安全设施验收隐患整改方案及措施

煤矿安全生产许可证验收专家组于2013年3月15日—16日对我矿进行了安全设施验收检查，针对安全检查中所查出的24条安全隐患，特制定息烽利发煤矿安全隐患整改方案及整改措施。

一、隐患整改领导小组

二、整改责任落实

1.组长对整改期间存在的安全问题全面负责，并负责整改期间所需的资金及安全设施设备。

2.副组长协助组长工作，协调各成员之间的工作安排，具体落实整改工作。

3.各成员在组长及副组长的安排下负责落实各项整改内容的安全、质量和按期完成整改任务。

4.各项隐患整改工作完毕后由安全矿长周建华组织矿相关人员进行验收。验收合格后将验收结果报息烽县安监局，并申请息烽县安监局进行复查。

三、整改完成时间

所有整改内容必须在2013年4月7日前全部整改完成。

四、整改内容及措施

（一）基础情况

1.矿长姜龙艮、机电矿长苟和平、生产矿长罗景勇持有的安全资格证为重庆煤监局颁发，未及时办理相应登记手续；

整改方案：由矿长姜龙艮负责联系公司相关领导对上述同志的安全资格证按照相关要求办理登记手续。

2.未将山洪及泥石流灾害列入《矿井年度灾害预防和处理计划》中，编制的《应急救援预案》无救援响应机制，无指导意义。

整改方案：由技术负责人张佐国负责，对《矿井年度灾害预防和处理计划》、《应急救援预案》按照要求进行编制。（二）开拓与开采

1.1301采面上下安全出口未按《作业规程》要求加强支护。

整改方案：由生产矿长罗景勇负责组织安排人员按照《1301采面作业规程》要求，对采面上下安全出口进行加强支护。施工措施按《1301采面作业规程》要求执行。

2.1302运输巷和回风巷掘进工作面未采取临时支护；

整改方案：由生产矿长罗景勇，负责组织掘进队人员按照1302运、回巷作业规程要求悬挂临时支护。

3.1301采面缺一排单体液压支柱；

整改方案：由生产矿长罗景勇负责组织采煤队人员按照1301采面作业规程规定，将采面现有的三排支柱，回采为四排支柱。施工措施按《1301采面作业规程》要求执行。

4.K4煤层的采空区域未完全上图。

整改方案：由技术负责人张佐国负责将K4煤层的采空区域填绘到矿井采掘工程平面图上。

（三）通风

1、反风演习报告无参加人员签字，设置的观测点不足，部分数据不准确。

整改方案：由技术负责人张佐国负责对矿井反风演习报告进行完善补充。

2.使用调节风窗为变电所配风不稳定，且未表明断面和风量。

整改方案：由生产矿长罗景勇负责组织人员在变电所风门处施工一条巷道与主井运输大巷贯通，并将现有的风门进

行封堵，使变电所与主井大巷形成角连通风。由技术负责人张佐国负责编制专项施工措施，并对矿井通风系统图进行补充完善。

3.隔爆水袋吊挂不合格。

整改方案：由通风工程师杨明滔负责组织人员按照《安全专篇》要求对矿井各点隔爆水袋进行悬挂。

（四）瓦斯防治

1.瓦斯检查中的中班、夜班设置的瓦斯检测点不足；

整改方案：由通风工程师杨明滔编制瓦斯检查设置点计划并督促执行。

2.便携式甲烷检测报警仪、光干涉瓦斯检测仪未经有资质的部门检测检验。

整改方案：由矿长姜龙艮负责联系有资质的部门对矿井便携式甲烷检测报警仪、光干涉瓦斯检测仪进行检测并出具检测报告。

（五）提升运输及电气

1.压气（空气压缩机）系统未集中供气；

整改方案：由机电矿长苟和平负责组织人员按照要求使矿井压气系统实现集中供气。

2.空气压缩机风包与机房之间的安全距离不足。

整改方案：由机电矿长苟和平负责指导，生产矿长罗景勇负责组织人员对机房进行改造。

3.副斜井无照明，无行车安全设施。

整改方案：由机电矿长苟和平负责组织人员对副斜井安装照明设施和行车安全设施。

4.各类开关整定值计算错误

整改方案：由机电矿长苟和平负责对各类开关整定值进行计算，并标在矿井供电系统图上。

（六）防治水

1.矿井对一采区上部采空区积水情况调查不清；

整改方案：由技术负责人张佐国负责联系公司地测人员对矿井一采区上部采空区积水情况进行物探调查，并出具调查报告。

2.编制的矿井水文地质类型划分报告无针对性；

整改方案：由技术负责人张佐国负责联系公司请有资质单位对矿井水文地质类型划分报告重新进行编制。

3.矿井配备的探水钻为TXU-750型，钻探能力满足不了实际需要。

整改方案：由机电矿长苟和平负责联系公司购买150型钻机。

4.井下排水泵与两趟排水管连接未实现并联，排水泵未安装吸水管。

整改方案：由机电矿长苟和平负责组织人员按照要求进行整改。

（七）防灭火

1.井下消防材料库和机电硐室配备的灭火器、灭火沙等灭火材料不足；

整改方案：由技术负责人张佐国提供配备要求，生产矿长罗景勇负责安排人员进行落实。

2.消防和防尘洒水主管直径为50mm，小于设计要求，支管未按设计每50米安设三通闸阀。

整改方案：由机电矿长苟和平负责按照《安全专篇》要求对消防和防尘管路进行铺设，并绘制消防、防尘管路图。

3.地面消防材料库未按要求铺设轨道与井口相连。

整改方案：由机电矿长苟和平负责安排人员在地面消防材料库铺设轨道与主井轨道相连。

（八）监测监控

1.1301采面回风巷安设的T1瓦斯传感器距上出口距离大于10米，1302回风巷安设的T1瓦斯传感器距掘进头距离大于5米；

整改方案：由通风工程师杨明滔负责安排人员按照要求对瓦斯探头进行悬挂。

2.紧急避险硐室内未安设湿度传感器，硐室外为安设一氧化碳、二氧化碳、瓦斯、氧气传感器。

整改方案：由机电矿长苟和平负责安排人员对上述各处按照要求设置各类传感器。并绘制在监控系统图上
