Stagnant(停滞的) scientific education endangers U.S. economic leadership, says a report by leading business and science figures.

Released at a congressional meeting attended by senators(参议员) and Congress members of both parties, the report updates a 2005 science education report that led to moves to double federal research funding.

Nevertheless, the Rising Above the Gathering Storm review finds little improvement in U.S. elementary and secondary technical education since then.

“Our nation?s future has worsened,” concludes the report panel headed by former Lockheed chief Martin Norman Augustine. The report “paints a discouraging future for America if it were to continue on the perilous path it has been following??:

If the USA?s students matched Finland?s, for example, analysis suggests the US economy would grow 9%-16%. “The real point is that we have to have a well-educated workforce to create opportunities for young people,” says Charles Vest,head of the National Academy of Engineering, a report sponsor. “Otherwise, we don?t have a chance.”

“The current economic crisis makes the link between education and employment very clear,?? says Steven Newton of the National Center for Science Education in Oakland.

Motorists over the age of 75 face compulsory tests of their eyesight and ability to drive under proposals being considered by ministers.

The biggest overhaul of motoring law in a generation could also lead to all drivers having to give assurances(保证) of their fitness to get behind the wheel every 10 years.

Other changes under consideration include issuing(发放) daylight driving licenses for motorists with night blindness, together with stricter checks on all drivers whose medical condition brought a threat to other road users.

Yamilette Colon was close to leaving a school. “I?m not even going to lie to you, and I was bad, ?? sa id Colon, who admitted she had a gift for attracting trouble.

If you have a fever, headache and runny nose, you might go to Google and type in the words “flu symptoms” to see whether you?ve co me down with the disease.

Google knows that you might do something like that, and it also knows which state you?re in if you are in the United States. Now, it?s putting that information together in a tool that could find out flu outbreaks faster than traditional systems currently in use, according to CNN report. It is called Google Flu Trends.

“What?s exciting about Flu Trends is that it lets anybody---doctors, health officials, moms with sick children---learn about the current flu activity level in their own state based on the data that?s coming in this week,” said Jeremy Ginsberg, the lead engineer who developed the tool.

The tool operates on the idea that there?s likely to be a flu outbreak in states where flu-related search terms are currently popular.

To test the accuracy of the data, Google compared its figures against statistics filed(提交) over the past five years by the US Centers for Disease Control. It has a network of 1,500 doctors across the US who provide weekly reports on the number of patients complaining of flu-like symptoms.

“We found we could highly accurately estimate what the flu activity levels would be in those years,” Ginsberg said. They also found that the Google statistics, which can be gathered daily, were up t o two weeks ahead of the government?s data. The government?s data took time to collect because it came from so many doctors.

The ability to speed up the response of health services could prove invaluable when a serious outbreak happens.

The resul ts of Google?s comparisons with official health statistics will be published in the science journal Nature.

Google hopes to extend the service to other countries, and may in time include other illnesses. At present, the flu data is given for each of the 50 American states.

Gretchen Buchenholz, the native New Yorker and mother of six, has worked on behalf of needy and marginalized families for years in the city. She does everything from buy groceries for homeless families to start schools for children. In 1974 she founded Merricat?s Castle, a nursery school that opened its doors to kids of all racial and economic backgrounds, the able-bodied as well as those with disabilities or terminal illnesses.

She founded the Association to Benefit Children (ABC), the nonprofit group, some 20 years ago. The story of how she started ABC is pretty amazing. In 1984 she was on her way to a government office to get a day-care permit when, by accident, she entered a room where homeless families were waiting to be placed in a “ welfare hotel.” She saw three bare cribs (婴儿床) with babies lying in them. The children wore no diapers (their parents couldn?t afford them), and the room was filthy (不整洁). After talking to the parents and learning that they and their children were hungry, Gretchen marched out and bought bread, peanut butter, apple juice and diapers. Then she started making phone calls. The answer is forty. Years ago, three scientists at Texas Instruments, Jerry Merryman, James Van Tassel and Jack Kilby, invented the handheld electronic calculator. Their first device could add, subtract, multiply and divide and it was small and easy to take.

“English may be the global language of business but it is not enough by itself for companies to gain a lasting presence in many markets,” the European Commission (委员会) says in a study published last month.

The study collected by the British National Centre for Languages for the EU leader, says over 10 per cent of 2,000 small and medium-sized (中等规模的) firms in 29 European countries sampled (抽样) in the study have lost export contract (出口合同) because of lack of language skills. The study says French is used to trade with partners in Africa, Spanish in Latin America, and Russian in Eastern Europe.

“The picture is far more complex than the much-quoted view that English is the world language,” the study says.

Multilingual (多种语言的) Commissioner Leonard Orban admitted that English plays an important role worldwide, but he wants to improve more linguistic variety within the EU.

The EU?s linguistic headaches have exploded with the group?s expansion. Languages have become a sensitive topic in Brussels where English is increasingly eclipsing (侵蚀) French as the main working language of the organization. Translation of EU papers into EU?s 23 official languages costs 1 billion euros (US $1.31 billion) a year.

“We want to be open not only to official languages of the Union, but also to others like regional (区域的) languages, languages of minorities, immigrants? (移民) languages and third countries? languages,” Orband said.

Many EU students have improved their language skills during non-formal learning activities. Young people from more than 20 different nationalities travel across Europe to participate together in many cultural programmes, language courses, thematic workshops (主题研习会) and other activities that are organized in about 100 cities.

After a lot of weightlifting and 25 exhausting days training, a 52-year-old woman recently became the first female “gripman” on San Francisco?s historic cable cars.

Fannie Barnes passed her written test and completed a final run under the watchful eye of a supervisor, Municipal Railway spokesman Alan Siegel said.

Every time a car starts up again after making a stop, the gripman must haul back on a lever controlling a device that grips the cable, which runs continuously at 14 kilometers per hour. If the grip slips, so does the car. A second person operates the brakes.

In addition to having to throw her weight around on the job, she?s got to throw out some attitude to men who were hard to convince. The city employs 76 men in the job.

“A lot of men said mean things to me and didn?t want to help train me. But I would like to thank the guys who were against me because they gave me even more inspiration to do it.” she said.

Not all the men were against her. Many of the male colleagues yelled out support as she did her training runs. One of her biggest tests was drizzly December morning. She first went down the Hyde Street Hill, considered the most dangerous incline on the cable car routes. “I had to have the will and I had to believe I could do it,” she said. “It was scary, but as I started going down full grip and felt that I was in control, I knew I was on my way,” Barnes already is a pioneer of sorts. China supports international efforts to secure cyberspace but believes each nation?s “Internet sovereignty(主权)” must be respected, a top Chinese official said at a cyber security conference on Tuesday.

“China, like many other countries, is very concerned about cyber security,” said Liu Zhengrong, deputy director general of the Internet Affairs Bureau of the State Council Information Office.

“China faces severe cyber security threats,” Liu told participants here at the Worldwide Cyber Security Summit, a gathering of government and business leaders from 40 countries hosted by the EastWest Institute think tank.

“International cooperation is much needed to safeguard international cyberspace,” Liu said.

But “Internet sovereignty of each country needs to be respected,” the Chinese official added. “Different national and cultural conditions” should be taken into accoun t.

Liu declined to answer repeated questions about cyber attacks last year on Google which the Internet giant said originated in China and led to the California company?s decision to reroute its searches through Hong Kong.

“The Chinese government firmly op poses cyber attacks in any form and Chinese law clearly states that any hackers will be held responsible for their actions,” he said.

Liu said China itself is a “a major victim of cyber attacks and network viruses” and has laws in place to deal with hackers.

“Internet-related crimes (in China) are showing a steady upward trend,” Liu said. “We suffer big economic losses from hacking networks and viruses - around $1 billion dollars (6.8 billion yuan) a year.”

In 2009, Chinese law enforcement authorities investigated about 48,000 cases, a 37 percent increase over 2008, he said.

While China has a dynamic Internet population of more than 400 million users and millions of bloggers, there is no “absolute freedom” on the Web, Liu said.

“I don?t think there is absolute freedom in this world,” he said. “When you are speaking via the Internet you must obey laws and respect others? lawful rights.”

Last Thursday, Wang Chen, minister of the State Council Information Office, said China has been actively promoting a real-name registration system for Internet and cell phone users to better manage Internet information and services.

China needs laws that will step up monitoring for “harmful information” and block “overseas hostile forces from infiltrating(渗透)through the Internet,” Wang said.

Last week, China tightened its State Secrets law, holding Internet and mobile phone operators responsible for customers who try to leak State secrets.
