从单语语文词典释义的灵活性看英汉双语词典的释义 李红梅 一、单语语文词典释义的灵活性及原因 释义(单语),简言之,就是词典编纂者对每个词目在广泛语言环境的运用中所表现出来的含义,经过综合、分析、概括(包括多义词的分项)后用最简洁的文字把它准确地解释出来。根据词典性质、对象、规模的差异,编者会选择不同的释义风格。粗略翻阅一下《韦氏三版新国际英语词典》( Webster s Third New International Dictionary)、《兰登书屋词典》(Random House Dictionary)和《朗文当代英语词典》(Longman Dictionary of Contemporary English),我们可以看出:由于《韦氏三版》是大型综合性词典,针对的读者对象主要是学者;《兰登》是普通语文词典,针对的是一般使用者;而《朗文》是为英语学习者而编的学生词典,它们的释义风格相差很大。且不说不同读者对象的词典,单就两部同是学习词典的《牛津现代英语高级学生词典》(Oxford Advanced Learner’s Dictionary) 和《朗文当代英语词典》(Longman Dictionary of Contemporary English),我们就可以清楚地看到以下释义方面的不同(以使用较多的牛津1989年版和朗文1987年版为例): 1.两部学生词典释义词难易不同 2.释义详尽程度和区别性特征细节不同 3.义项的确立、分合与排列不同 4.语用标识不同 单语语文词典释义的主观伸缩性或灵活性是有原因的。 1.“语言的本质功能在于它是一种交际工具,创制和使用语言的目的是为了满足人们的交际需要,而且是全社会的交际需要。”(张联荣,1997)因此作为语文词典的释义反映的不一定是一种内涵的认识,而是满足交际需要的语文义,即人对某种事物的一种认识和评价,而不同编者对这种语文义的认识即对特定事物和概念的认识和评价是存在差异性的。这就造成了词典释义的处理带有一定的灵活性和主观性。 2.定义要包括所需要的尽可能多的区别性特征以和其他同类的概念相区分。这是术语学的基本原则。但是这一原则不同程度地适用于普通语文词典。“普通语文词典只需根据词典编纂的目的罗列足够的区别性特征达到精确表达符号的内容即可。”(Svensen,1993)“足够的区别性特征”是一个很模糊的概念,这给词典编纂者很大的活动空间。因此传统的“属+种差”释义方法中“种差”即“区别性特征”的取舍也是带有一定灵活性的。 3.模糊语言学认为:一些词的外延部分不明确,一些词义之间或几个义项之间没有一条泾渭分明的界限,不是非此即彼,而是亦此亦彼。比如“爱”的词义是很模糊的,很多表示深挚的感情都可以用它来表示。词典给这样一些模糊词释义时常带有编者的主观情感和主观认识的差异性。 4.编者要根据读者对象不同而选择释义风格,如学者需要词典编者给出尽量多的信息;学习者需要简单明了的释义。因此词典对某个义项的语义内涵揭示到什么程度和它所涵盖的词汇量及信息范围必须视读者的需要而定。 5.英语还有国别之分,英国与美国在词典编纂方面有观点和手法上的区别。 二、单语语文词典释义灵活性在双语词典中的体现 编纂一部双语词典要有丰富的资料。资料的来源一般有两种:一种是在编纂宗旨和类型确定之后自建第一手语料库;另一种是选择几部具有权威性的单语词典作为参考依据,以其中一部作为蓝本,然后据此加以增删。由于并非所有的编纂者都具备大规模收集第一手资料的条件,多数双语词典是以一部或多部单语词典为蓝本,根据双语词典的特点及双语词典使用者的需求编纂而成。于是单语词典释义的灵活性在双语词典中也得到了体现。 如heinous 一词,不同的英汉双语词典分别解释为。

银行业金融监管的必要性分析 摘要:现代经济金融的发展越来越表明市场的不完全性是客观的,金融自由早已不能适应时代需要;传统的金融管制和金融深化阶段,金融监管趋向于政府直接管制,强制力对利率进行严管,结果反而抑制了经济增长。由于“金融脆弱性”问题的存在,导致银行系统的内在不稳定性,引发银行体系危机、金融萧条,需要对银行的经营行为进行监管。本文主要从银行监管的必要性原因、银行业存在的风险;以及如何监管,方法及措施等方面,对银行的监管提出一些可行性建议举措。建议侧重中国银行业,目的在于实现好金融监管的安全与效率兼顾。 关键词:银行业;金融危机;风险;金融监管 一、为什么要对银行业进行金融监管 (一)现实原因:金融危机频发 2008年始于美国的经济危机席卷全球,对金融系统和实体经济都带来了巨大的冲击,至今全球经济形势依然十分严峻。此次危机在给全球带来灾难性影响的同时,也凸显了金融监管的缺陷和不足。2010年以来,世界经济在螺旋式复苏过程中再度面临减速风险。发达国家经济复苏再度放缓,新兴市场国家在高通胀背景下经济增速趋于降低。 警惕金融过度自由化。阿根廷在金融自由化之后经济获得了较快增长,但同时货币名义利率迅速上升,银行存款的上升远远低于贷款的上升,因此银行等金融机构为了放贷,不惜降低贷款发放标准,为投机性活动提供贷款的比重加大,进而导致银行不良贷款增加。[1] (二)银行存在信用风险 银行事实上是一个信心游戏。银行存在的主要风险是信用风险,即交易对手不能完全履行合同的风险。这种风险不只出现在贷款中,也发生在担保、承兑和证券投资等业务中。 就整个市场而言,会有信息方面的问题,出借人对于借用人了解很少;也有动机的问题,看借用人是否愿意付高利息,而不是判断借用人是否有能力付利息,银行和金融机构在经济中扮演中间人的角色。银行面临中介风险问题。 我国自2010年以来,信贷资产总体质量上升,各机构不良贷款走向有所分化。但经济增速趋缓可能会使银行的信用风险隐患有所暴露。一些政府融资平台的潜在风险仍不容忽视。同时房地产贷款增速回落,风险并未完全消除。[2] (三)银行存在较大的脆弱性 短借长贷和部分准备金制度导致了金融机构内在的非流动性;银行的资产负债表中,主要是金融资产而不是实物资产,这在金融机构之间存在着相互依赖的网络,银行业比其他产业更加脆弱和

浅析我国金融监管中问题分析及措施1983年,工商银行作为国有商业银行从中国人民银行中分离出来,实现了中央银行与商业银行的分离,从而使人民银行集金融监管、货币政策、商业银行职能于一身的金融管理体制宣告结束,现代金融监管模式初步成形。当时,人民银行作为超级中央银行既负责货币政策制定又负责对银行业、证券业和保险业进行监督。这时的专业银行虽然对银行经营业务有较严格的分工,但并不反对银行分支机构办理附属信托公司,并在事实上成为一种混业经营模式。XX年初银监会的成立,使中国金融业“分业经营、分业监管”的框架最终完成,由此形成了我国“一行三会”的金融监管体制。针对监管体制中存在的缺陷,在金融监管改革过程中,应首先建立金融监管的合作制度,使三大监管机构在各自独立行使监管职能的同时,有效地协调彼此之间的权责,提高监管质量和效率。其次,强调金融机构内控制度建设,加大对金融机构创新业务内控制度的检查监督力度,督促金融机构完善创新业务的操作制度,防止金融创新的衍生风险。 我国金融监管的时间较短,在金融监管的方法手段、技术条件以及信息披露等方面,我国还存在许多问题,主要表现在以下几个方面:首先是金融监管有效性不足,金融监管内容过于狭窄,其金融监管仍偏重于合规性监管,严格的管制极大地遏制了金融创新的有效空间;对金融机构日常经营

的风险性监管涉及不多;监管措施的效能未得到充分发挥,对金融机构违规行为的处罚不够严厉,违规处罚中缺乏严厉性,对违规行为的处罚缺乏有效性。其次是金融信息披露滞后,信息披露滞后于监管和外部市场约束的需要,我国金融机构关于信息披露的法制观念不够,数据资料编报的随意性较大,信息披露缺乏强制性和规范性;金融信息披露的范围小,内容比较单一,信息不完备,缺乏专门的金融信息开发和传播中介机构,使得金融信息在低水平上传播和利用。 目前,我国商业银行还没有真正建立起法人治理结构和利益约束机制,内部监管乏力,导致银行出现大量的不良资产需处置,同时,还面临着大量存款需找出路却又“惜贷、拒贷”的尴尬局面。监管目标不够明确;金融监管独立性不够;金融监管机构协调性差;金融监管措施不力;现行监管制度不利于金融创新等。 完善金融机构内控机制就必须深入到金融机构内部的组织、结构、观念、管理等各个环节,建立起有效的内部控制机制,以达到规避风险、维持安全的目的。要提高对加强内控机制建设的认识,金融机构的各级管理人员要充分认识内控建设的重要性,把它作为经营管理工作中的关键一环,常抓不懈,落到实处,这样才能有助于金融机构内控机制的建立健全和充分发挥作用。完善法人治理结构,应着力于打破现有的银行业垄断,引进市场竞争机制,实现银行运作机
