ISO9001 标准与HAF003 法规的比较、分析与评价

及其在核电厂常规岛质量管理中的应用

ABSTRACT: This article compare in deta il the ISO9001 and H AF003standard/code of qu ality administr ati on with the concrete tables. The analysis and revie w between the standard/code are noted simply. This article introduce al s o the application m easure s in procur eme nt service of HAIYANG N PP’s co nventi o nal is land with the standard/code. That can be used as the reference for comprehending the di fferences,advantages an d disadvant age s,app licati o n between the standard and the code, as well as for revising the H AF003code with the advantages of the IS O9001 in our country.

摘要：本文对ISO9001 标准与HAF003 法规这两种质量管理的标准/法规列表进行了详细比较；简要注明了分析与评价意见，并介绍了在海阳核电厂常规岛采购服务方面采用两者结合应用的办法。本文除可供了解两者异同、优缺点及如何结合应用外，也可作修订HAF003 时如何吸收ISO9001 标准的优点之用。

1、引言

ISO9001 标准与HAF003 法规均属于质量管理的要求。ISO9001 标准是国际标准化组织颁布的适用于多种行业的《质量管理体系要求》。HAF003 法规是仅适用于核电行业的《核电厂质量保证安全规定》。这两者有许多相同的方面，也有一些不同的方面，例如：在编排结构上，前者按PDCA 循环编排各质量管理要素，后者基本按生产次序先后编排各质量管理要素；两者在相同含意的名词术语上有不同的名称，等等。

关于核电厂常规岛的质量管理国内外有的采用ISO9001 标准，有的采用HAF003 法规，我们在海阳核电厂常规岛采购服务方面采用ISO9001 标准与HAF003 法规相结合应用的办法。

现从ISO9001 标准与HAF003 法规的比较、分析与评价着手，介绍我们在海阳核电厂常规岛采购服务方面采用两者结合应用的办法。
