方案摘要：

海河是我国七大江河之一，流域面积26.5万平方公里，它不是一条流经狂野或崇山峻岭的河流，而是一条横穿上千万人口大城市的河流。海河干流是子牙、大清、南运、北运、永定河5大水系的入海通道，同时兼有排涝、蓄水、供水、航运、旅游和环境保护等综合功能。

海河可说是天津人的母亲河，也是天津的象征。海河起于____(省、市、区、县)西部的金刚桥，东至大沽口入海，全长70多公里，横贯天津闹市。天津人日常生活闲逛的地方，都离不开海河两岸。而今已形成以海河为风景轴线，以津河、卫津河、月牙河、北运河，和平路商业街，鼓楼商贸街，异国风貌五大道为辅的市中心旅游区。
