一、领导重视支持，精心安排部署xx年8月，我县召开乡镇党委书记、乡镇长、主管副职及农经站长和县直党政部门负责人参加的农村产权制度改革动员会。同时出台《关于稳步推进农村集体产权制度改革的指导意见》，出台了《关于集体经济组织成员身份界定指导意见》和《农村集体产权制度改革程序说明》等方案，并印发了《xx 县农村产权制度改革培训材料》。xx年7月又出台了《xx县农村集体产权制度改革整县试点实施方案》。

实施意见提出，到xx底先行开展第一批试点的xx村、xx村、xx 村、xx村四个村完成改革，在此基础上提出到xx年底再完成156个村。

按照产权制度改革整市试点实施要求，我们及时调整领导组织，建立了双组长负责制。按照市委要求，我县出台了井办字[xx]36号文件，对农村产权制度改革领导小组组成人员进行了调整。县委书记和县长为双组长，县委副书记为常务组长。

二、加强保障措，强化责任落实按照方案要求和《农村集体产权制度改革程序说明》建立了村级产权制度改革台账，根据工作进度随时搜集归整会议和请示、报告等各种文本、公示图片档案资料，做到农产改工作安排部署、工作进展和档案资料规整、整理同步进行。

县筹措100万元用于扶持产权制度改革，对试点村和清产核1资、成员身份确定、股权配置、改革完成村给以重点扶持倾斜。

为使股改各项措施落地，我们狠抓责任落实，一是会同县督考办

加强对各乡镇村的督促检查力度；二是会同县纪委和县监察委加强对实施意见落实的追责问效；三是县领导小组办公室分区片督查，召开不同类型的现场观摩会，抓两头带中间；四是由县领导小组办公室牵头组织乡镇开展交叉互查，互相学习、交流、促进、提高。

三、坚持宣传培训，营造持续改革氛围我们坚持培训先行，自去年冬天以来，开展集中培训7期，直接培训各乡镇书记、乡镇长和主管副职、农经站长，重点村会计1690人，11830人次。对上级的政策文件、具体业务操作等有关内容进行详细解读和学习，直接培养业务骨干，培养“明白人”。并且针对具体表格填写请市农牧局杜书文站长对清产核资报表进行专门讲解；针对相关政策请市农工委苗处长答疑解惑具体讲解。印发农村集体产权制度改革资料汇编1700多本。同时我们坚持每月深入基层分乡镇分片区有针对性的落实培训，并直接培训到乡镇包村干部和村书记、村会计，确保培训到位。我们还通过组织骨干到陕西渝林、承德、灵寿、行唐、栾城、晋州等先进地区学习，并且以会议、研讨、座谈等形式，组织乡镇村相关人员学精吃透改革的目的意义和操作程序，并通过党员联系户和村民代表联系户的形式带头宣讲渗透股改知识，充分统一思想、打消顾虑。此外还专门印制宣传明白纸18000余份，制作宣传条幅500多条，书写墙体固定标语200多条，制作宣传展牌100多块，制作专题片5部。运用电视台、村有线广播等各类媒体，反复播放产权制度改革政策知识。从而营造了浓厚的改革氛围，让改制这一新生事物入心入脑，变成广大村民的自觉行动。2四、典型促动，加强督导为切实营造比、学、赶、

帮、超的互动争先氛围，我们依靠选树培育各类典型辐射带动的做法，通过及时跟进督导，现场点评，整体推进。选树培育测鱼镇和xx乡农经站为主导，结合实际抓督导，紧盯目标，扎实推进的典型，提倡乡镇农站聘用农村老会计专抓产权制度改革的好做法，巡回村指导业务，解决实际问题，确保清产核资和人口清查同步推进；选树xx村清产核资“玻璃房”透明作业，取信于民的清产核资典型；为缓解换届与股革的矛盾，选树xx镇推行的“双推进双约谈问责”机制为样板，该镇党政一把手亲自推动，主管副职、农经站长亲自检查落实，镇纪委介入，约谈落后村的包村干部、村书记或村主任，启动问责程序。为加强责任心，培育xx乡以主管副职任村组长的办法，确保农产改和换届工作两不误，两促进。依靠典型带动，综合施策，全面推动我县的产权制度改革步入快车道。要求每一个乡镇都要抓出像xx 村一样的清产核资典型至少2个，切实用现身说法带动改革，教育村民，理顺干群财产关系，化解干群矛盾。

推广xx乡的“138”工作模式，统一改革1个口径，坚持民主公开、严格程序、因村制宜3个原则，把握成立组织、宣传发动、制定方案、清产核资、身份界定、配置股权、成立机构、注资运营8个关键步骤。严格按照《关于稳步推进农村集体产权制度改革的指导意见》、《河北省农村集体资产清产核资实施办法》，规定开展工作，明确改革任务、步骤和时限。规范各阶段工作流程，确保清查核实工作真实、全面、程序规范，登记报表数字准确、内容完整、符合逻辑。

通过典型培育，涌现出四个乡镇整体推进，目前，xx镇25个村

全部完成产权制度改革，并成立合作社；xx镇全镇18个村全部完成清产核资和人口清查工作；xx乡9个村，3全部完成清产核资工作和人口清查工作。

五、上下联动，及时沟通为方便工作交流，通报工作情况，在县农工委和乡镇党委政府及农经站相关工作人员中建立了微信群，建立和开通了农村产权制度改革材料上报电子邮箱和专线电话。实行周报制度，每周一上报上周工作进展情况，及时掌握和了解基层情况。同时每半月一排队，以简报形式全县通报。做到了各种报表、材料、会议落实情况及时上报；同时积极上报农产改活动进度信息，制作发放工作简报5期，并在县报、石家庄今日头条、石家庄报刊登xx村产权制度改革的经验做法。

六、业务指导，两轮驱动我们高度重视清产核资工作的业务指导，把培育明白人，启用明白人作为开展此项工作的关键。通过县农工委业务指导组牵总带动，依靠县乡两级的“双层”和“两支点”工作法，实现两轮驱动，解决工作中遇到的实际问题，促进清产核资工作顺利进行。

“双层”即建立乡镇农经站和包村乡镇干部双层负责机制。农经站工作人员主要负责清产核资业务指导。包村干部主要负责行政推动和村清产核资的领导管理工作。两种人员两位一体，合力推进。

“两支点”即建立对乡镇农经人员实行轮岗实训制度和组建专业工作队伍。轮岗实训就是每月从三个乡镇分别抽调一名农经人员，集中驻农工委办公，快训上岗。采取边干边学的办法，迅速进入工作状

态。县农工委从全县乡村选聘经验丰富的老会计组成清产核资业务咨询指导工作队，巡回全县乡村开展资产清查工作。

七、运用时间任务倒逼机制，采取产权制度改革一张图管理作战从乡村振兴战略的高度，从深化农村改革的站位，看待产权制度改革。要求真正做到思想上高度重视，组织推动上4坚强有力，工作方式方法上科学有序，确保任务目标如期实现。以时间节点和任务要求为抓手，挂图作战，运用锈花工夫和工匠精神，抓铁有痕，一步一个脚印，扎扎实实抓好产权制度改革的每一环节的工作。采取个个击破的方法，逐乡镇挨个村地抓，全覆盖，要总帐。针对进度慢的村，认真查找原因，加油发力，制定个性化措施迎头赶上。

存在问题及下一步工作打算。一是工作进展不平衡。有的乡镇已完成改革任务，有的已完成两项清查工作，进入折股量化阶段，有的乡镇重视程度不够，工作人员少、业务不熟练，力量配备不足，工作进展缓慢；二是上报材料和报表不规范、不及时；三是存有畏难情绪，主要是受今年的农村两委换届影响，乡镇村普遍存在求稳怕乱的思想。

四是工作摆布不好。

乡镇工作千头万绪，目前扶贫攻坚、美丽乡村等中心工作较多，工作开展起来捉襟见肘，力量显得不足，难以集中力量应对。五是资金不到位，整体推动不快。

下一步，我们将重点从以下几方面抓好落实：

1.从有关乡镇抽调业务人员，组成业务指导工作队，到业务力量

薄弱乡镇指导工作，帮助整理档案，做出示范样板。

2.落实半月一通报制度，会同县督考办对工作进展迟缓，长时间没有起色的乡镇真督实促，建议县列入重点督办对象，启动督办程序，跟踪问效。

3.引导各乡镇正确处理农产改工作和乡镇换届的关系，合理投放力量，安排人员，做到两不误两促进。基本完成换届工作的乡镇要尽快把工作重心转移到农产改工作上，加大工作力度，加强工作措施，加快工作进度。

4.加强档案资料管理。要切实把农产改档案管理摆上位，做到档案资料管理与农产改各步骤诸环节工作同安排同部署，业务工作进展到哪里，档案资料收集整理就服务到哪里，5跟踪到哪里。要求各乡镇责成专人，统一管理各村的农产改档案资料，村需上交的档案资料要规定时间集中上交，并由村会计集中时间到乡镇农经站规整。严格标准、从严规范，切实提高档案资料收集归整的真实性、及时性，保证档案资料质量。

按照时间进度，咬定时间节点和工作目标，倒排工期，强力推进，确保9月底完成90%村清产核资工作，年底全面完成；到年底完成150个村的产权制度改革。同时对完成改革村进行回头看，特别是档案资料务求完善、规范。

公平和群众公认等原则，积极推进农村集体经济产权制度改革，探索和实践资产股份化、管理公司化的农村集体经济管理新模式有效解决了农村经济管理和失地农民生活保障问题，促进了发展和稳定，取得了初步成效。

×年上半年，×××在东小口镇白坊、狮子营两个集体经济实力强、又不稳定的村进行了农村集体经济产权制度改革试点。在试点取得成功的基础上，分别于××年月、××年月、××年月启动了第二批个村、第三批个村和第四批个村的改革工作。目前，已经完成个村的产权制度改革，其余个村的改革正在稳步推进。

一、改革的基本做法

（一）组建工作机构和队伍，筑牢工作基础。建立区、镇、村三级工作体系。区级成立农村集体经济体制改革领导小组，对全区农村集体经济产权制度改革进行指导、协调、督查，及时研究解决农村集体经济产权制度改革中出现的具体问题；从区有关职能部门抽调名干部组建了个驻村工作队，深入到改革村指导工作。镇级成立相应的改革领导小组，并成立清产核资、人口清查等工作组。村级“两委”班子在区、镇两级领导小组和驻村工作队的指导下，开展各项具体工作。在人员到位的基础上，对所有参与改革的区、镇、村工作人员进行培训，先后组织次培训会，培训达余人次，并适时组织实地考察学习，使其全面、准确掌握改革的有关政策、操作规程等。

（二）清产核资，摸清底数。由驻村工作队、镇（街道）、村经管财务人员和村党员代表、集体经济组织成员代表、组成清产核资、

人口清查工作组，对村内账目和全部实物等集体资产（包括集体土地、树木、较大固定资产及出租出借物等）逐一进行清理、核实；对年成立合作社以来村民的人口变动情况进行全面清查；对入社原始股金进行核查，并登记造册。将集体资产、集体经济组织成员人数、每户原始股金清查及核实结果提交村民代表大会审议通过后向村民张榜公布，征求村民意见；根据村民意见和政策规定进行核实、完善后，再向村民张榜公布；对村民提出的具体问题再进一步核查，核查结果经村民代表大会审议通过后，公布给村民作为村集体经济底数。

在完成改革的个村进行的清产核资工作中，累计清查资产万元，清查土地亩，重新确认可量化净资产万元。

（三）制定方案、量化股权。在清产核资的基础上，通过召开村民座谈会，广泛听取村民对集体经济产权制度改革的意见，全面了解村里实际情况和演变过程。然后，由镇（街道）改革领导小组对老股金处理、集体净资产量化配股、股东界定、奖励政策提出方案，对历史遗留涉及村民切身利益的具体问题拟定解决办法，起草成《村集体经济产权制度改革若干问题的意见》，并将《意见》发给村民，使村民对照《意见》自己测算股份，一般三个月。在村民理解、熟悉《意见》的基础上，再次召开村民座谈会，对《意见》进行讨论、修改，并提交村民代表大会审议通过后向村民张榜公布，进一步征求意见。对村民提出的具体问题和特殊情况，按政策规定，研究解决办法，政策没有统一规定的交村民代表或村民讨论、表决，确定解决办法，并向全体村民公布。在对《改革意见》充分讨论形成共识的基础上，制

定改革具体实施方案，对改革的具体内容、操作方法等做出明确规定，并广泛征求村民意见后，召开村民代表大会，审议通过后实施，做到改革方案、方法公开、公正、可操作性强。

在股权设置上，扣除原始入社股金按原始股倍返还后的集体净资产用于量化股权，设集体股和个人股。其中：集体股不超过，为集体组织成员共同共有，其收益由集体资产管理委员会管理，主要用于处理遗留问题、村级事务管理及集体经济组织发展和必要的社会公益性支出；个人股主要由户籍股和劳龄股组成，户籍股按人口平均量化配股，劳龄股按劳动力的劳龄配股，同时设独生子女奖励股，使集体资产变股权，农民当股东。

（四）组建股份合作制企业，实行公司化管理。按照产权清晰、权责明确的要求，在广泛听取群众意见的基础上，制定《经济合作社章程》、《经济合作社董事、董事长、监事、监事长选举办法》、《集体资产管理委员会章程》等制度，召开股份合作制创立大会，通过《经济合作社章程》、股东按本人持有股份选举产生股份合作制企业的董事会和监事会成员以及董事长、监事长，如需要设置总经理，由董事会聘任。然后，办理相关注册登记手续，领取营业执照，发放股权证书，按照现代企业制度的法人治理结构对村集体经济组织进行管理。

二、取得的初步效果农村集体经济产权制度改革，是对农村生产关系的一次变革性尝试。它破除了不适应农村生产力发展要求的传统经济体制，建立起了与社会主义市场经济和现代化农村相适应的新型生产关系，促进了村集体经济发展，推动了农村城镇化。

（一）变农村集体资产的抽象所有为集体经济组织成员具体的按股所有，并受益，使农民得到实惠。

改革后，通过股份合作制方式，使农村集体资产所有权按股份量化给每个集体经济组织成员，并将村集体资产形成的收益逐年按股份分配下去，使农民实实在在地享受到利益。据统计，××年，×××完成改革并已经进行分红的个村，分红总额万元。其中分红最多的白坊村共发放红利万元，村内股东个人分得红利最高为万元，户分得红利最高为万元。狮子营村徐士荣由于旧村拆迁前房宅已卖，没得到补偿，生活困难。产权改革后××年全家分红万元，他说：“要不是产权制度改革，我就要饭去了
