Passage 1

Our culture has caused most Americans to assume not only that our language is universal but that the gesture we use are understood by everyone. We do not realize that waving good-bye is the way to summon a person from the Philippines to one’s side, or that in Italy and some Latin American countries, curling the finger to oneself is a sign of farewell.

Those private citizens who sent package to our troops occupying Germany after World War II and marked them GIFT to escape duty payments did not bother to find out that “ Gift” means poison in German. Moreover, we like to think of ourselves as friendly, yet we prefer to be at least 3 feet or an arm’s length away from others. Latins and Middle Easterners like to come closer and touch, which makes Americans uncomfortable.

Our linguistics and cultural blindness and the casualness with which we take notice of the developed tastes, gestures, customs and languages of other countries, are losing us friends, business and respect in the world.

Even here in the United States, we make few concessions to the needs of foreign visitors. There are no information signs in four languages on our public buildings or monuments; we do not have multilingual guided tours. Very few restaurant menus have translations, and multilingual waiters, bank clerks and policeman are rare. Our transportation systems have maps in English only and often we ourselves have difficulty understanding them.

When we go abroad, we tend to cluster in hotels and restaurants where English is spoken. The attitudes and information we pick up are conditioned by those natives---usually the richer--- who speak English. Our business dealings, as well as the nation’s diplomacy, are conducted through interpreters.

For many years, America and Americans could get by with cultural blindness and linguistic ignorance. After all, America was the most powerful country of the free world, the distributor of needed funds and goods.

But all that is past. American dollars no longer buy all good things, and we are slowly beginning to realize that our proper role in the world is changing. A 1979 Harris poll reported that 55 percent of Americans want this country to play a more significant role in word affairs; we want to have a hand in the important decisions of the next century, even though it may not always be the upper hand.

Passage 2

Humanity uses a little less than half the water available worldwide. Yet occurrences of shortages and droughts are causing famine and distress in some areas, and industrial and agricultural by-products are polluting water supplies. Since the world’s population is expected to double in the next 50 years, many experts think we are on the edge of a widespread water crisis.

But that doesn’t have to be the outcome. Water shortages do not have to trouble the world—if we start valuing water more than we have in the past. Just as we began to appreciate petroleum more after the 1970s oil crises, today we mist start looking at water from a fresh economic perspective. We can no longer afford to consider water a virtually free resource of which we can use as much as we like in any way we want.

Instead, for all use except the domestic demand of the poor, governments should price water to reflect its actual value. This means charging a fee for the water itself as well as for the supply costs.

Governments should also protect this resource by providing water in more economically and environmentally sound ways. For example, often the cheapest way to provide irrigation water in the dry tropics is through small-scale projects, such as gathering rainfall in depressions and pumping it to nearby cropland.

No matter what steps governments take to provide water more efficiently, they must change their institutional and legal approaches to water use. Rather than spread control among hundreds or even thousands of local, regional, and national agencies that watch various aspects of water use, countries should set up central authorities to coordinate water policy.

Many doctors are now trained in techniques to lessen tension and stress. Here health professionals reveal their favorite methods.

Comfort with food. When diet expert Judith Wurtman is stressed out, she does what a lot of people do this time of year: she reaches for food. But in her case, it’s a healthy rice cake or two. “My research suggests that carbohydrates raise levels of a brain chemical, which has a calming effect on the entire body,” says the MIT research scientist. “ So signs of stress—such as anger, tension, and inability to focus—are eased.”

Run from your problems. Dr. Kenneth H. Cooper, who popularized aerobics through

his 1968 book by that name, handles his own stress with a daily after-work run. He knows that physical activity reduces anxiety and depression. “Aerobic exercise is the best way to dissipate stress,” says Cooper.

Look to the light side. On his way to the hospital where his father was to have surgery, Joel Goodman shared a hotel bus with the anxious relatives of several patients. The driver began telling his stressed-out passengers a few jokes. “Then he did some magic tricks that had my mother and me laughing,” Goodman says. “ In that five-minute ride he taught us that humor can lessen our stress.”

The surgery was successful, and Goodman was so moved by his experience that he researched laughter’s power. “A good laugh relaxes muscles, reduces blood pressure, restrains stress-related hormones and enhances the immune system,” he says.

Go green. Coffee, loaded with hidden sources of caffeine, stimulates the nervous system and can make you feel stressed more easily. That’s why Arizona doctor Andrew Weil, author of the best seller Spontaneous Healing, does not take caffeine. “When I want gentle energy, I drink green tea. It contains a caffeine-like element”, Weil says. It also contains compounds that, some studies suggest, have anti-cancer effects.

The smart job-seeker needs to get rid of several standard myths about interviewing before starting to pound the pavement looking for a job. What follows is a list of some of these untruths and some tips to help you do your best at your next interview.

Myth 1: The aim of interviewing is to obtain a job offer

Only half true. The real aim of an interview is to obtain the job you want. That often means rejecting job offers you don’t want! Incompetent job-seekers, however, becomes so used to accommodating employers’ expectations that they often easily qualify for jobs they don’t want. So, before you do back-flips for an employer, be sure you want the job. Myth 2: Always please the interviewer

Not true. Try to please yourself. Giving answers that you think will suit a potential employer, losing touch with your own feelings ( in order to get in touch with some other person’s feelings) and, in general, practicing an awful policy of appeasement are certain to keep you from success and progress. Of course, don’t be hostile--- nobody wants to hire someone hostile. But there is plainly a middle ground between being too ingratiating and being hostile. An effective interview (whether you are offered the job or not is like an exciting encounter in conversation with your neighbor on an airplane.

Myth3: Try to control the interview

Nobody “controls” an interview--- neither you nor the interviewer--- although one or both parties often try. When somebody tries to control us, we resent it. When we try to control somebody, they resent us. Remember, you can’t control what employers think of you, just as they can’t control what you think of them. So hang loose when interviewing; never dominate the interview.

Myth 4: Don’t disagree with the interviewer

Another silly myth. If you don’t disagree at times, you become, in effect, a “yes” man or woman. Don’t be afraid to disagree with your interviewer---in a pleasant and pleasing way. And don’t hesitate to change your mind. The worst that could happen would be that the interviewer thinks, “There’s a person with an open mind!” The conventional wisdom says “be yourself,” true enough. But how many people can be themselves if they don’t feel free to disagree?

哈尔滨学院老科学技术工作者协会工作报告 各位代表,同志们:我受哈尔滨市老科学技术工作者协会哈尔滨学院分会筹备委员会的委托,向大会报告工作,请予审议。 一、筹备委员会组建以来的工作情况 中办9 号文件下发以后,市委组织部、宣传部、市人事局、市老科协等部门召开了贯彻9 号文件文件精神的联席会。接着市委又召开了贯彻落实9 号文件的工作会。会上,市委要求各区、县 (市)、市直各有关部门也要抓紧成立老科技工作者协会。我们哈尔滨学院党委对这项工作非常重视,责成离退休工作处提出予案,并着手组建了筹备委员会。筹备委员会在学校党委领导下,主要做了以下几项工作: (一)积极准备各项审批手续。老科技工作者协会是一个群众性社团组织。群众性社团组织的成立,需要一套严格的审批程序,我们筹备委员会组成之后,第一件事就是向上级主管部门申报各项审批手续,在市老科协的指导下和大力支持下,我们哈尔滨学院老科协的报批手续以及《管理办法》、公章等已经得到了正式批复,取得了合法手续。 (二)拟订协会的管理办法草案。为了加强协会的自身建设,在市老科协的指导下,我们草拟了协会的管理办法。在草案中对协会的性质、定位、宗旨、业务范围、会员、组织机构、资产管理等事宜,都做出了明确的规定。各位代表 可以对《草案》提出意见,讨论修改。

哈尔滨学院2009年冬季防火工作方案 按照省、市关于加强冬季防火工作的要求,为切实做好我校冬季防火安全工作,坚决遏制重特大火灾事故,尤其是群死群伤恶性火灾事故的发生,确保我校和谐发展和师生员工的生命财产安全,特制定本方案。 一、指导思想 以创建“安全和谐校园”为主导,认真贯彻“预防为主、防消结合”的消防工作方针,强化各单位、各部门防火责任主体意识,继续加强各单位、各部门“自管、自查、自改”的工作机制,加大力度查处各类违章、违规行为,消除火灾隐患,确保我校消防安全,为教学、科研等各项工作稳步发展提供安全保障。 二、工作目标 有效改善我校的安全防火条件,保持全校消防形势的持续稳定。坚决预防和遏制群死群伤恶性火灾事故,对我校人员聚集场所,采取有效措施,巩固和扩大专项治理成果,继续深入开展消防安全专项治理工作,彻底整改重大火灾隐患,实行群防群治。 三、工作重点 冬防期间,以人员聚集场所、储存易燃易爆化学物品场所以及冬季容易发生火灾事故的部位为重点,针对违规用电、用火等问题,开展专项整治行动。对检查中发现的问题落实责任,限期整改。 四、时间安排和主要任务 今年冬季防火工作从2009年11月20日起至2010年3月1日止,
