吉林大学2019年博士研究生招生申请考核制实施办法 第一条为了进一步提高我校博士研究生的生源质量和培养质量,不拘一格选拔学术型、创新型人才,建立更加科学有效的优秀博士生选拔机制,根据教育部、国家发改委、财政部《关于深化研究生教育改革的意见》(教研[2013]1号)文件精神,我校决定试行博士招生的“申请—考核”录取方式。为做好选拔工作,制定本办法。 第二条博士招生“申请—考核”录取方式(以下称“申请考核制”),是指按照学校规定的录取条件,由考生向学校提出书面申请并递交证明材料,经招生单位的导师组进行资格审核和综合面试,直接决定录取与否的选拔方式。按“申请考核制”录取的考生原则上不允许参加博士招生入学考试。 第三条“申请考核制”招生坚持如下选拔原则: (一)公平、公正、公开。 (二)择优录取,宁缺毋滥。 (三)专家考核,集体决策。 (四)德、智、体、美全面衡量,全面考察学生的综合素质。 (五)以考生已获得的学术成果和考生的科研能力、专业潜质、创新精神等为选拔依据,重点选拔具有创新能力和学术专长的拔尖人才。 第四条组织机构及职责 (一)博士招生“申请考核制”是博士招生改革的重要举措,采取学校和校内招生单位两级管理,校内招生单位管理为主的管理模式。 (二)学校招生工作领导小组负责制定“申请考核制”的工作原则和实施办法,确定试点单位,监督选拔过程,审核录取结果,解决
