三、大赛规程

（一）竞赛名称

英语口语技能大赛

（二）竞赛目的

经过竞赛，检查参赛选手的英语口语表示水平和语言综合运用能力，创立一个交流学习、拓展视野的平台，展现中职学校英语教学改革

成果，促进中职学生日常口语的应用能力，服务于中职英语教学改革。

（三）竞赛方式

比赛以学校为单位组队参赛，每队限报3名选手，其中学生推选组2名，抽测组1名，每队限报1名指导教师。本次赛项前两项为个人赛，每位选手独立完成规定内容；第三项才艺展示可独立完成，或自带1-5名助演嘉宾。

（四）竞赛内容

本赛项分为图片描述、情景交流、才艺展示三个环节。具体比赛内容、要求以及时限如下：

1.图片描述：图片描述（一幅组图，共4张，带有生活和职业场景的故事性图片）。提前20分钟抽题并进行准备，选手对图片内容进行描述，并表示个人看法，每人90秒，然后回答评委根据选手所抽题目提出的2～3个问题，一个问题回答时间不超过30秒。

具体要求：正确理解图片内容及情节、明确图片隐含的职业意识；发音正确、表示自然、无长时间停顿、语速适中；用词恰当、较少语法错误，符合英语语言习惯；条理清晰、观点明确、紧扣内容、言之有物、句式丰富；能正确理解评委提问、个人观点明确、有理有据、用词得当、不套用套话、回答口齿清晰、声音洪亮、较少语法错误。

2.情景交流：情景交流即参赛者抽取一个场景题目，根据题目的要求扮演其中的一个角色，与主试官进行一对一的现场问答式交流。

具体要求：内容充实完整、能就主题发挥、应答敏捷、答案明确、语言丰富；口齿清晰、发音正确、表示自然、语言流畅、语感较好、语

速适中；用词恰当、较少语法错误、符合英语语言习惯；着装整洁、仪表大方、感情充沛、表情自然、舞台表现力强。

3.才艺展示：可个人表演，亦可自带1-5名助演（助演嘉宾需为参赛选手同校在籍学生），但裁判只依据参赛选手的表现打分。不限形式，语言类、音乐类都能够，用英语表演，鼓励节目原创性。表演道具需自备，如需播放伴奏等音频、视频，须提前刻好光盘，组委会将安排在比赛准备会后试播光盘，试播无误后光盘交组委会统一保管。本环节限时5分钟，每个选手展示不得少于3分钟。

具体要求：内容健康向上、题材新颖、有时代感、与英语关联密切，可体现其职业特色；形象活泼、精神饱满、着装得当、舞台感染力强；节目有原创性。

山东省教材委员会审定的中等职业教育规划教材《英语1～3册，第2版》（主编：林立）

（六）评分方法

1.评分标准制订原则：

比赛本着公平、公正、公开的原则，考查参赛选手的综合语言应用能力及基本职业素养。

2.评分方法：

本次比赛三个部分总分合计100分，所占比重为：图片描述40%、情景交流30%、才艺展示30%。三部分得分总和为参赛队得分，按照得分从高到低决定获奖名次。

1）所有参赛队得分由评委会统一评定。

2）在竞赛时段，参赛选手如有不服从评委和监考人员、扰乱赛场秩序等不文明行为的，由评委会主席在5分范围内扣减该专项相应分数，情节严重者取消比赛资格，参赛队比赛成绩为0分。参赛选手有作弊行为的，参赛队比赛成绩为0分。

3.评分细则：

1）图片描述（满分40分）

①正确理解图片内容及情节、明确图片隐含的职业意识。15分

②发音正确、表示自然、无长时间停顿、语速适中。10分

③用词恰当、较少语法错误，符合英语语言习惯。8分

④条理清晰、观点明确、用词得当、言之有物、句式丰富。7分

2）情景交流（满分30分）

①内容充实完整、能就主题发挥、应答敏捷、答案明确、语言丰富。10分

②口齿清晰、发音正确、表示自然、语言流畅、语感较好、语速适中。8分

③用词恰当、较少语法错误、符合英语语言习惯。7分

④着装整洁、仪表大方、感情充沛、表情自然、舞台表现力强。5分

3）才艺展示（满分30分）

①内容：10分。内容健康向上，题材新颖，有时代感，有职业或专业特色。

②表演：10分。语言流畅，感情得当，配合默契，有较强的表现力。

③台风仪表：4分。形象健康，精神饱满，着装得当，舞台感染力强。

④节目创意：6分。节目有原创性。

（七）比赛规则

1．参赛选手在比赛前一天由大赛组委会统一组织到比赛地点了解比赛场地及有关须知事项。

2．参赛选手必须携带大赛规定的有效证件（参赛证、有效身份证）参加比赛。

3．参赛选手不得携带任何书刊、报纸、稿纸、资料、通讯工具（手机、小灵通等）或有存储、编程、查询功能的电子用品进入赛场。只准带大赛组委会规定的工具，不得互借。

4．因身体条件原因，参赛选手需自备参赛服装，要求不可有任何标志及饰物。

5．参赛选手应在规定的地方填写参赛号等相关信息，不得在任何地方做有标记，否则按违纪处理。

6．参赛选手在赛场内必须保持安静，不得在赛场内大声喧哗、交头接耳，不准偷看、夹带等；要自觉遵守赛场纪律，不得擅自离开指定场地。

7．参赛选手要服从工作人员的管理，接受监考人员的监督和检查。赛场作弊或违反赛场纪律者，取消其参赛资格，成绩以零分计算。

8．参赛选手提前结束比赛，必须离开比赛场地，并不得再次进入赛场或在附近停留大声喧哗，可在指定位置休息。

9．选手须服从评委裁决。比赛过程如有异议，应由领队在当日向大赛执委会仲裁委员会提出申述。领队、指导教师和选手不得与大赛工作人员直接交涉。

（八）申诉与仲裁

1.参赛队对不符合竞赛规定的设备、工具、软件，有失公正的评判、奖励，以及对工作人员的违规行为等可提出申诉。

2.申诉应在竞赛评分结束后半小时内提出，超过时效将不予受理。申诉时，应按照规定的程序由参赛队领队向相应赛项仲裁工作组递交书面申诉报告。报告应对申诉事件的现象、发生的时间、涉及到的人员、申诉依据与理由等进行充分、实事求是的叙述。事实依据不充分、仅凭主观臆断的申诉不予受理。申诉报告须由申诉的参赛选手、领队签名。

3.赛项仲裁工作组收到申诉报告后，应根据申诉事由进行审查，2小时内通知申诉方，告知申诉处理结果。

4.申诉人不得无故拒不接受处理结果，不允许采取过激行为刁难、攻击工作人员，否则视为放弃申诉。申诉人不满意赛项仲裁工作组的处理结果的，可向大赛仲裁委员会提出复议申请。大赛仲裁委员会在接到复议申请后的2小时内组织复议，并及时反馈复议结果。大赛仲裁委员会的仲裁结果为最终结果。

四、赛场突发事件应急处理预案

为了确保临沂市职业院校技能大赛护理专业比赛的顺利举行、圆

满成功，保证赛程安全、有序，预防及有效处理安全事故，强化安全责任，提供一个良好的赛场环境，经研究决定，特制定本预案。

（一）组织机构

（二）职责

组长负责本次技能大赛安全的全面工作，副组长具体落实并指导安全保卫组工作，在应急情况下做好协助协调工作。成员负责具体落实安全措施、安全保卫组人员的调配以及车辆的停放安排、疏散；技能大赛的各赛区负责人负责赛区及周边的秩序、安全防范及安全应急处理；其它成员在应急情况下协助处理。

（三）要求

1、技能大赛前，安全保卫组应组织一次消防设施的全面检查，包括消防栓、灭火器、应急疏散标志等，消除安全隐患。比赛期间，做好校园安全保卫，防止火灾、盗窃现象发生，控制无关人员进入，确保比赛期间的人身财产安全。大赛活动结束当天，各职能部门要检查防火、防盗设施，检查水、电线路，关窗锁门。

2、技能大赛前，电工应检查用电线路；比赛期间，电工应巡视用电线路及配电、开关；以便及时发现问题、解决问题。

3、所有工作人员都要增强安全责任意识。教务处、班主任要对同

学进行严格的安全教育，强调纪律卫生、行为规范，参加开幕式要有序进场、退场，防止拥挤、踩踏和人员失控，防止发生人身伤害事故。

4、为了保持信息畅通，随时保持联络，比赛期间所有工作人员要打开手机。在比赛现场服务的，手机调在静音或震动状态。

5、非活动涉及的房间、教室及其它实训场所要关窗锁门。

6、门卫要增强责任意识，严格检查进出车辆及人员，禁止与比赛无关的机动车进入校园；禁止闲杂人员进校，防止不法分子乘机混入校园内作案。发现异常情况，及时报告。

7、学校医务室在比赛期间，校医生要坚守岗位，要做好常见药品、物品的检查储备。

8、对工作不力、擅离职守，造成安全事故发生或未能及时处理的责任人将追究责任。

（四）安全事故应急处理预案

1、发现安全事故发生，应立即向学校领导报告。如情况紧急，事态严重，可拨打110电话报警。发生火警，火灾现场应立即切断电源，拨打119电话报警；医疗急救电话120。在现场的教职员工不得延误报警或不报警，否则将追究有关责任。

2、当安全事故发生后，应急处理工作领导小组立即启动安全事故应急处理预案，组织人员赶赴现场，指挥抢险救助工作并保护好现场，防止事态扩大。

3、当安全事故发生时，在场教职工应全力以赴参加抢救，组织好人员的撤退及疏散、物资的转移，以防止事态进一步扩大，减少损失。

4、事故终止后，在场的领导应立即组织人员做好现场保护工作。现场保护人员在执行任务时应提高警惕，增强责任感，观察现场动态，掌握一切与事故和案件有关的信息，并及时汇报。

5、事故发生后，安全事故应急处理工作领导小组应立即向大会组委会和上级主管部门汇报事故发生的时间、地点、经过、处理等概况。

6、当发生火灾事故，或需紧急救治时，应通知大门打开并保证大门畅通。当发生人为肆意破坏、捣乱，应通知大门关闭，杜绝人员出入。

7、当发生安全事故，要有应对、科学处理的办法。事故终止，要组织人员进一步排查隐患，经大会组委会同意后，方可继续比赛。

8、本预案适用范围是技能大赛期间发生的安全事故现场。
