新年伊始,鼓楼区福新社区为了进一步搞好社区治安综合治理工作,维护社会稳定,确保社区居民安居乐业,有效地把辖区社会治安综合治理工作的各项措施落到实处,让社区内的居民安居乐业、秩序良好特定以下计划:

一、落实责任制,强化管理

以“三个代表”重要思想和科学发展观为指导,坚持“以人为本,服务居民”的原则。积极开展综治各项工作,强化工作目标责任制,及时与辖区单位、物业、店面、出租户签订治安安全责任书。加强出租户的治安管理责任制、保安巡逻制度、辖区单位门卫值班制度,落实防火安全检查制度。重点做好公众聚集场所、幼儿园、沿街店面、外口承租户及工地的安全检查工作,落实各项防范措施,发现隐患及时整改,跟踪落实。

二、进一步构筑社区治安防控体系

配合公安派出所、街道综治办对辖区内的单位、楼院、物业、公共娱乐场所实行自防自治,利用这些单位已建立的门卫、保安队伍以及探头、红外线监控器、闭路监控等技防资源,形成人防、物防、技防并举的自防自治防控网络。针对无物业小区,充分发挥安装在小区内的探头作用,做好监控管理工作,加强小区内的治安防范,增加社区保安人员力量,在有限的经费中配足保安人员,提高对小区、路面的巡逻次数,减低发案率。

三、加强社区的人口管理,健全相应的工作信息台账

进一步健全流动人口出租房屋的管理机制,对出租户、外来人员管理做到“底数清,情况明管理有序”。做好外来流动人口的登记工作,以加强出租房屋管理为重点,与社区民警定期清查社区外来人员,加强对混杂在外来人员中的高危人群的监管,努力减少外来流动人员违法犯罪,减少发案率。

四、做好民调、帮教、帮扶、信访等工作。

1、认真做好吸毒释解人员帮教工作,坚持每季度对戒毒人员进行一次尿检,并落实帮教人员到位,做好他们转化思想工作,预防他们复吸,在力所能及的情况下,帮助解决他们生活以及工作上遇到的困难。

2、继续做好“法轮功”练习者的转化工作,每月进行一次家访,并做好随访记录。

3、做好信访工作:对重点上诉人员实行监控,发现苗头及时耐心劝访并尽己所能帮其解决问题;广辟信息渠道及时发现和掌握各类不安定因素,要充分发挥维稳信息员网络作用,及时保持上下信息畅通。对排查出的问题和矛盾,正确疏导矛盾,及时化解在基层,消灭在萌芽状态,从源头上减少上访事件的发生。

五、加强社区群防群治队伍建设

加强社区群防群治队伍建设,保证群防群治经费专款专用,每季度向社区居务公开提供收入开支情况。争取多征收群防群治经费,保证群防群治队伍建设落到实处,不断完善各项规章制度和奖惩激励机制,提高社区整体防范水平,维护社区的稳定和发展。确保今年在全辖区内无发生重特大恶性案件,无居住盗抢机动车团伙、扒窃团伙窝点,减少入室盗窃及路面两车失窃案件发生率,力争实现“三个零”,无非法宗教、邪教活动场所,无“黄、赌、毒”窝点。发挥“红帽子”治安义务巡逻队作用,加大巡逻、宣传力度,提高强广大居民的防范意识。

六、经常性开展安全检查工作

落实安全防范措施,及时发现和整改安全隐患,特别注意火灾隐患的排查。每周坚持二次对重点店面、木屋毗连区进行安全检查,发现问题实施跟踪、督促、整改,及时消除安全隐患。大力加强消防安全防范宣传力度,增强居民自我防范意识,减少火灾事故的发生率。做好突发性事件的预防和准备工作,建立预警机制,确保各类问题发现早、控制住、处理好。定期与辖区内的场所、物业开展消防演练工作,提高居民的防火知识,结合每年的“119消防日”开展大规模防火宣传活动。

Making ethical decisions is a critical part of avoiding future problems. We must learn to recognize risks, because if we can't see the risks we're taking, we can't make responsible choices. To identify risks, we need to know the rules and be aware of the facts. For example, one who doesn't know the rules about plagiarism may accidentally use words or ideas without giving proper credit, or one who fails to keep careful research notes may unintentionally fail to quote and cite sources as required. But the fact that such a violation is "unintentional" does not excuse the misconduct. Ignorance is not a defense. "But Everybody Does It" Most people who get in trouble do know the rules and facts, but manage to fool themselves about the risks they're taking by using excuses: "Everyone else does it," "I'm not hurting anyone," or "I really need this grade." Excuses can get very elaborate: "I know I'm looking at another's exam, even though I'm supposed to keep my eyes on my own paper, but that's not cheating because I'm just checking my answers, not copying." We must be honest about our actions, and avoid excuses. If we fool ourselves into believing we're not doing anything wrong, we can't see the real choice we're making--and that leads to bad decisions. To avoid fooling yourself, watch out for excuses and try this test: Ask how you would feel if your actions were public, and anyone could be watching over your shoulder. Would you feel proud or ashamed of your actions? If you'd rather hide your actions, that's a good indication that you're taking a risk and rationalizing it to yourself.
