My fellow citizens:

I stand here today humbled by the task before us, grateful for the trust you have bestowed, mindful of the sacrifices borne by our ancestors. I thank Pr esident Bush for his service to our nation, as well as the generosity and coope ration he has shown throughout this transition.

Forty-four Americans have now taken the presidential oath. The words have been spoken during rising tides of prosperity and the still waters of peace. Y et, every so often the oath is taken amidst gathering clouds and raging storms. At these moments, America has carried on not simply because of the skill or vi sion of those in high office, but because we the people have remained faithful to the ideals of our forebears, and true to our founding documents.

That we are in the midst of crisis is now well understood. Our nation is a t war, against a far-reaching network of violence and hatred. Our economy is ba dly weakened, a consequence of greed and irresponsibility on the part of some, but also our collective failure to make hard choices and prepare the nation for a new age. Homes have been lost; jobs shed; businesses shuttered. Our health c are is too costly; our schools fail too many; and each day brings further evide nce that the ways we use energy strengthen our adversaries and threaten our pla net.

These are the indicators of crisis, subject to data and statistics. Less m easurable but no less profound is a sapping of confidence across our land — a nagging fear that America's decline is inevitable, and that the next generation must lower its sights.

Rather, it has been the risk-takers, the doers, the makers of things — some c

elebrated but more often men and women obscure in their labor, who have carried us up the long, rugged path towards prosperity and freedom.

But our time of standing pat, of protecting narrow interests and puttin g off unpleasant decisions — that time has surely passed. Starting today, we m ust pick ourselves up, dust ourselves off, and begin again the work of remaking America.

All this we can do. All this we will do.

Now, there are some who question the scale of our ambitions — who suggest that our system cannot tolerate too many big plans. Their memories are short. For they have forgotten what this country has already done; what free men and w omen can achieve when imagination is joined to common purpose, and necessity to courage.

Where the answer is yes, we intend to move forward. Where the answer is no, programs wil l end. Those of us who manage the public's dollars will be held to account — t o spend wisely, reform bad habits, and do our business in the light of day — b ecause only then can we restore the vital trust between a people and their gove rnment.

Nor is the question before us whether the market is a force for good or il l. Its power to generate wealth and expand freedom is unmatched, but this crisi s has reminded us that without a watchful eye, the market can spin out of contr ol — and that a nation cannot prosper long when it favors only the prosperous. The success of our economy has always depended not just on the size of our gro ss domestic product, but on the reach of our prosperity; on our ability to exte nd opportunity to every willing heart — not out of charity, but because it is the surest route to our common good.

Those ideals stil l light the world, and we will not give them up for expedience's sake. And so t o all the other peoples and governments who are watching today, from the grande st capitals to the small village where my father was born: know that America is a friend of each nation and every man, woman, and child who seeks a future of peace and dignity, and that we are ready to lead once more.

Recall that earlier generations faced down fascism and communism not just with missiles and tanks, but with sturdy alliances and enduring convictions. Instead, they knew that our power grows through its prudent u se; our security emanates from the justness of our cause, the force of our exam ple, the tempering qualities of humility and restraint.

We will not apologize for our way o f life, nor will we waver in its defense, and for those who seek to advance the ir aims by inducing terror and slaughtering innocents, we say to you now that o ur spirit is stronger and cannot be broken; you cannot outlast us, and we will defeat you.

We honor them not only because t hey are guardians of our liberty, but because they embody the spirit of service;

a willingness to find meaning in something greater than themselves. And yet, a t this moment — a moment that will define a generation — it is precisely this spirit that must inhabit us all.

It is the firefighter's courage to storm a sta irway filled with smoke, but also a parent's willingness to nurture a child, th

at finally decides our fate.

They have been the quiet force of progr ess throughout our history. What is demanded then is a return to these truths. What is required of us now is a new era of responsibility — a recognition, on the part of every American, that we have duties to ourselves, our nation, and t he world, duties that we do not grudgingly accept but rather seize gladly, firm in the knowledge that there is nothing so satisfying to the spirit, so definin g of our character, than giving our all to a difficult task.

The snow was stained with blood. At a moment when the outcome of our revolution was most in doubt, the father o f our nation ordered these words be read to the people:

"Let it be told to the future world ... that in the depth of winter, when nothing but hope and virtue could survive...that the city and the country, alar med at one common danger, came forth to meet (it)."

On this Memorial Day, as our nation honors its unbroken line of fallen heroes, our sense of patriotism is particularly strong. Because while we gather here under open skies, we know that far beyond the Organ Mountains – in the streets of Baghdad, and the outskirts of Kabul – America's sons and daughters are sacrificing on our behalf. And our thoughts and prayers are with them. I speak to you today with deep humility. My grandfather marched in Patton's Army, but I cannot know what it is to walk into battle like so many of you. My grandmother worked on a bomber assembly line, but I cannot know what it is for a family to sacrifice like so many of yours have. I am the father of two young girls, and I cannot imagine what it is to lose a child. My heart breaks for the families who've lost a loved one. These are things I cannot know. But there are also some things I do know. I know that our sadness today is mixed with pride; that those we've lost will be remembered by a grateful nation; and that our presence here today is only possible because your loved ones, America's patriots, were willing to give their lives to defend our nation. I know that while we may come from different places, cherish different traditions, and have different political beliefs, we all –every one of us – hold in reverence those who've given this country the full measure of their devotion. And I know that children in New Mexico and across this country look to your children, to your brothers and sisters, mothers and fathers, and friends –to those we honor today –as a shining example of what's best about America. Their lives are a model for us all. What led these men and women to wear their country's uniform? What is it that leads anyone to put aside their own pursuit of life's comforts; to subordinate their own sense of survival, for something bigger – something greater? Many of those we honor today were so young when they were killed. They had a whole life ahead of them – birthdays and weddings, holidays with children and grandchildren, homes and jobs and happiness of their own. And yet, at one moment or another, they felt the tug, just as generations of Americans did before them. Maybe it was a massacre in a Boston square; or a President's call to save the Union and free the slaves. Maybe it was the day of infamy that awakened a nation to a storm in the Pacific and a madman's death march across Europe. Or maybe it was the morning they woke up to see our walls of security crumble along with our two largest towers. Whatever the moment was, when it came and they felt that tug, perhaps it was simply the thought of a mom or a dad, a husband or a wife, or a child not yet born that made this young American think that it was time to go; that made them think "I must serve so that the people I love can live –in happiness, and safety, and freedom."
