实施计划背景:The background
鉴于印度尼西亚政府于2007年9月7日起，对相关产品实施国家标准认证(Standard National
Indonesia/SNI)，规定适用于所有规范内国产及进口产品，未通过国家标准认证(standard National Indonesia/SNI)之产品，将予禁售，已流入市面之产品将予强制下架撤出。
As for Indonesia,from September 7th ,2007,it implements Standard National Indonesia/SNI Certification,prescribing all domestic and imported products within the scope of the
mandatory list should have standard National Indonesia/SNI certificate before sale on Indonesian market,otherwise they must be banned
时间及流程：
1.制造商或进口商在印尼进行产品商标注册；
2.
向SNI 认证机构提出申请；
3.制造商，进口商，以及SNI 签署协议；
4.SNI 派官员对制造商工厂进行初次审查；抽取样品;
5.产品送至印尼国家实验室完成测试；
6.初审和产品测试通过后，提交相关技术文件，审核；
7.SNI 颁发证书；
8.SNI 授权制造商在其认可产品上加贴标签;9.监督,定期抽检;
10．认证周期约需3-4个月.
Period and procedure:
1.Manufacturer or importer registers brand in Indonesia;
2.Submit application to SNI certification body;
3.Manufacturer,importer and SNI certification body sign MOU;
4.SNI certification body send officers to factory for preliminary inspection and drawing samples;
5.Send samples to Indonesian National laboratories to test;
6.After successful inspection and test,submit related technical files to SNI certification body;
7.The SNI certification body issues the certificate after the successful certification;
8.SNI certification body authorizes manufacturer stick SNI logo on their certified products;
9.
SNI certification will supervise and regularly draw samples
10.Period:about 3or 4

由杭州威沃标准技术有限公司发起，多家机构联合举办的出口产品国际认证说明研讨会暨中
国首届轮胎产品标准与认证峰会于2010年8月31日至2010年9月1日在美丽的杭州乐园第一世界大酒店顺利召开并获得圆满成功。
包括米其林，韩泰，台湾正新在内的40余家企业，60多名企业代表参加了本次会议。本次会议的初衷是希望通过集思广益，相互交流与沟通的方式寻找出突破目前轮胎及相关产品贸易壁垒与门槛解决方法。会议时间安排的相当紧凑，在一天半的时间里面，我们共同分析与探讨了印度实施的BIS 认证管制计划应对，以及巴西，印度尼西亚，海湾，尼日利亚，欧盟，美国，俄罗斯等地准入认证程序和欧洲REACH 法规应对对策。
本次会议我们也得到了中国橡胶协会轮胎分会的大力支持，轮胎分会副秘书长谈玉坤先生亲自抵达现场并致辞。同时我们也得到了广大新闻媒体的热烈响应，中国轮胎商务网派出记者对我们整个会议全程进行跟踪报道。
International Certification Seminar for export products and First Chinese Tyre Standards And Certification Summit was successfully held in beautiful Hangzhou Paradise’s First World Hotel ,from Aug.31th to Sep.1st ,2010,which was hosted by VEO Standards Technical(Hangzhou)Co.,Ltd.,associating with many other organizations.
More than 40companies and 60representatives including Mechilin,Hantai and Taiwan Zhengxin,attended the seminar.T he original purpose of this seminar is to hope that through collective wisdom,mutual exchange and communication,find out solutions to conquer trade barriers for current tires and related products.The schedule of the Meeting is very tight,which jointly analyzed and discussed suggestions to implemented BIS certification Scheme in Indian,as well as the certification procedure of Brazil,Indonesia,the Gulf,Nigeria,European Union,United States,Russia ,etc.and suggestions to REACH regulation within the day and a half.
The meeting we also gained the great support of the Chinese Association of tire rubber branch,Vice General Secretary,Mr.Yukun arrived at the scene and delivered a speech in person.We also received warm response from the majority of the news media.For example,the Chinese Tire Business Network sent a reporter to track the entire conference.

on the basis of the advantage of good cooperation with Indonesian certification bodies and laboratories,VEO provide high-quality SNI certification service for many export-oriented Chinese enterprises.But in the whole process,we face to a problem that all current products need be sent samples to the Indonesian laboratories to test,
which brings a lot of inconvenient for China's export enterprises,because it costs much time and high fees.To a certain extent,it restricts the development of trade between China and Indonesia.
为此，在与印尼部长对话的环节中,杭州威沃代表罗新苗先生,代表广大出口企业向印尼部长提出了个问题：能否利用我国强大的产品检测能力开展产品检测互认，让印尼SNI认证的过程变得更加快捷？这个问题得到了印尼工贸部长的肯定回答，但先期仅限于印尼标准化比较完善的农产品，食品等领域，而且没有明确的时间表，所以我国相关出口印尼的产品完成印尼的SNI认证过程中，样品测试均可在国内完成这一目标的实现，还需要较长的一段时间。
Therefore,in the free talking,Mr.Xinmiao Luo,the representative of VEO,who is on behalf of the majority of the exporter,asks the Minister a question”Based on our Chinese strong product testing capability,whether it can carry out the mutual recognition of product testing,so that advance Indonesian SNI certification process more efficiently?”This question get the Minister Indonesian Trade and Industry’s affirmative answer,but in the preliminary stage,it is only limits to agricultural products,food and other fields which are relatively complete standardization in Indonesia,and there is no clear timetable,so it still requires a long time for achieve the goal that the related export products can test samples in domestic laboratories when apply for SNI certification.
