1972, US president Richard M. Nixon visited China, below was his Speech at a Welcoming Banquet Mr. Prime Minister, I wish to thank you for your very gracious and eloquent remarks. At this very moment through the wonder of telecommunications, more people are seeing and hearing what we say to them than on any other such occasion in the whole history of the world. Yet, what we say here will not be long remembered. What we do here can change the world.

As you said in your toast, the Chinese people are a great people, and the American people are a great people. If our two peoples are enemies, the future of this world we share together is dark indeed. But if we can find common ground to work together, the change for world peace is immeasurably increased.

What legacy shall we leave our children? Are they destined to die for the hatreds which have plagued the old world, or are they destined to live because we had the vision to build a new

world?

There is no reason for us to be enemies. Neither of us seeks the territory of the other, neither

of us seeks domination over the other, and neither of us seeks to stretch out our hands and

rule the world.

Chairman Mao has written, “So many deeds cry out to be done, and always urgently; the wo rld rolls on, time presses. Ten thousand years a re too long, seize the hour!”

This is the hour. This is the day for our two peoples to rise to the heights of greatness which can build a new and a better world.

In that spirit, I ask all of you present to join me in raising your glasses to Chairman Mao, to Prime Minister Zhou, and to the friendship of the Chinese and American people that can lead to friendship and peace for all people in the world.

我们没有要成为敌人的理由。无论我们哪一方都不企图侵占对方的领土;无论哪一方都不企图控制对方;无论我们哪一方都不企图伸手去主宰这个世界。

毛主席写过:“多少事,从来急;天地转,光阴迫。一万年太久,只争朝夕。“

现在正是只争朝夕的时候了,是我们两国人民去攀登伟大事业的高峰,缔造一个新的、更美好的世界的时候了。

本着这种精神,我请求诸位同我一起举杯,为毛主席,为周总理,为能为全世界人民带来友谊与和平的中美两国人民之间的友谊,干杯!

新中国五项基本原则: 互相尊重主权和领土完整、互不侵犯、互不干涉内政、平等互利、和平共处。

我国外交政策的基本内容:

我国的外交政策是独立、自主的和平外交政策。

中国坚定不移地奉行独立自主的和平外交政策,这一政策的基本目标是维护中国的独立、主权和领土完整,为中国的改革开放和现代化建设创造一个良好的国际环境,维护世界和平,促进共同发展。其主要内容包括:

1、中国始终奉行独立自主的原则。对于一切国际事务,都从中国人民和世界人民的根本利益出发,根据事情本身的是非曲直,决定自己的立场和政策,不屈从于任何外来压力。中国不同任何大国或国家集团结盟,不搞军事集团,不参加军备竞赛,不进行军事扩张。

2、中国反对霸权主义,维护世界和平。中国认为,国家不分大小、强弱、贫富,都是国际社会的平等一员。国与国之间应通过协商和平解决彼此的纠纷和争端,不应诉诸武力或以武力相威胁,不能以任何借口干涉他国内政。中国从不把自己的社会制度和意识形态强加于人,也决不允许别国把他们的社会制度和意识形态强加于我们。

3、中国积极推动建立公正合理的国际政治经济新秩序。中国认为,新秩序应该体现历史发展和时代进步的要求,应该反映世界各国人民的普遍愿望和共同利益。和平共处五项原则和其他公认的国际关系准则应该成为建立国际政治经济新秩序的基础。

4、中国愿意在互相尊重主权和领土完整、互不侵犯、互不干涉内政、平等互利、和平共处五项原则的基础上,同所有国家建立和发展友好合作关系。

中国重视改善和发展同发达国家的关系,主张国与国之间应超越社会制度和意识形态的差异,相互尊重,求同存异,扩大互利合作。对彼此之间的分歧,应在平等与相互尊重的基础上坚持进行对话,不搞对抗,妥善加以解决。

积极发展同周边国家的睦邻友好关系,与邻为善、以邻为伴。中国同绝大多数邻国解决了历史遗留问题,与周边国家的互利合作蓬勃发展。

加强同广大发展中国家的团结与合作是中国外交政策的基本立足点。中国与广大发展中国家有着共同的历史遭遇,又面临着维护国家独立、实现经济发展的共同目标,合作基础深厚,前景广阔。

5、中国实行全方位的对外开放政策,愿在平等互利原则的基础上,同世界各国和地区广泛开展贸易往来、经济技术合作和科学文化交流,促进共同繁荣。截至2002年底,中国累计批准设立外商投资企业42万多家,合同外资金额8281亿美元,实际使用外资金额4480亿美元。2002年,中国对外贸易总额为6208亿美元,居世界第五位。

中国加入世界贸易组织一年多来,在遵守世贸组织规则和履行各项承诺方面所作的努力得到了国际社会的积极评价,为促进世界的繁荣与进步发挥积极作用。

世界经济是一个相互联系、相互依存的整体。经济全球化给各国经济发展带来了机遇,也带来了巨大的风险。维护金融稳定、防范金融危机、确保经济安全是各国政府面临的共同挑战。

6、中国积极参与多边外交活动,是维护世界和平和地区稳定的坚定力量。

中国是安理会的常任理事国,积极参与政治解决地区热点问题。中国派出了维和人员参与联合国的维和行动。中国支持联合国的改革,支持联合国等多边机构在国际事务中继续发挥重要作用。中国坚决反对一切形式的恐怖主义,为国际反恐合作做出重要贡献。

中国积极致力于推进国际军控、裁军与防扩散事业。迄今为止,中国已加入了所有国际军控与防扩散条约。在防扩散方面,中国一贯严格履行所承担的国际义务,积极致力于中国防扩散机制的法制化建设,已建立起一个相当完备的防扩散出口控制体系。

中国政府一向重视人权并为此做出了不懈的努力。中国已加入了包括《经济、社会及文化权利国际公约》在内的18项人权公约,并已签署了《公民权利和政治权利国际公约》。

中国愿与国际社会一道,加强合作,共同对付人类发展面临的环境恶化、资源匮乏、贫困失业、人口膨胀、疾病流行、毒品泛滥、国际犯罪活动猖獗等全球性问题

6. Richard Nixon - Checkers My Fellow Americans, I come before you tonight as a candidate for the Vice Presidency and as a man whose honesty and integrity has been questioned. Now, the usual political thing to do when charges are made against you is to either ignore them or to deny them without giving details. I believe we've had enough of that in the United States, particularly with the present Administration in Washington, D.C. To me the office of the Vice Presidency of the United States is a great office, and I feel that the people have got to have confidence in the integrity of the men who run for that office and who might obtain it. I have a theory, too, that the best and only answer to a smear or to an honest misunderstanding of the facts is to tell the truth. And that's why I'm here tonight. I want to tell you my side of the case. I'm sure that you have read the charge, and you've heard it, that I, Senator Nixon, took 18,000 dollars from a group of my supporters. Now, was that wrong? And let me say that it was wrong. I'm saying, incidentally, that it was wrong, not just illegal, because it isn't a question of whether it was legal or illegal, that isn't enough. The question is, was it morally wrong? I say that it was morally wrong if any of that 18,000 dollars went to Senator Nixon, for my personal use. I say that it was morally wrong if it was secretly given and secretly handled. And I say that it was morally wrong if any of the contributors got special favors for the contributions that they made. Toast Speech by Richard Nixon 尼克松访华祝酒词 Mr. Prime Minister and all of your distinguished guests this evening: On behalf of all of your American-guests, I wish to thank you for the incomparably hospitality for which the Chinese people are justly famous throughout the world. I particularly want to pay tribute, not only to those who prepared the magnificent dinner, but also to those who have provided the splendid music. Never have I heard American music played better in a foreign land. Mr. Prime Minister, I wish to thank you for your very gracious and eloquent remarks. At this very moment, through the wonder of telecommunications, more people are seeing and hearing what we say than on any other such occasion in the whole history of the world. Y et, what we say here will not be long remembered. What we do here can change the world. As you said in your toast, the Chinese people are a great people, the American people are a great people. If our two peoples are enemies the future of this world we share, together is dark indeed. But if we can find common ground to work together, the chance for world peace is immeasurably increased. In the spirit of frankness which I hope will characterize our talks this week, let us recognize at the outset these points: We have at times in the past been enemies. We have great differences today. What brings us together is that we have common interests which transcend those differences. As we discuss our differences, neither of us will compromise our principles. But while we cannot close the gulf between us, we can try to bridge it so that we may be able to talk across it. So, let us, in these next five days, start a long march together, not in lockstep, but on different roads leading to the same goal, the goal of building a world structure of peace and justice in which all may stand together with equal dignity and in which each nation, large or small, has a right to determine its own form of government, free of outside interference or domination. The world watches. The world listens. The world waits to see what we will do. What is the world? In a personal sense, I think of my eldest daughter whose birthday is today. As I think of her, I think of all the children in the world, in Asia, in Africa, in Europe, in the Americas, most of whom were born since the date of the foundation of the People's Republic of China. What legacy shall we leave our children? Are they destined to die for the hatreds which have plagued the old world, or are they destined to live because we had the vision to build a new world? There is no reason for us to be enemies. Neither of us seeks the territory of the other; neither of us seeks domination over the other; neither of us seeks to stretch out our hands and rule the world. Chairman Mao has written, "So many deeds cry out to be done, and always urgently; The world rolls on, Time presses. Ten thousand years are too long, Seize the day, seize the hour!” This is the hour. This is the day for our two peoples to rise to the heights of greatness which can build a better world. In that spirit, I ask all of you present to join me in raising your glasses to Chairman Mao, to Prime Minister Chou, and to the friendship of the Chinese and American people which can lead to friendship and peace for all people in the world.
