鲁海丰集团立足海洋，放牧海上，不断开发海洋资源。集团于2007年成立生态养殖基地——鲁海丰海洋牧场，自启动以来累计投资10多亿元：建设普通网箱100多个、深水抗风浪网箱200多个，养殖鲈鱼、三文鱼、黑鲪等名贵鱼种,以建立深水网箱养殖产业规范体系；在石岭子礁海域建造1万亩人工鱼礁区，自然放养海参、鲍鱼等珍贵海珍品，进行无公害生态养殖，产品达到绿色环保标准，被授予“最受市民喜爱的岛城农产品”、“农业部水产健康养殖示范场”称号。

Luhaifeng Group centers on the ocean,harvests the sea,and unswervingly develops ocean resources.In2007,we set up ecological farming base named Luhaifeng Marine Ranching.We have invested more than1billion RMB in total since its commencement.Over100general net cages and over200deep-water anti-wind&wave net cages have been constructed to culture famous and precious fishes such as seabass,salmon and sebastodes fuscescens,in order to establish formal system of deep-water net cage culture industry.Artificial reefs of10,000mu have been built in Shilingzi reef sea areas to naturally culture precious seafoods like sea cucumber and abalone,which is totally pollution-free and ecological aquaculture products that meet green environmental standards.It has been honored with“The Citizens'Favorable Island-city Agricultural Products”and“Aquatic Healthy Culture Demonstration Field of Agriculture Administration”.

第三章：实施海洋战略发展远洋渔业（3P）

Chapter three:

Implement the Ocean strategy and Develop Pelagic Fishery(3P)

海洋，是人类的摇篮，也是人类食物资源的重要宝库。2003年鲁海丰集团积极响应国家政策号召，放眼世界，发展远洋渔业，延伸产业链，成立青岛鲁海丰渔业有限公司。自筹资金建造渔轮，打造自己的远洋渔业船队，着力开发海外渔业资源，现拥有大型远洋捕捞船只30余艘，配套作业船只若干艘，船员600多人，实现水产品加工原材料的自我供给，是青岛地区最大的远洋渔业企业。

Ocean is the cradle of human beings,as well as the significant treasury of human's food resources.In2003,responding the call of national policy,Luhaifeng Group kept a world vision to develop pelagic fishery,extending our industrial chain.Under such circumstance,Qingdao Luhaifeng Fishery Co.,Ltd was established.We raised funds by ourselves to build fishing ships, forging our own pelagic fishery fleet and focusing on exploiting overseas fishery resources.Till now,we have owned over30large ocean fishing vesselswith several operation ships and over600 seamen,achieving self-supply of raw materials for processing aquatic products.We’re the biggest pelagic fishery enterprise in Qingdao.

Nowadays,Luhaifeng Group has established the pelagic fishery development strategy of "marching into the south Pacific in the south and heading towards the Indian Ocean in the west". The purpose is to establish the industry chain layout linking domestic and overseas pelagic fishery and logistics,taking Qingdao as the center,Malaysia as the bond,and Mauritius as the forefront. We focus on the development of Indian Ocean fishery and its supporting services,and achieve the tuna-seining fishing operation in the sea areas of countries along the Indian Ocean,breaking through the situation of the French and Spanish long-term splitting of the Indian Ocean resources, which provides a scale base and solid foundation for“going global”strategy of pelagic fishery.

集团现拥有冷藏库15万吨（其中包含50000吨保税物流库，3000吨超低温冷藏库），配备有各种冷库作业叉车，保温冷藏运输车辆20多辆。集团业务集冷藏运输、保温运输、冷库仓储、冷藏配送、装卸、信息处理于一体；货源基础稳固、业务力量雄厚。

Luhaifeng Group now has150,000t cold storages(including50000t bonded refrigerated logistics warehouse and3000t ultralow temperature refrigerator).There are also various kinds of cold storage operation forklifts and more than20frozen insulation transportation trucks.Our businesses integrate refrigerated transportation,temperature insulation transportation,refrigerated warehouse,cold-storage delivery,loading&unloading and information handing.We are solid in source foundation and strong in business force.

In2003,Luhaifeng Group came up with a corporate development strategy of“Develop pelagic fishery and enlarge aquatic products logistics”.Then we formed extensive cooperation with China National Fisheries Co.,Ltd,Japan Marubeni Co.,Ltd,Japan Foods Co.,Ltd,W.E.C. Foods Co.,Ltd,Taiwan Haixi Cultural and Economic Promotion Association,China Federation of Industry,and various enterprise associations in the USA and Australia.On the basis of occupying in producing aquatic products,selling,accumulating resources of assets,talents and market,we kept an international vision,formulated the pelagic fishery development strategy of“marching into the south Pacific in the south and heading towards the Indian Ocean in the west”which is supported by the North China(Qingdao)International Aquatic Products Trading Center and Cold Chain Logistics Base,and established the industry chain layout linking domestic and overseas pelagic fishery and logistics,taking Qingdao as the center,Malaysia as the bond,and Mauritius as the forefront.

在青岛董家口建设的中国北方（青岛）国际水产品交易中心和冷链物流基地占地12.26平方公里，总投资260.7亿元，是青岛市重点项目和海洋渔业一号项目，项目依托青岛鲁海丰集团公司多年积淀形成的渔业捕捞、港口物流、海洋养殖以及服务业的投资与运营管理等优势，整合青岛渔业港口资源，联动发展海洋文化、海洋餐饮、滨海旅游、海洋教育培训和社会服务等多元化产业，构建水产品拍卖交易、冷链物流、远洋捕捞服务、加工配送、信息集成等产业链，打造成为面向东北亚、辐射全国的国际化水产品交易中心和冷链物流基地。其中，国际水产品交易中心和冷链物流基地项目总投资101.7亿元，主要建设内容包括渔港码头、远洋渔轮整备基地、国际水产品交易中心、冷冻冷藏基地、水产品加工基地、渔业培训中心、文化展示区、生活服务区、行政办公区、物流园区和防波堤、航道锚地等，建成后将成为东北亚重要的国际水产品交易中心，项目全面完成后，交易量达300万吨，交易额达540亿元，税收贡献81亿元，拉动其他产业产值76亿元，带动区域就业数万人；海洋文化城项目总投资159亿元，项目涵盖旧城改造、海洋文化主题公园、渔人码头、垂钓小镇、海洋研发中心、大型商超和保税仓库等多个产业，打造集休闲、娱乐、物流、研发和购物为一体的东北亚第一大文化产业园。项目的建设将极大的提升青岛渔业国际整体竞争力，通过打造“中国北方渔都”、“世界深蓝渔港”，成为半岛乃至全国蓝色海洋经济的新引擎。

The North China(Qingdao)International Aquatic Products Trading Center and Cold Chain

Logistics Base built in Dongjiakou Qingdao,which is a key project of Qingdao and the number one project of marine fishery covers12.26square kilometers.We will invest26.07billion RMB in total.Supported by the accumulated advantages of fishing,port logistics,marine culture and investment and management of services over past years,the project integrates fishing port resources in Qingdao,and links the developments of diversified industries like ocean culture, ocean catering,coastal tourism,marine education and training and social service,and constructs industrial chain of aquatic products auction,cold chain logistics,pelagic fishing service, processing and distribution,and information integration.By doing so,the aim is to forge an international aquatic products trading center and cold chain logistics base that face northeast Asia and radiate across the country.Among the projects,the total investment of the International Aquatic Products Trading Center and Cold Chain Logistics Base is10.17billion RMB.The main construction includes fishing port,servicing base of ocean fishing vessels,international aquatic products trading center,cold storage base,aquatic products processing base,fishery training center, cultural exhibition area,life service area,administrative area,logistics park,and seawalland fairway anchorage.After the construction,it will become an important international aquatic products trading center in northeastern Asia.When the project is thoroughly completed,it will make tax contribution8.1billion RMB,promote output value of other businesses7.6billion RMB, and create regional jobs for tens of thousands of people.The total investment of Marine Cultural City is15.9billion RMB,which covers different industries involving old city transformation, marine culture theme park,Fisherman’s Wharf,fishing town,marine research and development center,large commercial supermarket,and bonded warehouse.It is aimed at building the biggest cultural industry park in northeast Asia that integrates leisure,entertainment,logistics,research and development,and shopping.All in all,the whole project construction will greatly improve overall international competitiveness of Qingdao fishery.By forging“Fishing Capital in Northern China”and“Deep Blue Fishing Port in the World”,it will become a new engine of the blue ocean economy in the peninsula and even nationwide.

在马来西亚吉打州地处马六甲海峡印度洋出海口区域，规划建设占地25平方公里、岸线长5公里的“马来西亚北方农渔业产业园”项目。该项目配套建设国际渔业服务及交易码头、北方冷冻园区、中央物流和发货区、东盟农渔业集散中心、咸水养殖园区、农产品与清

真食品加工区、中小型工商产业园区、北方花园住宅区、教育、旅游、农业科研中心等，争取打造“中国北方国际水产品交易市场及冷链物流基地”的海外枢纽集散基地和综合性的国际化产业园区。

At the exit of the Indian Ocean which is located in the Strait of Malacca,Kedah,Malaysia,the project of“North Malaysia Agricultural and Fishery Industrial Park”,which covers25square kilometers and has5kilometers coastlines will be constructed.This project is equipped with international fishery service and trading wharf,northern frozen park,central logistics and dispatch area,ASEAN agricultural and fishery distribution center,brackish aquaculture park,agricultural products and halal food processing area,small and medium-sized industrial and commercial industrial park,northern garden estate,and science and research center of education,tourism and agriculture.We will make efforts to forge overseas hub distribution base of North China International Aquatic Products Trading Market and Cold Chain Logistics Base and comprehensive international industrial park.

印度洋远洋渔业项目计划以毛里求斯为南印度洋渔业物流中心和据点，建立配套的专用码头、冷库、修船厂、海产品加工厂、滩涂养殖场、海洋旅游度假村等面向毛里求斯海洋事业长期发展的产业链，并以此为跳板，在毛里求斯及坦桑尼亚、塞舌尔群岛及马达加斯加等印度洋沿岸国组织的海域进行网围金枪鱼捕捞作业，逐步争取更多配额，扩大我国大型围网金枪鱼船队，打破法国、西班牙长期瓜分印度洋资源的局面，为远洋渔业“走出去”战略提供规模基地和坚实后盾。
