决战脱贫攻坚实现乡村振兴的思考与建议

摘?要：今明两年是全面建成小康社会的决胜期，也是打赢脱贫攻坚战和实施乡村振兴战略的历史交汇期。2019年中央一号文件强调，要坚持农业农村优先发展总方针，以实施乡村振兴战略为总抓手，并把“决战决胜脱贫攻坚”列为今年的首要任务，确保现行标准下农村贫困人口实现脱贫，这就要求各级党委和政府必须充分认识到当前农村农业发展环境的变化，反思扶贫开发工作中存在的问题，以促使农村脱贫攻坚工作的思路和方向得到适当调整。

Thoughts and Suggestions on the Realization of the Rural Rejuvenation in a Decisive
Battle

Abstract: This year and next year was the decisive period for building a moderately prosperous society in all respects, and also the historical convergence period for winning the battle against poverty and carrying out the strategy of revitalizing the countryside. The first document of the Central Committee in 2019 stressed that we should adhere to the general policy of giving priority to agricultural and rural development, take the implementation of the strategy of rural revitalization as the total priority, and make "a decisive battle to win the fight against poverty" as the first priority this year. To ensure that the rural poor were lifted out of poverty under the current standards, this required the party committees and governments at all levels to fully recognize the changes in the current environment for rural agricultural development and to reflect on the problems existing in the work of poverty alleviation and development. In order to promote rural poverty alleviation work ideas and directions had been appropriately adjusted.

1?农村农业发展环境的变化
党的十九大报告明确指出，“我国社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾。”从某种意义上讲，发展最不平衡的是城乡发展不平衡，最不充分的是乡村发展不充分，这使得我国在进入转型和调整期之后农村扶贫开发和民生建设面临着更加严峻的挑战。
1.1?乡村精英流失，农村地区空心问题突出
乡村振兴主体是农民，但不少地方主要是老人、妇女和孩子留守，俗称“993861部队”，农村缺少生机和活力。一方面，大量青壮年放弃农业生产，把土
作者简介：刘德强(1974-)，男，副调研员，从事脱贫攻坚工作。 地留给家中妇女或老人耕种，直接造成农业人口老化、农业弱化和农村空心化，也造成大量的留守儿童和留守老人。原因很简单，城市务工收益远大于务农，除了农忙、过年都不在农村，这个现象也反映出乡村发展不平衡、不充分的问题。另一方面，当大量农村精英外流，他们不再依赖乡村资源，很少参与乡村政治，带来最现实的一个问题就是农村后备干部源头萎缩，村级两委班子青黄不接，这也在很大程度上影响了乡村振兴的推动。
1.2?配套建设滞后，农业生态环境日趋恶化
随着农民生活的改善和变化，农村环境相比过去的青山绿水发生了很大变化。一方面，白色塑料、电子废弃物等新的污染源在农村加快形成，但废物治理进展相对滞后，农村缺乏承载城市生活方式所产生污染的排放处理设施。另一方面，农村农家肥的使用大
