“看病难、看病贵”问题医务人员专题组访谈结果与分析

从20世纪80年代以来,“看病难、看病贵”问题逐步演变为全社会共同关注的焦点[1],该问题的发展演变与社会经济发展和政策方向的调整转变密不可分,医务人员处于卫生服务提供的最前线,其对“看病难、看病贵”问题的产生和发展有更为全面的了解和深刻的思考,我们有必要倾听来自医疗界的声音。2007年1月我们对深圳市医疗机构医务人员进行了深入的专题访谈调查,旨在为政府相关部门的决策提出科学依据。1对象与方法1.1
调查对象
在全市范围内选取12家医疗卫生机构,其中2家市级医院、2家区级医院、1家街道医院、1家民营医院和6家社区卫生服务中心。调查对象以中级以上职称的人员为主,占
97.06%,本科以上学历人员占82.36%,30~50岁的人员占79.41%,在深圳工作5年以上的人员占73.52%,医务科、护理部、门诊办公室、内科、外科和社区卫生服务中心的不同部门人员所占的比例相似,见表1和表2。总的来说,机构的选择和访谈人员的构成均具有较好的代表性。1.2
调查方法
本次调查采用的是专题组访谈的定性研究方法[2],针对“看病难、看病贵”问题的看法及解决办法,设计讨论提纲,选取相关部门关键人员进行访谈。访谈由研究小组成员主持,由专人录音和记录,访谈结束后及时对访谈结果进行归纳和整理。1.3

首先是调查医务人员对深圳市“看病难、看病贵”问题的现状和产生原因的看法,其次是调查如何缓解所存在的“看病难、看病贵”问题,讨论有哪些可行的办法和措施。2结果与分析

要
目的
了解深圳市医务人员对“看病难、看病贵”问题的看法,并收集解决“看病难、看病贵”问题的相关信息和建议。方法
采用专题组讨论方法,对市、区、街道医院及社区卫生服务中心医务人员进行访谈。结果
医务人员对深
圳市“看病难、看病贵”的现状存在不同的看法。有的人认为在深圳市看病不太难,有的人认为在局部较难;大部分被调查者认为“看病贵”是客观存在的。被调查对象认为“看病难、看病贵”问题是社会问题,提出了医疗机构是矛盾的集聚地,而不是问题的发源地这一看法,还提出了许多不同的见解和相应的解决措施。结论必须通过全社会的努力才能有效解决

看病难、看病贵”问题,如要加大政府卫生投入,要转变医疗机构运行机制,要完善医疗保障体系,要转变就医观念,还要加强社区卫生服务体系的建设等。
