我国校地协同创新路径探析

【摘　要】　随着知识对于社会经济发展的作用愈加凸显，高校已经成为构建国家创新体系、推进地方发展的重要力量，因此深入研究校地协同创新的路径具有重要的意义。文章从校地协同创新的利益相关者之间关联和影响路径着手，提炼出校地协同创新的分析框架。从健康服务业当前存在的关键问题入手，提出了相应的建议：促进高校与地方共建创新体、形成政府政策引导及扶持机制、鼓励和支持创新创业教育实施以及建立完善校地协同创新实施绩效评价体系等。

A Study on the Path of Collaborative Innovation

of Universities and Local Governments in China

——Take the Development of Health Service Industry for example

【Abstract 】 With the role of the knowledge to social and economic development increasingly growing, universities have become an important force in building national innovation system and promoting local development. Therefore the study of university collaborative innovation path has important significance. This paper starts from the correlation and the influence path of the stakeholders in the collaborative innovation between universities and local governments, then refines the analysis framework of the collaborative innovation. Starting from the key problem of health service at present, it puts forward some corresponding suggestions: promoting the university and local governments to build innovation body, forming the government policy guidance and support mechanisms, encouraging and supporting innovation and entrepreneurship education and establishing a perfect school cooperative innovation implementation performance evaluation system etc.

一、前言

随着知识对于社会经济发展的作用愈加凸显，高校已经

成为构建国家创新体系、推进地方发展的重要力量。高校的

发展必须适应社会生产和生活的需要，同整个社会的发展相

协调、相统一，在服务社会中更好更快地发展。校地协同创

新已经成为提升区域教育实力、增强区域核心竞争力的路径

选择。因此，研究校地协同创新的关键影响因素对于校地创新的实践具有重要的指导意义，我国高校发展与地方的依存度之紧密也更加显示出研究的重要性和必要性。已有的研究从不同的研究视角或研究方法开展了校地协同创新研究，在问题剖析、路径分析或机制创新等研究中一定程度上体现了对影响因素的分析。但本文认为，深入的研究影响因素，是协同创新有效实施的前提，也是具体校地协同创新案例分析的重要评价支撑。
