Memorandum of Agreement

Between Morehead State University (MSU) Kentucky, United States

And Guangxi University-Xingjian College (GXU-XC) Nanning, Guangxi P.R. China

In the spirit of the General Agreement of Cooperation already in effect between our two institutions, Morehead State University and Guangxi University-Xingjian College enter into this agreement.

1.Morehead State University (MSU) agrees to accept six qualified students per academic year from

GXU-XC as visiting, non-degree seeking students for up to one academic year of study. These students must have satisfactory academic records as determined by MSU and demonstrated proficiency in English (525 TOEFL, 5.5 IELTS or undergraduates students can successfully pass MSU Proficiency test); their credentials must be submitted to the Office of Enrollment Services for evaluation. GXU-XC will accept all credits earned at MSU towards degree requirements at GXU-XC. Undergraduate students participating in this program will receive a visiting undergraduate international student scholarship. Graduate students participating in this program will not receive any scholarship. Students will pay applicable housing fees to Morehead State University. Students will reside in one of the double or triple occupancy university residence halls with heat and air-conditioner. Students will not be required to pay any application fees and will not be required to purchase a meal plan. These students are required to pay for their own health insurance costs at Morehead State University. Visiting students will not be required to provide a WES evaluation for admission purposes. GXU-XC will have the option of working with MSU to develop a four-week summer American Culture program, to be delivered at MSU for visiting students, beginning in the summer of 2014. MSU will provide academic advising and supervision to help achieve success by these students. All students participating in the visiting student program shall arrive and depart the US as one group. All students shall be subject to the policies, regulations, and procedures of MSU.

2.Additional students may be sent to MSU upon written request to and formal acceptance from

MSU, with the same admission requirements in point one. Additional undergraduate students will receive the Visiting Undergraduate International Student Scholarship. Students will be charged for housing and not be required to pay any application fees and will not be required to purchase a meal plan. Students will be required to pay their own health care insurance costs at MSU.

3.Fees for 2013-2014 are as follows (fees change annually):

5.GXU-XC agrees to accept MSU students and faculty who come to Nanning as a group or as

individuals to study, conduct research, or engage in other professional development activities.

GXU-XC will assist in locating and providing housing. MSU students will pay for all housing fees

associated with their stay. GXU-XC will provide airport transfers at no cost to MSU students and

faculty, access to facilities, and other support for officially sponsored visitors from MSU as

reciprocity for provisions made by MSU for GXU-XC students and faculty. Specifics of such

programs shall be detailed as an annex to this Memorandum of Agreement upon mutual written

approval from both parties.

6.MSU agrees to work with GXU-XC to develop a non-credit bearing summer culture program for

students that will attend MSU in the fall semester. This program will begin no sooner than four

weeks before the start of the fall semester. The details of the program shall be determined

between MSU and GXU-XC prior to any commitments for the program. MSU requires a

minimum of 6 participants to make the program feasible. Costs associated with the program, as

listed in this agreement, are only for costs associated with instruction and do not cover costs

associated with housing, food, health insurance and transportation. Details of the program will

be developed between MSU and GXU-XC.

7.This agreement is written in two languages—Chinese and English. Both versions of the

agreement possess equal effect. Each of the two parties will keep a Chinese version and an

English version of the agreement.

8.This agreement shall become effective on the date of signature by the final party, and will

remain in effect for five years with provisions for annual changes as specified in article 1 of this

agreement, at which time it may be renewed by the mutual action of the parties. Either party

may terminate the agreement with three months written advance notice.

9.All provisions of the agreement are subject to the laws of both countries, especially export

control laws of the United States. Any provision that is contrary to said laws shall be null and

void. The remaining provisions shall be in full force and effect if the balance of the agreement

can be carried forward in the manner anticipated by the parties.
