美元跨境清算系统与人民币跨境支付系统研究与启示

【摘要】作为我国跨境人民币业务的重要组成部分，人民币跨境支付系统不仅关系着人

民币跨境的清算效果，对跨境人民币支付业务的发展也具有重要影响。但在实际应用中，我国的人民币跨境支付系统依旧存在部分问题。因此，论文将美元跨境清算系统与人民币跨境支付系统研究与启示作为研究对象，通过对美元跨境清算系统与人民币跨境支付系统的简单概述，提出两者之间四个方面的比较，并针对比较内容获取相对应的启示。

【Abstract】As an important part of China's cross-border RMB business， the RMB cross-border payment system is not only related to the RMB cross-border liquidation effect， but also has an important impact on the development of cross-border RMB payment business. But in the practical application， China's RMB cross-border payment system still has some problems. Therefore， in this paper， the research and enlightenment of the dollar cross-border clearing system and the RMB cross-border payment system are taken as the examples， through a brief overview of the dollar cross-border clearing system and the RMB cross-border payment system， the paper compares the four aspects of them， and the corresponding enlightenment is given from the comparative content.

1 引言

在2015年10月8日，人民币跨境支付系统正式上线并投入使用，但在结算方式、系统规则等实际运行方面均存在着问题，这些问题影响着我国跨境人民币支付业务的发展。因此，本文依据人民币跨境支付系统与美元跨境清算系统的比较，对人民币跨境支付系统进行完善。

2 美元跨境清算系统概述

美元跨境清算系统主要是利用清算银行与代理银行实行境外支付、境内清算的方式对大量的境外美元支付进行结算。此种运作过程，按照清算的途径区分为CHIPS系统与FEDWIRE
