Congress(国会) created the Supreme Court of the United States more than 200years ago. Over the years the court has established many legal traditions.
The Supreme Court has a chief justice and eight associate justices. Their duty is to make sure federal and state laws agree with the United States Constitution. The president appoints Supreme Court justices. The Senate(参议院) approves them. The justices serve for as long as they wish.
The Supreme Court has accepted more than eighty cases that they will decide this term. They include several important appeals about disabled workers. The court also will decide major cases about the death sentence.
Seventeen states that permit punishment by death also ban execution(执行;处决) of mentally disabled people The federal government also bans such executions in federal cases. Last March, the Supreme Court postponed the execution of a condemned man in North Carolina. This man was found guilty of murder. But lawyers appealed his sentence because he has very low intelligence.
The Supreme Court also delayed Walter Micken's execution when it agreed to hear his case. Walter says his lawyer failed to tell him that he had earlier acted as a lawyer for his victim

When I entered Berkeley. I hoped to earn a scholarship. Having been a Straight-A student. I believed I could take tough subjects and really learn something. One such course was World Literature given by Professor Jayne I was extremely interested in the ideas he presented in class.
When I took the first exam. I was shocked to find a C-plus, on my test paper, for English was my best subject. I went to Professor Jayne, who listened to my arguments but remained unmoved.
One more test before the final exam. One more chance to improve my grade. So I redoubled my efforts and, for the first time. Learned the meaning of the word “thorough”.But my efforts did no good and everything went as before. Then the final exam came No matter what grade I got, it wouldn't cancel three C-pluses. I might as well kiss the scholarship goodbye
But a week later after the exam. I was surprised to find I got an A I hurried into Professor Jayne's office. He seemed to be expecting me. "If I gave you the A as you expected, you wouldn't continue to work as hard.”
