Library Regulations

These regulations have been made for the benefit of all library users, and your co-operation in obeying them is important for the common good.

Membership

Anyone using the library must be registered(注册)as a user. Users will be required to produce their library card when entering the library, when borrowing books, and at the request of library staff.

Library cards must be used only by the person to whom they have been issued(发给)and whose name appears on the card. A charge will be made for replacement cards other than for stolen cards.

All users must inform the library immediately of any change of postal or email address.

Conduct

All users are required to behave considerately and to respect the study needs of others. A fine may by given for misconduct.

Study areas in the library may be designated(指定的)silent, quiet, laptop-free or available for group work. Mobile phones may be used only in silent mode except in the phone zones.

The librarian removes books and other articles which have been left for more than 30 minutes.

In 1992, a group of architects(建筑师)and engineers in Seattle had collected hundreds of canned goods for charity. “We wanted to give back to the community,” said Deborah Ashcraft, organizer for the Canstruction project. Volunteers also wanted to have some “creative fun,” so they used the cans to create a huge map of the State of Washington.

Today Canstruction has thousands of volunteers across the United States and Canada, for the purpose of creating a world without hunger. Castruction members build their delicious artwork in shopping areas and museums, and compete for prizes.

In some cities, such as Tampa Bay, Florida, Canstruction artists are made up of school kids, “Our class built a Wurlitzer organ(风琴)out of cans,” said Jasmine Heaggans, a student at Lanier Elementary. “We based ours on the 77-year-old organ at the Tampa The ater.”

Beginning in September, architects Danni Anstett and Danielle Williams visited class weekly. After a field trip to see the real Wurlitzer, the architects showed the class how to draw pictures of the organ from all sides. They instructed students to do a plan view---a bird’s-eye view of the structure. And they helped the young artists count up how many cans would be used.

On October 24, Canstruction workers from Lanier and three other Tampa Bay schools gathered at the local shopping area to build and display their artworks. The students got to stack (堆)cans. With 1,800 cans, Lanier students had nine hours to get the Wurlitzer ready for the judges.

“The cans had to be perfectly stacked,” student Courtney Keenam recalled, “or everything would fall.”

After four hours, the students were feeling pretty good. The organ was taking shape. Then the kids had an “uh-oh” moment. The cans were facing the wrong way. They had to be turned around son the fronts of the labels showed.

“We fixed one side, and then realized that the other side was wrong, too,” said Qiana Francis. “It turned into a long day.”

At last, the Wurlitzer stood shiny and tall, just in time for the judges to name it “most creative.”

For decades, American National Park visitors have been told that they hold the health and safety of the areas they visit in their hands. But as it turns out, stopping wildfires is simply not that easy, researchers say. And while some forest experts support plans that could greatly reduce the risk of widespread burns, they will cost billions of dollars and take decades. And even so risks will still exist.

The rapid increase in the frequency and intension(强度)of wildfires in recent years follows centuries of growing human influence on forests. We tend to put out wildfires as quickly as possible. But that instinct(本能)has allowed brush and trees that would normally die off in the occasional fire to continue

growing in some areas. So when fires do strike, they can’t be controlled because these plants allow them to burn much more seriously.

Climate change has also created more favorable conditions for wildfires. Fires spread more quickly in warm temperatures caused by global warming. Conditions like climate change-related drought(干旱)also increase the likelihood of wildfires. A lack of access to water kills trees and plants and dry conditions transform the brush into a material that burns easily.

“Due to climate change and other factors, fire seasons tend to be longer and drier,” sa ys Dong Rideout, professor of forest and rangeland stewardship at Colorado State University. “It turns out that fuel treatment programs can address both.”

Newer strategies for controlling wildfires include a number of different methods for reducing forest and plant life. government and forest protection officials have increasingly invested in programs to remove the extraneous(外来的)brush that helps fires spread quickly. Prescribed burns are one of the most effective---and controversial(引起争议的)----methods of reducing fire risk. In a prescribed burn, fire officials set fire to an area easily attacked by fire. Setting controlled fires allows forest workers to remove plant material under the conditions that they know will keep the fire from spreading too rapidly. Prescribed burns also help remove extraneous species that might destroy the native habitat, and in turn, crate more dead brush that could lead to bigger fires.

The method has grown in popularity in recent years, but still faces challenges, particularly in areas where burns might threaten local air quality.

Efforts to use these preventive methods have been increased in recent yeas, but experts say funding needs to be increased rapidly before wildfires spread across the globe. Governments have devoted billions of dollars to addressing wildfires, but the money has largely gone to putting out existing fires, as the number and intensity of wildfires increases.
