《翻译服务口译服务要求》标准起草组

一、任务来源

顺应国家支持大力发展团体标准的有利形势，中国翻译协会口译委员会发起制定本标准。本标准是中国翻译协会发布的第三个在我国翻译领域实施的管理标准。中国翻译协会为此组织了我国翻译服务行业的企事业单位代表、教育培养单位代表、标准化研究机构代表共同负责起草本标准，并计划于2018年内予以发布，并同时开始推广应用。

二、目的和意义

随着我国经济发展，越来越多外企“走进来”，越来越多中国企业“走出去”，与之相对应的口笔译需求越来越大。现行国家标准《翻译服务规范第2部分：口译》（GB/T19363.2-2006）发布于2006年9月4日，于同年12月1日起实施，为中国口译事业规范化发展发挥了重要作用。但由于诸多因素，该标准在发布后便没有继续更新再版，而国内外口译市场发展变化巨大，国际标准化组织（ISO）于2018年1月发布ISO18841:2018Interpreting services—General requirements and recommendations，规定了提供口译服务的口译基本原则、口译任务的基本条件、口译相关资格（水平）与能力、部分口译场景与专业领域、口译相关方/客户对口译员的责任与口译员责任、口译员的自我保护责任，

并将防止口译过程中二次创伤作为自我保护措施写入标准当中。该标准成为国际通用的口译服务要求标准。

中国翻译协会口译委员会发起制定本标准，引领国际标准ISO18841在中国的等同采用。本标准的推广应用将对中国方兴未艾发展的语言服务行业起到重要的引导和规范作用，同时有利于中国的语言服务企业和世界同行接轨，促进中国整个语言服务行业的健康发展。

三、标准起草制定原则

本标准按照GB/T1.1-2009《标准化工作导则第1部分：标准的结构和编写》给出的规则起草。

四、标准起草制定过程

中国翻译协会于2018年初批准本标准起草方案后，便联系并邀请下述单位有关专家组建了标

准起草工作组：北京悦尔信息技术有限公司、中山大学、北京语言大学、江苏省工程技术翻译院有限公司、中国标准化研究院、北京外国语大学、北京中译天凯教育咨询有限公司、上海外国语大学、北京思必锐翻译有限责任公司、四川语言桥信息技术有限公司、厦门大学、语服信息技术研究院（北京）有限公司。起草工作组专家涵盖企事业单位代表、教育培养单位代表、标准化研究机构代表、职业口译员等，具有广泛代表性。

标准起草工作组按照国家标准的制定程序起草本标准。标准起草工作组的全体成员召开了多次研讨会，认真讨论研究了所有条款内容，对术语和条款反复推敲，形成目前的征求意见稿。

五、标准主要内容及条文说明

本标准的核心内容除“术语和定义”部分用于界定口译活动参与者和口译模式的相关术语、笔译相关术语、口译场景和专业口译的相关术语、语言和能力的相关术语之外，其余各章先后涉及口译

基本原则、口译任务的基本条件、口译相关资格（水平）与能力、部分口译场景与专业领域、口译相关方/客户对口译员的责任与口译员责任、口译员的自我保护责任。

3术语和定义

3.1.1

口译interpret

传译

由于国外interpret一词包含口语翻译与手语翻译，而国内对于interpret表达为口译，但在口

模式中又细分为交替传译和同声传译，因此在本文中采用“口译”和“传译”两个表述。3.1.2与

此相同。

4口译基本原则

本章规定了总则、规约、行为准则、口译模式。

5口译任务的基本条件

本章规定了询价与报价、译前译中译后流程要求。

6口译相关资格（水平）与能力

本章对于在原文资格规定中增加了“（水平）”，保持与国内法律法规要求一致。2017年9

月12日发布的《人力资源社会保障部关于公布国家职业资格目录的通知》（人社部发〔2017〕68号）明确规定：“国家按照规定的条件和程序将职业资格纳入国家职业资格目录，实行清单式管理，目录之外一律不得许可和认定职业资格，目录之内除准入类职业资格外一律不得与就业创业挂钩”、“行业协会、学会等社会组织和企事业单位依据市场需要自行开展能力水平评价活动，不得变相开展资格资质许可和认定”。本标准与上述通知要求保持一致，致力于依据市场需要自行开展能力水平评价活动，通过口笔译人员提供的相关证明文件评估其是否满足从事口笔译工作的基本能力要求，不涉及资格资质许可和认定。

附录A（资料性附录）部分口译场景与专业领域

规定了部分口译场景和口译专业领域。

附录B（资料性附录）口译相关方、客户对口译员的责任与口译员责任

规定了口译相关方、客户对口译员的责任与口译员责任。

附录C（资料性附录）口译员的自我保护责任

规定了口译员的自我保护责任，将防止口译过程中二次创伤作为自我保护措施写入标准当中。

六、本标准的实施建议

本标准发布后，将由中国翻译协会负责在中国语言服务行业宣传推广。从事口译服务的语言服务机构和企业可通过实施本标准规范其口译服务。

2020年中国政法大学翻译硕士考研总体要求及考研笔记 东方文化更注重等级的外在含义，因此从上古开始，我们制定了“长幼有序，尊卑有别”的伦理秩序，并拓展到建筑、服饰、官阶、措辞等各方面，但无论长、幼、尊、卑，我们使用的语言结构，无论书面语，还是口头语，却几乎完全一致。汉语很讲究措辞，但对这些措辞是如何组织的，并没有严格的“上下之别”。而西方文化更注重等级的内在含义，几百年来西方人一直在讲“平等、自由”，讲“民主、法治”，无论是文艺复兴，还是启蒙运动，都在破除政治、经济、文化等个层面的等级。但西方人很早就意识到民主和法治是一个辩证、制约的关系——民主泛滥了，法律就成了一纸空文；而法律高过一切，民主就没有出路。要协调好民主、法治，以及平等、自由的关系，最理想的方式就是给上述概念划出不同的活动范围，相当于我们现在常讲的“圈子”。因此，英语语法总得来看就是一个非常精密、非常高效的协调机制，它有力地规范了词、短语、从句、句等基层语言单位的呈现规则与冲突解决方案；如果我们从“协调机制”的角度看待语法，就更容易理解上文的“主从二向性”，进而理解“广狭二向性”等英语中对立统一的关系。 英语语法教学实践中容易出现一种倾向，就是仅凭若干标志词、标点就判断“某某部分在某某句中作某某成分”。语法教师对此褒贬不一，根本原因是语法教学是“最大化”还是“最小化”的问题。不少教师反映，以前我们要拿很大的篇幅讲语法，学生的语法功底都很不错，因此不少问题无须解释就能理解；现在语法内容在教材中“一减再减”，可教学法和考试法还是沿用过去的那一套，我们还得给学生讲什么是“主谓宾”，什么是“定状补”，什么是“屈折”，什么是“性数格一致”，因为书本上这些内容大都“被减负”了，学生越听越不明白，越听越感到困难——我们的语法教学和训练似乎进入了一个进退两难的局面。有的学生问：老师，什么是插入语？老师觉得向他/她讲明插入语不是有效的英语成分比较麻烦，就告诉学生你看到“一个成分前后有两个逗号的一般是插入语”。老师的定义勉强通过，至少还用“一般”这个词表示定义的严谨。但学生很快就拿掉了“一般”这个词，变成了“是凡前后有两个逗号的都是插入语”，这样一大批同位语、非谓语就这样“躺枪”了，结果是学生对“修饰成分”的概念越来越模糊，这对于语法教学和实践都是极为有害的。 要破解“长难句”这一谜题，要做好三方面的工作，一是通过实例锻炼缩句，特别是分别提取主句和从句的能力；二是逐渐习惯“只看结构，不讲意思”的语法分析习惯，克服传统的“翻译讲句子”带来的“语义依赖”的弊端；三是高效利用现有英文书刊资源，对其中的难句进行成分分析。因此，“长难句”的破解关键是坚持与训练。
