2014年11月三级人力资源管理师教材讲义:考试教材变化及考情分析

一、第三版教程基本情况

1、依据标准没有变化:第三版教程仍然是以《企业人力资源管理师国家职业标准(2007 版)》为标准编写。

2、内容大量增加:

3、教程结构变化:

(1)总体结构仍然保持六章——规划、招聘、培训、绩效、薪酬、劳动关系。

(2)各章均有变化——总节数由原来的 23 节变为 22 节。

各节或单元变化为:保持未改动 9 处、内容调整增加 22 处、全新内容 11 处、旧内容删减 7 处。

第一章人力资源规划

变化内容:

P2 人力资源规划与企业其他规划的关系图

P2 企业组织机构的概念(管理学原理的内容)

P3-P5 企业组织机构设置的原则(六项原则)

P5-P9 现代企业组织结构的类型(管理学原理的内容),要熟悉各种组织结构图,及其优缺点。

P8 组织结构设计后的实施要则(四条原则)

P9-P13 组织结构图的绘制(谨防出技能考试题,特别是对13页的实例着重复习)

P24-P42 第三节(第一单元-第三单元)都是有关劳动定额管理的内容。包括劳动定额水平、劳动定额的修订、劳动定额的统计与分析。(重点掌握产品实耗工时统计的方法、劳动定额完成程度指标计算方法,熟记计算公式和案例)旧版教材只对定员进行了讲述,对定额没有涉及到,新版教材增添了比定员管理更多内容的定额管理,并且涉及到计算题,有可能在下一次考试中被设计为技能考试题,所以一定要慎重对待。

P60 企业人力资源费用的构成(人工成本与人力资源管理费用)

P61 审核人力资源费用预算的基本程序(增添了人工成本预算表)

P62-P65 审核人工成本预算的方法(在第五章曾有过讲述)

第二章人员招聘与配置

变化内容:

P70 有关内部招募不足的几个方面:第2小点“容易抑制创新”变成了“容易造成近亲繁殖”,增加了3、4、5三个小点(裙带关系、不经济、职位不胜任)

P78 采用招聘洽谈会方式时应关注的问题(虽然也是4点,但内容发生了变化

P70 面试的发展改成了面试的内容(此处并非历年考试重点,并且也只是换了个标题而已,内容没发生变化)

P87 面试问题设计技巧增加了4个问题

P93 增添了角色扮演法

P95-96 增添了招聘成本及其相关概念、招聘成本效益评估、人员招聘数量与质量评估

P97 成本效益评估简化了内容,只保留了公式;人员的数量评估三组公式都多了一些说明(牢记,选择题常考点);增添了人员质量评估的公式,熟练掌握P98两个表格,以防出现计算题。

P98-P104 增添了招聘活动过程的评估,把旧版教材P84的内容放入这章了。同时增加了【能力要求】里的所有内容

P104 第三节增加了人力资源配置的基本概念

P124-P126 人力资源时间配置的内容增加了工时制度的类型(三类),增加了工作轮班制度的概念和种类,同时删除了旧版教材P105的工作轮班组织应注意的问题;两班制增添了内容。

旧版教材P109-114,整个一节劳务外派与引进都删除。

第三章培训与开发

该章变化非常大,由以前的三节内容变成四节,前面两节内容有增有减。

P131-P138 增加培训需求分析含义、培训需求的调查与确认、培训需求分析的技术模型、培训项目设计的原则与培训项目规划的内容。几乎都是新增内容。

P138-P148 基于培训需求分析的培训项目设计、培训项目的开发与管理、培训项目的设计与管理应关注的问题等整个【能力要求】都是新内容。

P149-174 整个第二单元员工培训的有效性评估均属于新增内容,虽然在旧版教材里也有相似部分,但内容相去甚远。

P174-186 整个第二节培训课程的设计都属于新增内容。所以从131-186基本上很难从旧版教材中找到重合点,几乎占据了全书新增内容的百分之五十,要花费较多时间来对待这部分新增内容。

P201-204 增加了案例“角色扮演法—演讲技能”与“某保险公司休闲探险活动”,该部分可以不用花费太多时间,了解即可。

P204 -208 把旧版教材中“培训组织与实施”P134中的内容放入该单元。

去掉旧版教材P161岗位培训制度的内涵一部分。

P216 增加企业培训制度示例(了解该培训制度的结构,以防出现技能考试题)

第四章绩效管理

变化内容:

P221-223 该部分虽然也是绩效考评的准备阶段,但新版教材中“需要解决四个基本问题”与旧版教材的四个问题,前三个都不同。在旧版教材中,这部分是考核的重点,但在新版教材中这些重点不见了,是否有新的重点出现,需要认真核对和找规律。

旧版教材中的P179,关于考评使用表格的再检验和考评方法的再审核均被删除。

旧版教材中P180中绩效诊断的主要内容6个点中被简化,没有拓展了。

旧版教材中P182中关于总结阶段要完成的工作删除。

P232-236 绩效管理系统的评估、企业绩效管理系统的再开发均为新增内容,至于旧版P184关于绩效面谈的内容被放入新版的第二节第三单元讲述。

P237-244 第一单元绩效计划的内容与实施均为新增内容,特别要注意绩效合同的拟定,参见P242-243页的模板。

P253 新增强迫选择法,要与强制分步法区分开来。

P255-256 结果导向型考评法,除了旧版的四种方法外,新增了短文法、劳动定额法。

P257-265 增加了综合型绩效考评方法,包括图解式评价量表法、合同考评法等。

P267-269 新增员工绩效申诉表示例。

P270-271 新增绩效反馈面谈的目的。

第五章薪酬管理

变化内容:

旧版教材P212薪酬管理的内容为四点,现在改为两点(企业薪酬制度设计与完善和薪酬日常管理)。

P286-288 新增薪酬体系:概念与类型.

P288-290 薪酬体系的基本要求与旧版教材有了变动,以前是7个要求,现在分成两大点:基本职能和基本形态。

P290-295 整个【能力要求】部分均为新增内容,特别是要着重掌握后三个内容,即:岗位薪酬体系设计、技能薪酬体系设计和绩效薪酬体系设计。

P295—308 整个第二单元专项薪酬管理制度均为新增内容,这一部分与旧版教材少有重复,基本上都是新的,要认真对待,至于300页的应用案例不用担心出技能操作,这类型的题目不太好设计为技能操作题。

P309 岗位评价的原则相对于旧版教材改变了内容

(三点变四点,且内容上没重合,包括系统原则、实用性原则、标准化原则和能级对应原则)P311 岗位评价的主要步骤发生了变化:旧版的是10点内容,新版是14点,且内容上没有交叉点。

P312-313 第二单元岗位评价系统设计中的第一点,岗位评价系统均为新增内容。

P317 新增岗位评价技术与方法和岗位评价结果误差的调整,对于P317-318两组公式,大家了解即可,这种公式因计算复杂,基本不会出现在考题当中。

旧版教材P242各种岗位评价方法比较表被删除,这个是曾经历年的常考点,但对四种评价法的优缺点及适用范围还是要掌握。

P347-349 新增住房公积金的内容:性质、范围等。

P349-352 新增【能力要求】部分内容,特别是对社会保险企业缴费计算的实例(2个)要认真对待。

P352-354 住房公积金的计算也是新增内容。

第六章劳动关系管理

变化内容:

整章由六节内容变为五节,在顺序上也做了调整,内容也发生了变化。

P355 职工代表大会的性质和特点都增加了内容,如P356增加了企业民主管理制度与合同桂芬协调劳动关系运行的制度比较等。

P358-359 增加了平等协商制度的性质、平等协商的形式等内容。

P363 关于员工满意度调查中第四点,确定调查组织增加了专业调研公司参与员工满意度调查的优势与劣势。

P364 员工满意度调查由原来的五点,新增结果反馈,和制定措施落实,实施方案跟踪两点,共七点内容。

P364-367 新增企业劳动关系调整信息系统的设计、员工沟通程序与方法、以及后面的【注意事项】里的内容。

P372—374 新增劳动标准的含义和劳动标准的结构内容。

P377 新增各类标准工作时间的计算方法,包括制度工作时间的计算和日工资、小时工资的折算。这里一定要记住一年、一季度、一月和一天及一小时的核算标准,可能会在选择题中出现计算题。

P378 新增加应用案例介绍,要求读懂案例,学会进行案例分析。

P388-389 在【能力要求】部分,有关用人单位内部劳动规则制定的程序由以前两点变成四点,新增了制定主体合法和内容合法;新增了应用案例,要求熟悉案例,学会案例评析,有可能出现在技能考试题中。

P398-399 新增了劳动条件标准的最低标准,共10条,设计成考题的可能性不大。

旧版教材P277的劳动争议处理制度,只作为一小点出现;在新版教材P406-413中成了专门的一项【知识要求】。这项内容在企业中运用也是比较多的,所以新添了内容,符合现实情况。

P413-414 新增劳动安全卫生标准的内容和分类。

P416 新增工伤的概念,同时工伤事故的分类更加详细

P418-420 新增工伤认定申请和劳动能力鉴定。

P423-428 新增工伤保险责任和应用案例分析。

二、新版教程使用后对于考试影响的预测

1、使用说明:

上半年仍然使用原来第二版教程,新教程将在下半年正式使用。

2、考试题型:

《职业标准》没有变化,原来配套的三级《考试指南》没有再版,说明题型、题量基本不会变化。题型仍然会是选择题、简答题、计算题、案例分析、方案设计题。

3、配套资料:

《基础知识》和《常用法律手册》虽然都再版,但内容基本没有变化。

4、级别变化:

新版增加内容有部分是原《企业人力资源管理师(二级)》第二版的内容。必然会增加新考试的难度。

5、案例、实务举例增加:

在知识点的基础上几乎每一章都有相关案例或实务的增加情况。

6、学习方式改变:

学员应该由单纯地应试为主,转移到注重对各模块各知识点的运用。简单的死记硬背很难达不到考试的难度要求。

三、学员如何应对改版后的考试

1、如何学习新教程

(1)新学员要以熟悉教程为主,泛读和精读教程是保证。

(2)复读的学员注重对新旧教材变化内容的比对,重点学习新增的内容。

(3)对于新版教程中保留未改动的内容,应该参考以往国考中考过的真题,找到出题点,这些仍然是出题的重点。

(4)对于新版教程中全新的内容,应该参考以往出题习惯,如对教程中提到的原则、原理、步骤、特点、核心等字眼要重点掌握。

(5)对于新版教程中每章增加的案例、实务要格外注意,它很可能就是案例分析和方案设计题的出题点。

2、如何准备考试

(1)要更大程度地增加对网络或面授课程的依赖。自学的难度会加大。

(2)掌握规范的思维方法和答题思路。

(3)提前准备,早看书、早听课、早做练习。

1、没有实践经验可以通过考试吗?

答:各级别对实践的要求程度不一样,一般来说一级会高些。如果就应对考试来说,没有工作经验,多看几遍数,把知识消化掉,完全可以通过考试。

2、历年真题还需要做吗?

答:需要。新教材增加的内容是对原有内容的补充和说明,教材的主体还是一样的,所以真题和之前的复习资料85%-90%仍是有用的。

3、考试及格分数和考题是否有变化?

答:目前还没有收到考试及格分数线和考题更改的通知,及格分数线仍是60分。现在仍然在使用之前的考试指南。中国劳动社会保障出版社表示新版还在考虑出版当中,没有具体的时间表,也不确定11月份考前是否会出版。

4、新增加的内容是考试的重点吗?

答:从总体上说教材新增加的内容是考试的重点,但是仍然要分级别和章节来看。就二级和三级来说,如果新增的内容是在之前重点内容的补充和增加,那么这就是重点。如果这些内容在整章看来,还有更加重点的内容,那么它就不是重点。但一级增加的内容可以肯定的说是今后考试的重点。
