Editors of news papers have responsible jobs because they have to make sure that their news paper gets printed on time, sells well, and everything that goes into it, including photographs, is acceptable. Sometimes particular stories “sell” news papers. In America and Europe, ordinary people seem to be fascinated by the lives of the remaining royal families, pop stars and film stars. These people really have two lives, a public life and a private life. Some reporters can be too interested in getting a good story and try to take photographs of famous people in their private li ves which can then get their news paper into trouble if they get printed.

There was a recent case when a reporter climbed a tree and took a photograph over a high wall of an Alganian Princess in a s wimming pool without her knowing. She didn’t mind being photographed on public occasions but she objected to being photographed while she was spending private time with her personal friends—and especially in a s wimming pool.

The photograph was in the news paper the next day—“The Alganian Princess

havi ng a good time in the embassy pool with her friends”—and all hell broke loose. The editor of The BEACON (the news paper that had printed the photograph immediately received a strongly worded letter of complaint from the Royal Palace press office saying tha t the reporter had been “interfering(干涉in her private life” and that “something would be done about this”. Of course the damage had already been done but the news paper must have sold a lot of extra copies because of the photograph. All the editor could do was to print an apology on the front page to the Princess and hope that it would be accepted and that he wouldn’t lose his job.

Public goods are those commodities(商品 from whose enjoyment nobody can be effectively excluded(排除. Everybody is free to enjoy the benefits(利益 of these commodities, and one person’s use does not reduce the possibilities of anybody else’s enjoying the same good.

One ans wer to the question of land shortage was suggested by an organization some years ago. A city was to be built at sea, housing 30,000 people.

The suggestion was to shape the city like a harbor(港口. The outer wall of the harbor would stand on steel columns resting on the seabed. When a customer finds that what he or she bought is faulty or in some other way does not live up to what the producer promises, the first step is to give the warranty(单据, or any other record which might help, to the store where he or she bought the thing. In most cases, this action will produce results. However, if it does not, there are various methods the customer may use to show their dissatisfaction.

A simple and common method used by many customers is to complain(投诉 directly to the store manager. In general, the “higher up” the customer takes his or her complaint, the faster he or she can expect it to be settled. In such a case, it is usually settled in customer’s favor, thinking what he or she complains is just.

Customers should complain in person whenever possible, but if they cannot get to the store, it is acceptable to phone or write the complaint in a letter.

Complaining is usually most effective when it is done politely but firmly, and especially when the customer can show what is wrong with the thing he or she bought in question. If this cannot be done, the customer will succeed best by giving clear information as to what is wrong, rather than by general statement(陈述. For example, “The left s peaker does not work at all and the sound coming out of the right one is unclear.” is better than “This stereo(立体声音响does not work.”
