第一章总论

1.1项目概要

1.1.1项目单位基本情况

四平成达食品有限公司成立于2007年，位于四平市辽河农垦管理区。是收购绿野集团资产成立的。四平成达食品有限公司法定代表人王德宽，企业注册资金100万元。发展到现在，企业资产总额为15000万元，职工总人数1200多人，企业信用等级为AAA级，财务状况良好，企业现已具备年加工肉鸡3000万只的生产能力。

1.1.2项目建设内容

项目名称：四平成达食品有限公司一亿只肉鸡饲养加工项目。

项目建设性质：改建、扩建。

项目建设地点：吉林省四平市辽河农垦管理区双山鸭场。

项目建设规模：年饲养种鸡40万只，年加工肉食鸡1亿只。

项目建设时间：2008年-2009年。

项目主要建设内容：建设项目总占地面积32万平方米，厂区改扩建种禽场、孵化场、饲料厂、屠宰加工厂、新建加工车间、冷库、制冷机房、污水处理车间，扩建建筑面积110000平方米。新建肉鸡加工车间、冷库等60000平方米建筑，购置安装制冷设备14台、屠宰生产线４条、１０吨蒸汽锅炉及辅机1套、日处理1000吨污水设备1套。

项目建成后肉鸡年加工能力为1亿只；年饲养种鸡40万只，年加工饲料40万吨／年,产值25.66亿元。

1.1.3项目建设方案

该项目单位与吉林农业大学、四平大学、辽阳职业技术学院、铁岭农校等单位合作，为项目建设单位提供技术支持及人才培养，保证项目产品质量的稳定。

项目单位在不断提高国内市场覆盖率的同时，不断开发新的目标市场，并已把目标市场的核心向国际市场转移。在目标市场上采用无差异市场策略、差异性市场策略及密集性市场策略等有机结合，交替使用，使产品的竞争实力大大增加。采用“公司＋农户”的产、供、销的一条龙运行模式，以项目单位为龙头，以科技为支撑、以肉鸡加工销售为载体，推动周边乡镇农户从事肉鸡生产。

中国是世界鸡肉生产、消费和贸易的大国，2004年生产鸡肉947

万吨，占世界鸡肉产量的14%，是世界第二大鸡肉生产国。2007年肉鸡年养殖数量近亿只。肉鸡加工项目的建设，将直接拉动肉鸡养殖业的发展，有效的解决了该地区的肉鸡销售问题，增加了肉鸡产品的附加值，将有效的促进当地肉鸡养殖业的发展。

利用当地丰富的肉鸡养殖优势，项目单位经过几年的发展，取得了较好的业绩，市场份额逐渐加大，产品市场以东北地区为主，正逐步扩展到全国市场。随着本地肉鸡饲养量的增加和市场客户订单的增加，项目单位目前的加工能力已不能满足市场需求，急需扩大规模，增加生产能力。

我国是鸡肉生产大国，但人均消费水平却相对较低，随着人民生活水平的进一步提高，人均消费量将毫无疑问的有较大幅度增长，鸡肉消费的绝对数增长有很大空间，该项目具有较好的市场前景。

项目单位是以肉鸡经营、种鸡孵化、冷藏储运、生产加工、销售出口为一体，集团化运营的农业产业龙头企业。具有承办项目的经济、技术和经营管理能力；项目厂址选择合理，建设条件具备；厂区平面布置满足规划要求。

财务效益分析表明，财务内部收益率高于企业基准收益率，投资回收期较短，项目的经济效益较好。

本项目通过“公司+农户”的两位一体生产经营模式，保证回收龙头放养的毛鸡，解决了农民卖鸡难、市场风险大等诸多后顾之忧，并且在四平地区率先采用了现收现付的收购结算方式，不拖欠一分

货款，从根本上调动了农民养殖肉鸡的积极性，开辟了农民致富的门路，推进相关行业的良性运营，带动了周边地区的经济发展。

综上所述，本项目经济效益和社会效益都十分明显，建设本项目是可行和必要的。

第二章项目背景及必要性

2.1 项目建设背景

在党的十七大上，胡锦涛指出：“加快农村产业链的发展，尤其是肉、蛋禽产业，增强可持续发展动力，关系到人民群众切身利益和中华民族的生存发展。”

构建社会主义和谐社会，重点在农村，难点也在农村。构建农村和谐社会是构建社会主义和谐社会的重中之重，建设社会主义新农村是构建农村和谐社会的必然要求。

构建农村和谐社会，首要的是加快经济发展步伐。应切实加强基础设施建设，加速城镇化进程，通过城镇的辐射促进农村经济发

展；应充分整合资源，发展优势产业，融入区域经济发展圈，推动经济社会发展，为构建农村和谐社会奠定坚实的物质基础。

发展农业产业化经营关键在于扶持一批带动能力强，辐射范围大的农业加工龙头企业，以加工企业为龙头，以生产原料基地为依托，以与农民签订订单为主要形式，上连市场，下连千家万户，把农产品的生产、加工、销售连成一体，实行区域化布局、专业化生产、一体化经营、企业化管理、社会化服务，使各具特色的优势产品形成区域性的主导产业。

国务院农业科技发展纲要（2006年—2010年）中提出，我国农业和农村经济的发展已进入新阶段。“十一五”期间，加速农产品加工业科技进步，推动加工原料基地建设，实现生产规模化、技术装备现代化，大幅度提高资源综合利用率和农产品附加值。

以工业化理念推动农村经济发展，扶强、做大一批水产品深加工、农产品精加工、种苗繁育和科研开发型的龙头企业。

2.1.2行业

中国是世界鸡肉生产、消费和贸易的大国，2004年生产鸡肉947万吨，占世界鸡肉产量的14%，是世界第二大鸡肉生产国。中国鸡肉产业以高效率、低成本的优势在中国立足，并以国际、国内两个市场为目标，已发展成为农牧业领域中产业化程度最高的行业。在肉类总产量中，中国鸡肉占有率比世界鸡肉占有率还低11个百分点，而猪肉占有率却比世界高27个百分点，这为肉鸡行业的发展提供了

空间。肉鸡产业的发展，带来了良好的社会效益。据测算，2004年整个肉鸡产业链为3545万农民提供了就业机会，相当于7.6亿农民总数的4.7％；为农民创造纯收入493亿元，相当于为全国农民人均创造纯收入65元。

2.1.3 企业自身发展

依靠公司完善的经营体系与质量管理模式，项目单位在市场运作过程中始终恪守永续发展的原则，采用先进的生产设备和熟练的生产技术，利用充足的禽类资源，进行肉禽产品加工。经过几年的发展，公司取得了较好的业绩，市场份额逐渐加大，随着本地肉鸡饲养量的增加和市场客户订单的增加，项目单位目前的加工能力已不能满足市场需求，急需扩大规模，增加生产能力。因此项目单位提出本次项目的建设。

2.2 项目建设的必要性

2.2.1该项目的建设将进一步调整和优化项目区的农业产业结构和经济结构，加速建设农业产业化。

目前我国农业正处在一个由传统农业向现代农业转变的关键时期，农村经济正处在调整结构的重要阶段。加快农业产业化，对农业结构调整和优化升级，促进农民增收，实现农业跨越式发展起到十分重要的推动作用。党和国家的基本国策是把衣、食、住、行提高到与人民利益、民族生存发展相关的高度。农业产业结构不协调，导致国内食品行业产品价格上涨；要增加农民收入必须加快农业和

农村经济结构的调整，大力发展农业产业化经营，积极推动传统农业向现代农业转变。

肉鸡的饲养能及时转化粮食生产，有利于农业结构调整。我国饲料粮占粮食的比例为20%，而美国为70%，东欧为64%，巴西为55%，日本为48%。因此，我国应适当提高饲料的消耗量，而饲养肉鸡正是高效合理地消耗饲料的有效途径。平均每增加1公斤鸡肉产量约消耗2公斤粮食。
