market to be better, promote the whole market’operational efficiency.
（四）Promote the public’ co gnitive for the cross-border e-commerce As we all known ,for the ordinary public,cross-border e-commerce is a new management mode, Chongqing City can continue to organize various seminars to introduce cross-border e-commerce to the public, and promote cross-border e-commerce for the public recognition known as traditional consumption habits have on society had a great impact on the public. So, if we want the public to use the cross-border e-commerce as new settlement way, we should use good reputation to attract the public.At the same time, the government should help the plate do something to push forward continuously.
Overall, we should let the public make a good knowledge of the cross-border e-commerce, under the condition that the public know the detail of the plate,then the public start to use the plate as the new settlement, we do this step by step, in the last, the public can receive the new settlement and promote cross-border e-commerce as the mainly
settlement.
五、Conclusions
In the whole economic situation, the downturn environment brings new chance for the cross-border e-commerce, At the same time, along with the development of cross-border e-commerce, Chongqing’ foreign trade ha s suffered a great influence, has brought new opportunities for the foreign trade’ development. Chongqing small and medium foreign enterprises use green business models to promote trade development in the main production areas. The cross-border e-commerce can improve production efficiency, and promote the high-tech development.
With the development of technology, the innovation small business can drive the development of the industry, enhance the core competitiveness. In addition, as other scholars’studying, we can know that there is a certain correlation among many enterprises, so we can gather all the business in a certain space, in order to reduce the total costs, and produce in a big scale. Which can achieve economies of scale of individual enterprises, and enterprises range of economic groups.
