摘要：作为大型社会化考试的新教师资格证“国考”与公务员考试，它们之间的功能、目的、价值导向和题型设计等方面的异同值得研究者关注，作为新型的教师资格证“国考”，可以向实施时间较早的公务员考试作更进一步的借鉴与参考，可以作一些考试科目和内容板块的融合与分离，以实现考试成本最小化与考试功能最大化之间的平衡与优化。

Abstract： As a new large-scale social examination， the Teachers' National Certificate Exam is different from the Civil Servants' Exam difference in the function， purpose， value orientation and other aspects， which is worthy of the researcher's attention. As a new Teachers' "national test"， it can learn from the Civil Servants' Exam， having some integration and separation of test subjects and content in order to achieve the balance and optimization of test costs minimized and functions maximized.
