Substance of Very High Concern (SVHC)

Substances that are one of the following can be regarded as substances of very high concern (SVHC).

?

carcinogenic, mutagenic or toxic to reproduction (CMRs);

? persistent, bio-accumulative and toxic (PBTs); ? very persistent and bio-accumulative (vPvBs); ? seriously and / or irreversibly damaging the environment or human health, as

substances damaging the hormone system;

ECHA released the first candidate list of 15 SVHCs for authorization in Aug 2008, the second SVHC candidate list in Jan 2010 and the third list in June 2010. This SVHC candidate list (currently 38 substances) is expected to include more substances in the future as Member states suggest more substances for inclusion.

How can I achieve SVHC compliance in accordance with REACH regulation? Firstly, you need to identify all possible substances of very high concern (SVHC) and restricted substances in your products. You may do so by carrying out SVHC testing by yourself or asking your suppliers to carry out testing in the same supply chain. After knowing the existence and concentration of SVHC in your product, you could adopt the following measures to achieve REACH compliance:

?Notification: Submit notification to European Chemical Agency (ECHA) if any SVHC present in an article has a concentration above 0.1% (w/w) and the total amount of the SVHC exceeds 1 tonne per annum per producer or importer. The SVHC candidate list will be regularly updated from time to time.

?Communication Requirement: If a SVHC is present in your product with a concentration above 0.1% (w/w), you are obliged to inform the recipients of the article along the supply chain about the chemical name(s) and how the article can be safely used. REACH further requires this information be made available within 45 days upon consumer request.;

?Restriction and Authorization: Those listed SVHC in Annex XIV of REACH (restricted substances) will not be allowed to be used, placed on the market or imported into the EU after a date to be set unless the company is granted an authorization. You shall try to avoid using any SHVC in your products or import any products containing SVHC with a

concentration above 0.1%(w/w).

Anthracene 蒽C14H10 带有淡蓝色荧光的白色片状晶体。不溶于水、难溶于乙醇和乙醚,较易溶于热苯。 用于制造蒽醌和染料等。主要用于制造染料中间体蒽醌及单宁,用于蒽醌生产,也用作杀虫剂、杀菌剂、汽油阻凝剂等。高纯蒽用于制取单晶蒽,用在闪烁计数器上。 2. 4,4'- Diaminodiphenylmethane 4,4’-二氨基二苯甲烷C13H14N2

从水中析出者为白色片状或针状结晶,从苯中析出者为片状结晶。微溶于冷水,易溶于乙醇、乙醚和苯。 染料原料,生产偶氮染料;硫化剂及硫化促进剂,用于聚氨基甲酸酯橡胶及其他合成橡胶;树脂固化剂,用于环氧树脂,其性能与间苯二胺相似;耐热聚合物及多异氰酸酯的单体;有机合成中间体,生产缓蚀剂、聚酰胺;钨的检测试剂等。 在空气中易氧化,颜色变深,本品有毒,对肝脏有毒害作用。 3. Dibutyl phthalate 邻苯二甲酸二丁基酯C16H22O4 无色液体。不溶于水,溶于乙醇、乙醚等有机溶剂。 是塑料、合成橡胶、人造革等的常用增塑剂。也是香料的溶剂和固定剂,又可作卫生害虫驱避剂, 但作用比邻苯二甲酸二甲酯差。 4. Cyclododecane 环十二烷C12H24 有机中间体,用作尼龙的单体、十二内酰胺的中间体。是新型塑料尼龙12、尼龙612、尼龙1012 的原料。 还用于制增塑剂、环氧树脂交联剂、香料等。 5. Cobalt dichloride 二氯化钴CoCl2 氯化钴一般用作硅胶干燥剂的吸湿指示剂,硅胶中加一定量的氯化钴,可指示硅胶的吸湿程度。

REACH SVHC CANDIDATE ECHA released the first candidate list of 15 SVHCs for authorization in Aug 2008, the second SVHC candidate list in Jan 2010, the third candidate list in June 2010 , the fourth candidate list in December 2010 , the fifth candidate list in June 2011 and the sixth candidate list in December 2011. The Announcement of the First 15 SVHCs List The European Chemical Agency (ECHA) has formally included 15 substances identified as Substances of Very High Concern (SVHC) in the candidate list of authorization on 28 October 2008. The list of these 15 SVHC and possible applications are shown below:

The Announcement of the Second 15 SVHCs List The European Chemical Agency (ECHA) officially published the second SVHC candidate list which includes a total of 29 substances on January 13th, 2010. ECHA added the substance “Acrylamide” back to the candidate list on March 30th. The list of these 15 SVHC and possible applications are shown below:

Chin Sci Bull (Chin Ver), 2013, 58: 2643–2650, doi: 10.1360/972013-231 《中国科学》杂志社 SCIENCE CHINA PRESS 专题: 环境化学与食品安全 论 坛 高关注物质(SVHCs): 中国化学品风险 管理体制、能力和基础研究挑战 刘建国, 李力, 胡建信* 北京大学环境科学与工程学院, 北京 100871 * 联系人, E-mail: jianxin@https://www.wendangku.net/doc/397216105.html, 2013-02-27收稿, 2013-05-03接受, 2013-07-30网络版发表 摘要 化学品在为人类社会带来广泛福利的同时, 也日益被揭示出具有潜在的环境和健康风险. 高关注物质(SVHCs)的风险管理是实现2020年全球化学品风险减低战略目标的关键领域, 已成为国际化学品风险评估和风险管理的重点内容. 全球化工产业转移和创新发展形势、中国经济和社会发展阶段以及现有监测研究均表明, 中国将是未来全球SVHCs 风险管理的重地. 中国化学品风险管理体制长期偏重于危险化学品突发事故风险防控和应急处置, SVHCs 风险管理尚缺乏健全的以现有化学品环境与健康风险防控为导向的法规和制度基础. 化学品技术创新和风险管理能力的不足更让中国未来的SVHCs 风险管理面临诸多障碍. 尽管我国近年来在持久性有机污染物、重金属等SVHCs 的基础研究方面取得了显著进步, 但SVHCs 风险管理所需的战略性、系统性的化学品风险评估研究一直缺乏, 现有研究在前瞻性、组织性和实用性及方法学等多方面存在不足. 关键词 高关注物质化学品 风险管理 中国 1 高关注物质: 面向2020年的全球化学品 风险减低战略关键领域 如今全世界市场上的工商业化学品已达10万种之多, 这些化学品的开发利用为人类现代生活带来了广泛的福利. 但是, 随着半个世纪以来环境与健康科学的发展, 越来越多的化学品被揭示出对生态系统和人体健康构成潜在的危害. 2001年, 国际社会首先针对持久性有机污染物(Persistent Organic Pollu-tants, POPs)这类显著危害生态系统和人体健康的化学品及污染物签订了一项国际公约, 即《关于持久性有机污染物的斯德哥尔摩公约》(简称POPs 公约), 旨 在消除或控制其生产、使用、排放及所造成的环境和健康风险. 在此后的10年间, POPs 公约提议受控的POPs 类物质已由12种逐步扩展到目前的27种, 其中多种是在我国及全球范围内广泛生产和使用的工业化学品和农药[1]. 实际上, POPs 的增列受控物质名单主要源自国际社会长期聚焦的“持久性、生物累积性和毒性” (Persistent Bioaccumulative and Toxic, PBT)化学品, POPs 公约则是20世纪90年代国际社会共同制定的、以PBT 化学品淘汰为主要目标的全球化学品风险 减低计划的重要起步. 1992年, 联合国环境与发展大会(United Nations Conference on Environment and Development, UNCED)将“化学品环境无害化管理”专门列为一项全球可持续发展战略领域, 将加快和拓展化学品风险评估、采取风险减低行动列为重要内容[2]. 在此后的10年里, 国际化学品风险管理取得了显著进展, 提高了化学品风险知识储备和信息水平, 建立了化学品全球统一分类和标识系统(Globally Harmonized System of Classification and Labeling of Chemicals, GHS), 并成功启动了POPs 公约这一全球化学品风险减低的关键性行动. 2002年, 世界可持续发展首脑峰会(World Summit on Sustainable Devel-

REACH SVHC高关注物质知識 一﹑REACH即关于化学品注册、评估、授权和限制(Concerning the Registration、Evaluation、Authorization and Restriction of Chemicals),于2006年12月18日颁布,2007年6月1日正式生效。分步骤实施. 1.注册﹕ ?物品中物质的注册﹕物质在物品中的总含量大于或等于1t/a/人、打算在正常使用和可合理遇见的使用条件下释放的物质,必须注册。 ?物质在物品中的总含量大于或等于1t/a/人、属于第57条所规定的授权类物质在物品中的总含量超过0.1%(以质量分数计)浓度,应该通知化学品管理局。 ?有意释放物质的释放为物品的原定用途如芳香橡皮、写字墨水等。即正常使用下的释放。 ?无意释放物质的释放非物品的原定用途如木材中的甲醛、轮胎中的多环芳烃等。即可合理预见的使用条件下的释放。 2.评估﹕ REACH评估分两种:档案评估、物质评估。 3. 授权﹕ 对于高关注度物质,必须经过授权后才可以销售和使用。到目前为止,总共有大约1500种高关注度物质,分为4类 ● CMR类:致癌物、致突变物、对生殖系统有毒的物质;1,2类物质 ● Pbts类:持久性、生物积累的和有毒的物质, ● vPvB类:永久性和高生物积累物质 4. 限制﹕ 限制是本制度的安全隔离墙。任何物质,不管是其本身或含在配制品、物品中,只要该物质的使用对人类健康和环境具有不可接受的风险,都必须在共同体范围内进行限制。 通報﹕SVHC物質在其中的總含量以質量分數計≥0.1%﹔ 授權﹕需關注Sunset及准備替代方案或授權申請
