1. Few laws are so effective that you can see results just days after they take effect. But in the nine days since the

federal cigarette tax more than doubled —to $1. 01 per pack — smokers have jammed telephone“ quit crosslines” a the country seeking to kick the habit.

This is not a surprise to public health advocates. They’ ve studied the effect of state tax increases for years, finding that smokers, especially teens, are price sensitive. Nor is it a shock to the industry, which fiercely fights every tax

increase.

The only wonder is that so many states insist on closing their ears to the message. Tobacco taxes improve public

health, health, they raise money and most particularly, they deter people from taking up the habit as teens, which

is when nearly all smokers are addicted. Yet the rate of taxation varies widely.

In Manhattan, for instance, which has the highest tax in the nation, a pack of Marlboro Light Kings cost $ 10.06 at one

drugstore Wednesday. Charleston, S, C., where the 7-cent-a-pack tax is the lowest in the nation. The price was $4. 78.

The influence is obvious.

In New York, high school smoking hit a new low in the latest surveys—13.8%, far below the national average. By

comparison, 26% of high school students smoke in Kentucky, Other low-tax states have similarly depressing teen-

smoking records.

Hal Rogers, Representative from Kentucky, like those who are against high tobacco taxes, argues that the burden of

the tax falls on low- income Americans“ who choosesmoketo.”

That ’ s true, But there is more reason in keeping future generations of low-income workers from getting hooked in

the first place, As for today’ s adults, if the new tax drives them to quit, they will have more to spend on their

In a survey of fans by the sci-fi ( 科幻 ) and fantasy website, https://www.wendangku.net/doc/9317984914.html,, Batman, 70 years old this year, was voted Britain's favorite superhero.

Unlike many crime-fighting superheroes Batman has no special powers. He can't fly like Superman or shoot a

sticky (粘性的 ) web like Spider-Man.

Bruce Wayne is born to a wealthy Gotham City business family. However, when his parents are murdered his life

changes completely.

Wayne feels anger at their deaths and guilty that he did not prevent them. He travels around the world learning how

to fight. Upon returning to Gotham, he creates a disguise ( 伪装 ) to enable him to fight crime without being recognized.

A childhood fear of bats leads him to choose to dress as one. His idea is that through the bat persona ( 角色 ) he can prove to himself that he has overcome his childhood fears.

Wayne is the CEO of the company he inherits ( 继承 ) from his father. He seems to live the lifestyle of a millionaire playboy. But this is a ruse ( 计策 ). He works hard at the image to allow himself the freedom he needs to do his work as a crime fighter. "Bruce Wayne, playboy" is the disguise; Batman is the real person.

"Wayne is not a born superhero. Instead, he is a real, complex person," said Dace Golder, editor of the website. "He is the most realistic of all the superheroes. I am particularly interested in the emotional process by which a boy becomes a hero. His superhero qualities come from within." ( 1 分)

4.History is full of cases where dreams have been a pathway to creativity and discovery. A striking example is provided by Dr. Otto Loewi, a pharmacologist ( 药理学家 ) and winner of a Nobel Prize. Loewi had spent years studying the chemical transmission ( 传送 ) of nerve impulses ( 脉搏 ). A major breakthrough in his research came when he dreamed of an experiment three nights in a row. The first two nights he woke up and wrote down the experiment quickly and untidily on paper. But the next morning, he couldn't tell what the notes meant. On the third night, he got up after having the dream. This time, instead of making notes he went straight to his laboratory and performed the important experiment. Loewi later said that if the experiment had occurred to him while awake he would not have given it another thought.

Loewi's experiment gives some insight into using dreams to produce creative solutions. Nervous feelings are reduced during dreaming, which may be especially useful in solving problems that require a fresh point of view. Being able to take advantage of dreams for solving is improved if you "set" yourself before retiring. Before you go to bed, try to think intently about a problem you wish to solve. Bury yourself in the problem by stating it clearly and reviewing all relevant information. Then use the suggestions listed in the previous section to catch your dreams. Although this method is not guaranteed to produce an original solution or a new insight, it is certain to be an adventure. About half of a group of college students using the method for a week recalled a dream that helped them solve a personal problem. ( 1 分)

messages delivered to cell phones.

Text messages have exploded in popularity in recent years, particularly among young people. The wireless industry

trade association,CTIA,estimates ( 估计 ) more than 48 billion text messages are sent each month.

The plan comes from the Warning Alert and Response Network Act,a 2006 federal law that requires improvement to the

nation ’ s emergency alert system. The act tasked the Federal Communications Commission (FCC) with coming up

with new ways to alert the public about emergencies.

“ The ability to deliver accurate and time ly warnings and alerts through cell phones and other mobile services is

an important next step in our efforts to help ensure that the American public has the information they need to take

action to protect themselves and their families before, and during,di sasters and other emergencies,” FCC Chairman Kevin Martin said following approval of the plan.

Participation in the alert system by carriers-telecommunications companies-is voluntary, but it has received solid

support from the wireless industry.

The program would be optional for cell phone users. They also may not be charged for receiving alerts.

There would be three different types of messages, according to the rules.

The first would be a national alert from the president, likely involving a terrorist attack or natural disaster. The second

would involve“ approaching threats” ,which could include natural disasters like hurricanes or storms or even university shootings. The third would be reserved for child abduction ( 绑架 ) emergencies,or so-called Amber Alerts.

8.People living on parts of the south coast of England face a serious problem. In 1993, the owners of a large hotel and

of several houses discovered, to their horror, that their gardens had disappeared overnight. The sea had eaten

into the soft limestone cliffs on which they had been built. While experts were studying the problem, the hotel and several houses disappeared altogether, sliding down the cliff and into the sea.

Erosion ( 侵蚀 ) of the white cliffs along the south coast of England has always been a problem but it has become

more serious in recent years. Dozens of homes have had to be abandoned as the sea has crept farther and farther inland. Experts have studied the areas most affected and have drawn up a map for local people, forecasting the

year in which their homes will be swallowed up by the hungry sea.

Angry owners have called on the Government to erect sea defenses to protect their homes. Government surveyors have pointed out that in most cases, this is impossible. New sea walls would cost hundreds of millions of pounds and would merely make the waves and currents go further along the coast, shifting the problem from one area to another. The danger is likely to continue, they say, until the waves reach an inland area of hard rock which will not be eaten

as limestone is. Meanwhile, if you want to buy a cheap house with an uncertain future, apply to a house agent in one

of the threatened areas on the south coast of England. You can get a house for a knockdown price but it may turn

9. Americans are pound of their variety and individuality, yet they love and respect few things more than a uniform, whether it is the uniform of an elevator operator or the uniform of a five-star general. Why are uniforms so popular in the United States?

Among the arguments for uniforms, one of the first is that in the eyes of most people they look more professional

than civilian (百姓的) clothes . People have become conditioned to expect superior quality from a man who wears a uniform . The television repairman who wears uniform tends to inspire more trust than one who appears in civilian clothes . Faith in the skill of a garage mechanic is increased by a uniform . What easier way is there for a nurse, a policeman, a barber, or a waiter to lose professional identity (身份) than to step out of uniform? Uniforms also have many practical benefits. They save on other clothes . They save on laundry bills . They are tax-deductible (可减税的). They are often more comfortable and more durable than civilian clothes.

Primary among the arguments against uniforms is their lack of variety and the consequent loss of individuality experienced by people who must wear them. Though there are many types of uniforms, the wearer of any particular type is generally stuck with it, without change, until retirement . When people look alike, they tend to think, speak, and act similarly, on the job at least.

Uniforms also give rise to some practical problems . Though they are long-lasting, often their initial expense is greater than the cost of civilian clothes . Some uniforms are also expensive to maintain, requiring professional dry cleaning rather than the home laundering possible with many types of civilian clothes.(1 分)

husband married a few years ago, they built a $100,000, three-bedroom home in California. Tightly sealed to

prevent air leaks, the house was equipped with small double-paned ( 双层玻璃的 ) windows and several other

energy-saving features. Problems began as soon as the couple moved in,however. Priscilla’ s eyes burned. Her throat

was constantly dry. She suffered from headaches and could hardly sleep. It was as though she had suddenly

developed a strange illness.

Experts finally traced the cause of her illness. The level of formaldehyde (甲醛 ) gas in her kitchen was twice the

maximum allowed by federal standards for chemical workers. The source of the gas? Her new kitchen cabinets and

wall-to-wall carpeting.

The Ouchidas are victims of indoor air pollution, which is not given sufficient attention partly because of the

nation ’ s drive to save energy. The problem itself isn’ t new. “ The indoor environment was dirty long before en conservation came along,” says Moschandreas, a pollution scientist at Geomet Technologies in Maryland.

conservation has tended to accentuate the situation in some cases.”

when energy was cheap, home builders didn’ t worry much about unsealed cracksauseof.Becsuch leaks, the air in

campaign to inspire a lifelong love for theatre.

The plan to offer free seats to people aged between 18 to 26 — funded with £ 2.5 million of taxpayers’ wasmoney —announced yesterday by Andy Burnham, the Culture Secretary. It received a cautious welcome from some in the arts

world, who expressed concern that the tickets may not reach the most underprivileged.

The plan comes as West End theatres are enjoying record audiences, thanks largely to musicals teaming up with

television talent shows. Attendances reached. 13.6 million in 2007, up 10 percent on 2006, itself a record year. Total

sales were up 18 percent on 2006 to almost £ 470 million.

One theatre source criticized the Government(’优s先priorities考虑的事) in funding free tickets when pensioners were struggling to buy food and fuel, saying:“ I don ’ t know why the Government’ s wasting money on this. Yong Vic, as The Times rep orted today, offers excellent performances at cheap prices.”

There was praise for the Government’ s plan from Dominic Cooke of the Royal Court Theatre, who said:

any move to get young people into theatre, and especially one that aims to do it all over England, not just in

London. ”

Ninety-five publicly funded theatres could apply for funding under the two-year plan. In return, they will offer free

tickets on at least one day each week to 18 to 26-year-olds, first-come, first-served. It is likely to be on Mondays,

traditionally a quiet night for the theatre.

Mr. Burnham said:“ A young person attending the theatre can find it an exciting experience, and be inspired to

explore a new world. But sometimes people miss out on it because they fear it for them’ . It’’s s‘timenoto change

this perception.”

Jeremy Hunt, the Shadow Culture Secretary, said:“ The real issue is not getting enthusiastic children into the theatre, but improving arts education so that more young people want to go in the first place. For too many children theatres

13. In 1993. New York State ordered stores to charge a deposit on beverage ( 饮料 ) containers. Within a year. Consumers had returned millions of aluminum cans and glass and plastic bottles. Plenty of companies were eager to accept the aluminum and glass as raw materials for new products. But because few could figure out what to do with the plastic, much of it wound up buried in landfills ( 垃圾填埋场 ). The problem was not limited to New York. Unfortunately, there were too few uses for second-hand plastic.

Today, one out of five plastic soda bottles is recycled ( 回收利用 ) in the United States. The reason for the change is that now there are dozens of companies across the country buying discarded plastic soda bottles and turning them into fence posts, paint brushes, etc.

Shrinking landfill space, and rising costs for burying and burning rubbish are forcing local governments to look more closely at recycling. In many areas, the East Coast especially, recycling is already the least expensive

waste-management option. For every ton of waste recycled, a city avoids paying for its disposal, which, in parts of New York, amounts to saving of more than $100 per ton. Diagnosed with diabetes( 糖尿病 ), Thomas would need to inject himself with insulin( 胰岛素) three times a day for the rest of his life or risk nerve damage, blindness, and even death. And if that weren't bad enough, he had no health insurance.

After a month of feeling upset, Thomas decided he'd better find a way to fight back. He left Canton, Michigan for New York, got a job waiting tables, nicknamed himself the Diabetic Rockstar, and created https://www.wendangku.net/doc/9317984914.html,, a free online community for diabetics and their loved ones — a place where over 1,100 people share personal stories, information, and resources.

Jason Swencki ’ s son, Kody, was diagnosed with type diabetes at six. Father and son visit the online children's forums( 论坛 ) together most evenings. "Kody gets so excited, writing to kids from all over," says Swencki, one of

the site's volunteers. "They know what he's going through, so he doesn't feel alone."

Kody is anything but alone: Diabetes is now the seventh leading cause of death in the United States, with 24 million diagnosed cases. And more people are being diagnosed at younger ages.

These days, Thomas's main focus is his charity (慈善机构) , Fight It, which provides medicines and supplies to people— 225 to date — who can't afford a diabetic's huge expenses. https://www.wendangku.net/doc/9317984914.html, has raised about $23,000 — in products and in cash. 15.In Western countries people have been using the installment plan since the first half of the twentieth century. Today, a large number of families in Great Britain buy furniture, household goods and cars by installments. In the U. S. , the figure is much higher than in Great Britain, and people there spend over 10 percent of their income on the installment plan.

The price of an article bought on installments is always higher than the price that would be paid by cash. There is a charge for interest. The buyer pays one quarter or one third of the price as a down payment ( 预付定金 ) when the goods are delivered to him. He then makes regular payments, weekly or monthly, until the full price is paid up. The legal ownership of the goods remains with the seller until the final payment has been made.

Installment buying (分期付款购货)has advantages and disadvantages. It can help couples with small incomes to furnish their homes and start housekeeping. It increases the demand for goods, and in this way helps business and employment. There is, however, the danger that when business is bad, installment buying may end suddenly,

making business much worse. This may result in a great increase in unemployment. If the people on the installment plan lose their jobs, they will probably not be able to make their payments. If great numbers of people are not able to pay their installment debts there is a possibility that businessmen cannot collect their debts and will therefore lose money. If businessmen lose money or fail to make a satisfactory profit, it becomes more likely to have a depression. This is why, in some countries, the government controls the installment plan by fixing the amount of the down

payment and installments to discourage people from buying more than they can pay for on the installment plan.( 1分)

16. Recently a Beijing father sent in a question at an Internet forum(论坛) asking what“ PK” meant. My family

has been watching the‘ Super Girl ’ singing competition TV programme. My little daughter asked me what 'PK'

meant, but I had no idea,” explained the puzzled father.

To a lot of Chinese young people who have been playing games online, it is impossible not to know this term. In

such Internet games,“ PK” is short for“ Player Kill” , in which two players fight until one ends the life of the other. In the case of the“ Super Girl ” singing competition,“ PK” wasstageusedwheretorefertwo singerstothe have to

compete with each other for only one chance to go up in competition ranking.

Like this father, Chinese teachers at high schools have also been finding their students’ compositions jargons which are difficult to understand. A high school teacher from Tianjin asked her students to write

compositions with simple language, but they came up with a lot of Internet jargons that she didn’ t u “ My ‘ GG’ came back this summer from college. He told me I’ ve grown up to be a‘ PLMM’ . I loved to him together; he always took me to the‘ KPM’ , ” went one composition.

“ GG” means Ge Ge( Chinese pinyin for brother) .“ PLMM” refers to Piao Liang Mei Mei( beautiful girl). “ FB”

means Fu Bai ( corruption ) . “ KPM” is short for KFC, Pizza Hut and McDonald’ s.

Some specialists welcome Internet jargons as a new development in language.

He was acknowledging one of our most distinctive characteristics:the fact that we are social animals whose behavior and personalities are shaped by the groups to which we belong. Throughout life, most of our daily activities are performed in the company of others. Whether our purpose is working, playing, raising a family, learning,or simply relaxing,we usually pursue it in groups, even if the group is as small as two or three people. Out need for human contacts is not merely a practical one;it is a deep psychological need as well. If people are deprived of the company of others for prolonged periods, mental breakdown is the usual result. Even the Geneva Convention(日内瓦公约),an international agreement that regulates the treatment of prisoners of war, recognizes this need. It regards solitary (孤独的)imprisonment for more than thirty day as a cruel form of torture(折磨)。 In its strictest sense, a group is a collection of people interacting together in an orderly way on the basis of shared expe ctations about one another‘s behavior. As result of this interaction, members feel a common sense of“belonging.”They distinguish members from nonmembers and expect certain kinds of behavior from outsiders. 21.By“No man is an island,”John Donne means _____. A.no one can live on an island alone B.a man is not surrounded by sea on all sides C.a man and an island are irrelevan D.no one can live in isolation from other people 22.The fact that we work or even play in groups illustrates the point that ____. A.poeple are different from animals B.Donne recognized the group to which he belonged C.human beings are social animals D.human behavior and personalities are formed by others 23.“Breakdown”as used in Line 6,Paragraph 2 most probably denotes ____. A.separation B.collapse C.analysis D.function 24.According to the passage, what is NOT a characteristic of group? A.There are at least two people in it. B.The members share some common grounds. C.The members work for one purpose. D.The members interact regularly with each other. 25.This passage is mainly about _______. A.the importance of human contacts B.pattens of human behavior C.the importance of human activities D.patterns of human society Passage Two Questions 26 to 30 are based on the following passage.
