Do you remember the man who contributed a lot to the understanding of British and American English? Noah Webster, born on October 16, 1758, is known for The American Dictionary of the English Language. He has been called the “Father of American Scholarship and Education”. His “Blue-Backed Speller” books were used to teach spelling and reading to five generations of American children. But how much do you know about him beyond that?

At the age of 16, Noah Webster began attending Yale College. Unfortunately, he spent his four years at Yale during the American Revolutionary War, and, because of food shortages, many of his college classes were held in Glastonbury, Connecticut.

Later, he served in the army.

Having graduated from Yale in 1778, Webster wanted to continue his education in order to earn his law degree. He had to teach school in order to pay for his education. He set up many small schools that didn't survive, but he was a good teacher because instead of forcing his students to learn, like most teachers did, he rewarded them.

He earned his law degree in 1781, but did not practice law until 1789. Once he started he found the law was not to his liking. Webster did not have much money.

In 1793, Alexander Hamilton lent him $1500 to move to New York City to edit a newspaper. In December, he founded New York's first daily newspaper, American Minerva, and edited it for four years. For decades, he published textbooks, political essays, a report on some diseases, and newspaper articles for his party, He wrote so much that a modern list of his published works required 655 pages.

Noah Webster died on May 28, 1843 and was buried in the Grove Street Cemetery.

Next Halloween, a small vegetable that looks like a pumpkin(南瓜) may appear in a garden near you. The vegetable is a type of pepper that is called”Lil’Pumpkin”. It is very special because it has orange, pumpkin-like fruit.

You might think that all vegetables are grown to provide food to eat. But some vegetables are growing mainly for the lively color and holiday spirit that they bring to gardens. These are called “ornamentals(观赏性植物)”. Just like ornaments decorate a Christmas tree, they decorate a garden.

The peppers were produced by Agricultural Research Service(ARS) scientists John Stommel and Robert Griesbach. Another pepper the scientists developed is called “Pepper Jack”. Because Pepper Jack has orange and black cone-shaped fruit, it might remind you of the popular Halloween treat “candy corn.”

Stommel says that vegetables crops such as peppers were first widely grown in Europe in the 15th century. At that time, people liked these crops more because they looked pretty than because they provided food.

Back then, when a gardener grew plants for decoration and plants for food, the garden was called a “potager”. An example of this is the large gardens on the lawns of castles and very large homes where kings and queens lived.

One of those large royal homes was the French king’s palace at Versailles during the 1600’s. The palace is still there today, and people from all over the world still go there to visit and see the gardens.

Today, Stommel says using vegetables as decorations in gardens has become popular again.

So you might be wondering, if these peppers are for decorations, can people eat them? Yes, but the fruit from both of these peppers is very pungent(辣)!

These peppers have become available at certain garden centers and stores around the country. These pretty peppers can be grown in containers and also in garden beds. They grow best with plenty of light and warm temperature, Stommel says.

W: Pleased to be here today. My name’s Joan, and I’d like to share with you something

about my French learning. I still remember when I first started to learn the language I didn’t reall y have a problem with the pronunciation. I just had a hard time memorizing words. But I made a great effort and soon I was scoring ten out of ten in all of the tests. By the time I got to university, I could do some writing and translations without much difficulty, and I actually enjoyed learning the grammar rules. Then as part of my university course I had to go and live in France for a year. As soon as I arrived,I realiz ed I didn’t know how to order the type of coffee I liked, and trying to find somewhere to live or stay was something difficult to deal with. I called people about information in the paper, but I had to keep putting the phone down because I couldn’t understand a word they were saying — they all spoke so quickly! I could see then that there’s no point in just knowing words if you can’t hold a conversation with a native speaker. The ability to speak freely is what helps you get a job, hold a conversation or just buy the things you need.

四、依法纳税 ●依法纳税是公民的基本义务 ⑴公民自觉纳税的必要性(为什么要依法纳税?)★★★ ①我国是社会主义国家,税收取之于民,用之于民,国家利益、集体利益、个人利益在根本上是一致的。国家通过税收实现全体人民的根本利益。 ②国家的兴旺发达、繁荣富强与每个公民息息相关,国家各项职能的实现必须以社会各界缴纳的各种税收作为物质基础。税收是国家组织财政收入的基本形式,为实现国家职能提供了财力上的保证。 ③权利和义务是统一的,每个公民在享受国家提供的各种服务的同时,必须承担义务,自觉诚信纳税。依法纳税是公民的基本义务。 ④自觉纳税是公民具有社会责任感和主人翁地位的体现。 ⑵公民增强纳税人意识的要求(作为公民,应如何为国家税收的发展做一些力所能及的事情?) ★★★ ①公民要树立义务意识,依法纳税。第一,自觉树立纳税人意识,一旦成为纳税人,应自觉纳税;第二,同偷税等违法行为作斗争,维护税收秩序(如:购物索要发票)。 ②公民要增强对国家公职人员及公共权力的监督意识(权利意识)。公民应积极行使纳税人的权利,以主人翁的态度积极关注国家对税收的征管和使用,对贪污和浪费国家资财的行为进行批评和检举,以维护人民和国家的利益。 ▲判断:①公民应自觉参与税收的征管和监督税款的使用(×);②通过纳税,使纳税人成为税收的使用者和管理者。 ⑶违反税法的表现: ①偷税,指纳税人有意违反税法规定,用欺骗、隐瞒等方式不缴或少缴应纳税款的行为; ②欠税,指纳税人超过税务机关规定的纳税期限,没有按时缴纳而拖欠税款的行为; ③骗税,指纳税人用欺骗方法获得国家税收优惠的行为(骗取国家出口退税款、骗取自然灾害税收减免); ④抗税,指纳税人以暴力、威胁等手段拒不缴纳税款的行为。 ※偷税:少缴、不缴税款;※骗税:骗取税收优惠。 △关于发票:发票是消费者的购物凭证,也是税务部门进行税务管理的基础和依据。消费者是否向商家索要发票,关系到国家税款能否足额入库。购买商品索要发票,就间接地为国家税收做出了贡献。同时,发票也是消费者维权的凭据。 △课外阅读:纳税人和负税人:纳税人是指税法规定的直接负有纳税义务的单位和个人。负税人是最终承担税款的单位和个人。 △不一定人人都是纳税人,但人人都是负税人;不一定人人都是纳税人,但人人都应该具有纳税人意识。
