北京市外国人来华开展经贸活动邀请函的办理审核办法

1.邀请函申请主体：外国人来京开展经贸活动必须由北京市各乡镇以上人民政府、各公司、企事业单位（包括国营、集体、合资、独资、私人公司）为其办理与其来华目的相一致的签证邀请函。

2. 办理途径：网上受理并审核。办理一次、二次有效商务签证（F）的，可以通过北京市商务局办理签证通知；也可以通过上述中方邀请单位所在区、县商务局、总公司出具邀请信或各类交易会请柬，通过邮寄或发传真给外方 (特别规定除外)。外国人凭签证通知或邀请信、请柬到我驻外使领馆(处)办理签证手续后即可来京。

3.受理机关：北京市商务局除受理北京市各单位邀请外国人来京从事经贸活动的申请（审核签发一次、二次商务类签证通知（F））外，同时受理多次往返商务类签证通知、职业（工作）类签证通知(Z) 、紧急情况下的机场落地签证通知 (F)。各区（县）商务局可受理一次、二次商务类签证通知。

一、基本步骤：

第一步：单位申请-----登录北京市政府门户网站https://www.wendangku.net/doc/da3614818.html,/找到在线申请栏目后，点击核发外商邀请函，仔细阅读办理程序后，在线填报申请外商来访报告表。在线申请的用户名以本公司注册地的区县为准（各区县代码附后），密码统一为：123456

第二步：提交申请-----网上填写后提交并下载打印；

第三步：打印并签字盖章----将下载打印的《外国人来华申请报告表》由邀请单位主要负责人签名并加盖单位公章；

第四步：报送材料----到北京市商务局办事大厅11号窗口，将负责人签名并加盖单位公章的《外国人来华申请报告表》及其它需要提交的材料一同交窗口审核；

第五步：获得准许----经审核无误后，即可在窗口领取《被授权单位签证通知表》正本一份。

第六步：邮寄《被授权单位签证通知表》正本。将取回的“签证通知”邮寄给需要来华的外国人。

第七步：外国客商到我驻外使馆办理入境签证。外国人凭邮寄正本的"签证通知"（职业签证须同时邮寄就业许可证书）在三个月内到指定的我驻外使馆、领馆、签证处办理签证后即可来华。

二、签证类型及提交的材料

外国人来华经贸活动签证分为：一次、二次商务签证；半年多次往返和一年多次往返商务签证；机场落地签证；职业签证共四类。具体办理程序如下：

1、办理一次、二次商务签证(F字签证)的邀请函

A．签证种类：

⑴一次入境，3个月有效期，停留天数为30天、60天、90天；

⑵两次入境，3个月有效期，停留天数为30天；

B．适用对象：适用于到我国访问、经商、考察、技术指导、短期进修、实习，检查工作、参加会议、探亲等活动。

C．所需材料：

⑴办理外国人来华《邀请函》申请表一式一份,要求单位主要负责人签字并加盖单位公章；

⑵被邀请人有效护照的复印件，并能清晰地辨认护照号码和有效期。

(3)国内邀请单位的营业执照副本的复印件一份。

（4）进修、实习来华60天和90天的外商，需提供中方单位和外方单位签署的合同一份。

（5）审批机关认为有必要提供的其他申报材料。

2、半年多次、一年多次往返商务签证(F字签证)的邀请函

A．签证种类：⑴6个月有效期，多次入境，停留天数为30天；

⑵12个月有效期，多次入境，停留天数为30天；

B．适用对象：适用于在华有投资者；在华公司的国外母公司管理人员；为执行合同需经常来华人员；需要定期看厂、检验货物质量、指导生产以及洽谈定单的外国商人；进行大型投资项目的前期准备工作，以及合资企业建立以后，对产品进行生产和销售指导，参与企业经营管理的外方人员；进行大型引进成套设备的安装、调试、试车以及技术指导的外方人员；已多次取得我F字（商务、访问签证）签证人员(即最近半年持F签证来过中国三次以上者，可申请办理半年多次往返签证邀请；最近一年持F签证来过中国五次以上或已多次获得F半年多次签证两次以上，可申请一年多次往返签证邀请)。

C．所需材料：

⑴.办理外国人来华《邀请函》申请表一式一份, 要求单位

主要负责人签字并加盖单位公章；

⑵．被邀请人有效护照的复印件, 并能清晰地辨认护照号码
